    A multi-agent simulation framework for automated negotiation in order promising

    The purpose of this paper is to propose and test a multi-agent-based system for automated multi-attribute negotiation in order promising. In a make-to-order production model, it is not always possible to satisfy the Available-to-Promise (ATP) and Capable-to-Promise (CTP) conditions. Therefore, it is important to quickly explore alternate solutions that would satisfy both the customer and the supplier. We adopt the concepts of evolutionary system design that advocates for continuous exploration of new solutions based on extensive search and multi-attribute simulations that help identify for better negotiated solutions based on real-life ordering situations – changes of delivery date, price adjustments, addition/modifications of valueadded services as part of the order. Results of our simulations showed that negotiation procedures did reduce the number of rejected orders and increase the overall revenue when negotiation concepts are introduced

    Reconstructing climate policy: how best to engage China and other developing countries?

    Duke University organized the International Conference on Reconstructing Climate Policy: Moving Beyond the Kyoto Impasse, May 2003. The organizer invited me to specifically address the following two issues at the conference: 1) Whether is the proposal for joint accession by the U.S. and China in the interest of China?, and 2) Even if participating a global cap-and-trade regime is so beneficial to China as many economic studies suggest, why has China consistently refused in international negotiations even to discuss its participation in it?. In this paper, we look at the first issue from the following perspectives: a) how does China value importance of maintaining unity of the Group of 77?; b) what lessons has China learned from bilateral negotiations with the U.S. to work out the terms for China to get accession to the WTO?; c) what is the legitimacy of the U.S. insistence that it re-joins the Kyoto Protocol only if major developing countries join?; d) what are implications of the U.S. strikingly reversed position on the commitments of developing countries in New Delhi for initiating discussions on joint accession by the U.S. and China?; and e) how would joint accession by the U.S. and China be perceived?. We then address the second issue from the following perspectives: a) from the point of view of fairness, how do developing countries including China and India perceive emissions caps in the first place?; b) why have China and India been sceptical to international emissions trading?; c) how is an inflow of CDM investment in China perceived politically in comparison with the exports of emissions permits to the U.S.?; d) what are the implications of “lock in” to emissions cap, in particular no rules and principles for setting emissions targets for the commitment periods subsequent to Kyoto?; e) how to address the complex undertaking of setting emissions caps for developing countries, which must be linked to future, unobserved levels in comparison with the historically observed levels for industrialized countries?.     Offer Strategy Model of Integrative Negotiation for Automated Negotiation Agent: Multiple Equivalent Simultaneous Offers and Argumentation-based Negotiation

    Automated negotiation has attracted increasing interest and received phenomenal attention in the area of electronic market (e-market). Most of the studies on the automated negotiation focused on the distributive (zero-sum) negotiation, and their effectiveness is only illustrated in a single-issue negotiation between software agent-to-software agent interaction. In this study, we propose an offer strategy model of integrative negotiation for an automated negotiation agent and focus on software agent-to-human interaction. Our offer strategy model is based on the integrative approach and negotiation theory, which emphasize the importance of exchanging information among negotiators and multi-issue negotiation including package offers helping to achieve an integrative (win-win) outcome. In developing this model, we are incorporating negotiation strategy of argumentation-based negotiation and negotiation tactic of multiple equivalent simultaneous offers as an offer strategy to achieve an integrative (win-win) negotiation outcome. We expect that the result from applying the offer strategy model becomes more attractive and persuasive, thus may increase negotiation outcome satisfaction for both economic measure and social-psychological measure

    REASONABLE VALUE AND THE ROLE OF NEGOTIATION IN AGRICULTURE'S USE OF THE ENVIRONMENT

    Social pressures to regulate agriculture's use of environmental resources have been building for many years and show no signs of abating. While the agricultural and environmental communities can react to these events in many ways, perhaps the most promising avenue for resolving joint agricultural and environmental disputes lies with negotiated regulations mediated by governmental agencies. When first conceived by Commons, negotiated regulation was seen as a way to achieve both efficient and equitable dispute resolution by directly using the preferences, skills, and operational knowledge of stakeholders. This approach should be attractive to the agricultural community because it provides an opportunity to educate environmental groups about the complexities facing modern agriculture. It also assures that private business interests are considered in the development of regulations, and should result in regulations that give dynamic flexibility to the way environmental standards are achieved. In today's litigious society, negotiated regulations may also reduce many transaction costs associated with agricultural and environmental issues, particularly those associated with contract development and enforcement. Ultimately, negotiated regulations may be the best hope for satisfying the dual social objectives of a clean environment and an economically viable agricultural sector.Environmental Economics and Policy,

    The purpose of this working paper is to discuss Turkey’s new role in international politics at the beginning of the 21st Century and to analyse the main political and economic challenges for the country to become a regional power of medium size. The paper has three main parts. The first provides a brief overview of the main characteristics of Turkey’s international relations during the Cold War period. Then it examines Turkey’s present economic and political development in order to identify its basic handicaps and the pre-conditions necessary for becoming a regional power. The final section focuses on the future prospects of Turkey’s place in the international order. Turkey’s international relations after the Second World War were mainly determined by three interdependent factors: (1) national security; (2) economic cooperation; and (3) the country’s full integration into ‘Western civilisation’ through the so-called ‘Europeanisation process’

    Los Angeles Labor Negotiations Study

    [Excerpt] Sjoberg Evashenk Consulting and Cornell University have completed a study of the City of Los Angeles’ labor negotiation policies, processes and practices, under contract with the City Controller’s Office. The objectives of the study are to: • Review negotiations executed within the last three years for lessons learned, as well as review negotiations currently underway. • Evaluate and map the City’s current collective bargaining process. • Conduct a nationwide search for promising practices the City could incorporate into the collective bargaining process. • Evaluate the fiscal impacts of labor negotiations. • Evaluate the role of and incentives for each party in the process. • Evaluate the labor-management relationships outside of the bargaining process. • Identify opportunities for improving labor-management relations. Cornell University addressed the City’s current labor relations process and identified areas for improvement or consideration (Sections I and III), while Sjoberg Evashenk Consulting focused on the financial implications of the City’s collective bargaining practices (Section II).     The romantic days of ADR appear to be over. To the extent that proponents of ADR, like myself, were attracted to it because of its promise of flexibility, adaptability, and creativity, we now see the need for ethics, standards of practice and rules as potentially limiting and containing the promise of alternatives to rigid adversarial modes of dispute resolution. It is almost as if we thought that anyone who would engage in ADR must of necessity be a moral, good, creative, and, of course, ethical person. That we are here today is deeply ironic and yet, also necessary, as appropriate dispute resolution struggles to define itself and insure its legitimacy against a variety of theoretical and practical challenges

    Towards Convergence: How to Do Transdisciplinary Environmental Health Disparities Research.

    Increasingly, funders (i.e., national, public funders, such as the National Institutes of Health and National Science Foundation in the U.S.) and scholars agree that single disciplines are ill equipped to study the pressing social, health, and environmental problems we face alone, particularly environmental exposures, increasing health disparities, and climate change. To better understand these pressing social problems, funders and scholars have advocated for transdisciplinary approaches in order to harness the analytical power of diverse and multiple disciplines to tackle these problems and improve our understanding. However, few studies look into how to conduct such research. To this end, this article provides a review of transdisciplinary science, particularly as it relates to environmental research and public health. To further the field, this article provides in-depth information on how to conduct transdisciplinary research. Using the case of a transdisciplinary, community-based, participatory action, environmental health disparities study in California's Central Valley provides an in-depth look at how to do transdisciplinary research. Working with researchers from the fields of social sciences, public health, biological engineering, and land, air, and water resources, this study aims to answer community residents' questions related to the health disparities they face due to environmental exposure. Through this case study, I articulate not only the logistics of how to conduct transdisciplinary research but also the logics. The implications for transdisciplinary methodologies in health disparity research are further discussed, particularly in the context of team science and convergence science
