    Smart Cities for Real People

    Accelerating urbanization of the population and the emergence of new smart sensors (the Internet of Things) are combining in the phenomenon of the smart city. This movement is leading to improved quality of life and public safety, helping cities to enjoy economies that help remedy some budget overruns, better health care, and is resulting in increased productivity. The following report summarizes evolving digital technology trends, including smart phone applications, mapping software, big data and sensor miniaturization and broadband networking, that combine to create a technology toolkit available to smart city developers, managers and citizens. As noted above, the benefits of the smart city are already evident in some key areas as the technology sees actual implementation, 30 years after the creation of the broadband cable modem. The challenges of urbanization require urgent action and intelligent strategies. The applications and tools that truly benefit the people who live in cities will depend not on just the tools, but their intelligent application given current systemic obstacles, some of which are highlighted in the article. Of course, all the emerging technologies mentioned are dependent on ubiquitous, economical, reliable, safe and secure networks (wired and wireless) and network service providers

    A Framework for Integrating Transportation Into Smart Cities

    In recent years, economic, environmental, and political forces have quickly given rise to “Smart Cities” -- an array of strategies that can transform transportation in cities. Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to: Understand what a smart city is and how to replicate smart city successes; The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and Understand the role of shared micromobility, big data, and other key issues impacting communities. This research provides recommendations for policy and professional practice as it relates to integrating transportation into smart cities

    Citizens’ Juries: When Older Adults Deliberate on the Benefits and Risks of Smart Health and Smart Homes

    open access articleBackground: Technology-enabled healthcare or smart health has provided a wealth of products and services to enable older people to monitor and manage their own health conditions at home, thereby maintaining independence, whilst also reducing healthcare costs. However, despite the growing ubiquity of smart health, innovations are often technically driven, and the older user does not often have input into design. The purpose of the current study was to facilitate a debate about the positive and negative perceptions and attitudes towards digital health technologies. Methods: We conducted citizens’ juries to enable a deliberative inquiry into the benefits and risks of smart health technologies and systems. Transcriptions of group discussions were interpreted from a perspective of life-worlds versus systems-worlds. Results: Twenty-three participants of diverse demographics contributed to the debate. Views of older people were felt to be frequently ignored by organisations implementing systems and technologies. Participants demonstrated diverse levels of digital literacy and a range of concerns about misuse of technology. Conclusion: Our interpretation contrasted the life-world of experiences, hopes, and fears with the systems-world of surveillance, e ciencies, and risks.     Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia

    With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city? This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a ‘smart city’. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities

    Exploring Risks in Smart City Infrastructure Projects: Municipal Broadband Initiatives

    In recent years, cities are under increasing pressure to transform education, health care, transportation, civic engagement, public safety as well as other government services to maintain their competitiveness and improve citizen’s quality of life. This transformation is known as “smart city” initiatives. Broadband network infrastructure is an important underlying infrastructure for smart city projects. This study investigates risks in municipal broadband projects led by local government. Our goal is to develop a middle range theory to explain risks and their interrelationships. We first used grounded theory to identify a set of risks from archival and interview data. Next, we used revealed causal mapping analysis to develop a model of risks and their linkages. Our results suggest five risk categories: socio-political risks, approval risks, financial risks, technical risks, and partnership and resource management risks. We also found that several risk categories are intertwined. In particular, socio-political risks have impacts on other risks. Therefore, risk management and risk mitigation strategies need to take a holistic view towards all risks and their interconnections instead of focusing on each type of risks in isolation
