    Peer-to-peer and community-based markets: A comprehensive review

    The advent of more proactive consumers, the so-called "prosumers", with production and storage capabilities, is empowering the consumers and bringing new opportunities and challenges to the operation of power systems in a market environment. Recently, a novel proposal for the design and operation of electricity markets has emerged: these so-called peer-to-peer (P2P) electricity markets conceptually allow the prosumers to directly share their electrical energy and investment. Such P2P markets rely on a consumer-centric and bottom-up perspective by giving the opportunity to consumers to freely choose the way they are to source their electric energy. A community can also be formed by prosumers who want to collaborate, or in terms of operational energy management. This paper contributes with an overview of these new P2P markets that starts with the motivation, challenges, market designs moving to the potential future developments in this field, providing recommendations while considering a test-case

    New Challanges for Industrial Policy

    This paper calls for a fresh look at industrial policies in the light of recent trends and developments in the global economy. In particular, five new challenges and their implications for industrial policies are discussed. These have been neglected in the debate on industrial policy and include (i) the increasing globalization of the world economy, most pertinently the rise of global production sharing, (ii) the recent crises in food, fuel and financial markets, (iii) climate change, (iv) the rise of China and India, and (v) the rise of the ‘entrepreneurial economy’. Directions for further research are outlined. The report features three sections dealing with innovation and technology, investment in developing countries and investment and finance, followed by an analysis of the various initiatives being taken on technology both within and outside the United Nations Framework Convention on Climate Change (UNFCCC).     Small-Scale Markets for Bilateral Resource Trading in the Sharing Economy

    We consider a general small-scale market for agent-to-agent resource sharing, in which each agent could either be a server (seller) or a client (buyer) in each time period. In every time period, a server has a certain amount of resources that any client could consume, and randomly gets matched with a client. Our target is to maximize the resource utilization in such an agent-to-agent market, where the agents are strategic. During each transaction, the server gets money and the client gets resources. Hence, trade ratio maximization implies efficiency maximization of our system. We model the proposed market system through a Mean Field Game approach and prove the existence of the Mean Field Equilibrium, which can achieve an almost 100% trade ratio. Finally, we carry out a simulation study motivated by an agent-to-agent computing market, and a case study on a proposed photovoltaic market, and show the designed market benefits both individuals and the system as a whole

    Exploring the financial and investment implications of the Paris Agreement

    A global energy transition is underway. Limiting warming to 2°C (or less), as envisaged in the Paris Agreement, will require a major diversion of scheduled investments in the fossil-fuel industry and other high-carbon capital infrastructure towards renewables, energy efficiency, and other low or negative carbon technologies. The article explores the scale of climate finance and investment needs embodied in the Paris Agreement. It reveals that there is little clarity in the numbers from the plethora of sources (official and otherwise) on climate finance and investment. The article compares the US100billiontargetintheParisAgreementwitharangeofotherfinancialmetrics,suchasinvestment,incrementalinvestment,energyexpenditure,energysubsidies,andwelfarelosses.WhiletherelativelynarrowlydefinedclimatefinanceincludedintheUS100 billion target in the Paris Agreement with a range of other financial metrics, such as investment, incremental investment, energy expenditure, energy subsidies, and welfare losses. While the relatively narrowly defined climate finance included in the US100 billion figure is a fraction of the broader finance and investment needs of climate-change mitigation and adaptation, it is significant when compared to some estimates of the net incremental costs of decarbonization that take into account capital and operating cost savings. However, even if the annual US$100 billion materializes, achieving the much larger implied shifts in investment will require the enactment of long-term internationally coordinated policies, far more stringent than have yet been introduced.</i

    Political Economy of International Climate Finance: Navigating Decisions in PPCR and SREP

    This working paper explores how countries can build their own 'climate finance readiness' by understanding their internal political economy and use that understanding to steer consensus-based decisions on climate finance investments. For climate finance to be effective, national leaders must build shared commitments. This involves considering the arguments, incentives and power dynamics at play to ensure priorities are more equitable and representative of a broader group of stakeholders. Doing so will also help to reduce the risk of implementation delays. This paper uses case studies from Bangladesh, Ethiopia and Nepal to explore how narratives and incentives within the political economy drive climate investment outcomes under the Pilot Programme for Climate Resilience (PPCR) and the Scaling up Renewable Energy Programme (SREP). It draws from broader analysis of the discourses around these investments, including 80 interviews with government; multilateral development banks (MDBs) and other stakeholders
