    Project benefit management: a conceptual framework of target benefit formulation

    Successful realization of project benefits is strongly associated with organizational performance. Formulating project target benefits is regarded as the first and critical step in the benefit management process. In this study, we drew upon relevant theories and conducted in-depth interviews with senior managers in Australia to develop a conceptual framework of project target benefit formulation and corresponding propositions. Our findings highlight the important role of project target benefits in funding decision-making and suggest seven criteria for their appraisal (strategic fit, target value, measurability, realism, target date, accountability and comprehensiveness) and four constructs which improve the formulated target benefits (a formal benefit formulation process, senior executive leadership, senior executive supports, and public service motivation). These findings extend the current literature on project benefit management by providing a holistic view on how project target benefits should be formulated and appraised

    Community at the Courts: Social and Community Interactions at Public Basketball Courts

    Based on over 60 informal interviews conducted at two public basketball courts, this study utilizes grounded theory to trace class- and race-based differences in the social interactions occurring at both parks. By comparing social interactions between a white, middle class basketball court, and a black, lower class basketball court, I argue that social engagement is not be declining for all segments of society as some theorists suggest. Moreover, I argue that the relationships forged at the basketball court in a predominantly black, working-class neighborhood prove to be more meaningful and have deeper benefits than those forged at a basketball court in a white, middle-class neighborhood. I show that public places serve as a source of social status for participants of pick-up basketball and that social status stemming from pick-up basketball varies in importance based on the socioeconomic status of the participants. Further, I contend that public places in low-income neighborhoods can serve as a vehicle for establishing social networks in the surrounding community, affirming and maintaining status, and realizing personal fulfillment

    Learning from Turnaround Middle Schools: Strategies for Success

    In New York City and around the nation, there is intense interest in the question of what it takes to turn around a low-performing school. This study focused on two sets of initially low-performing NYC middle schools. The first group (the "turnaround schools") exhibited significant growth in academic performance between 2006 and 2010, while the other group saw minimal growth or remained stagnant during the same period. To gain an understanding of how the turnaround schools improved, researchers conducted in-depth interviews with principals and focus groups with teachers in both sets of schools. This report presents a rich picture of the conditions and strategies that enabled the turnaround schools to boost student achievement. Specifically, it identifies three interrelated "essential conditions" that were largely principal driven: aligning needs with goals, creating a positive work environment, and addressing student discipline and safety. These essential conditions, in turn, set the stage for implementing specific strategies to improve teaching and learning: developing teachers internally, creating small learning communities, targeting student sub-populations, and using data to inform instruction. The report also describes several ongoing challenges faced by all the schools. Finally, it draws on the study's findings to make recommendations for improving the effectiveness of middle schools here in New York City and around the country.     Leadership in Private Christian Schools: Perceptions of Administrators

    The purpose of this exploratory qualitative study was to discover the perceptions of private Christian school administrators about leadership characteristics, roles, and teacher professional development. The co-researchers first conducted a demographic survey and focus group interviews with six administrators from K-12 or secondary private Christian schools in Oregon and Washington. Themes that surfaced from the data were who we are as leaders, success and celebration, and what we do as leaders. Results showed that administrators of private Christian schools tended to focus on the importance of the vision and mission of their schools, keeping in mind their influence as spiritual leaders and the importance of problem solving and decision making. Servant leadership was identified as well. However, little information was shared about how they supported teacher professional development or student academic achievement

    Youth Academic Success:It Starts in the Home

    Academic Success of youth is critical for their future success as well as for the economic and social health of their communities. Using a mixed methods approach (the 2008-2013 “Social Capital and Children’s Development” survey and commentaries of eight education professionals), academic support in the home was found to be the most influential in promoting sociable and non-disruptive behaviors in the classroom and contributing to academic success of 1800 youth. The importance of a supportive home ecological environment (relative to the school and community ecologies of youth) lent support to the predictions of social and cultural capital theories in shaping the core academic self-concept of youth. Education professionals lent support for the importance of a supportive home environment in youth academics. These findings, while contributing to the scholarship in the field of early education, also pointed to new research directions on how schools and communities can support parents

    Analysis of Disengagements in Semi-Autonomous Vehicles: Drivers’ Takeover Performance and Operational Implications

    This report analyzes the reactions of human drivers placed in simulated Autonomous Technology disengagement scenarios. The study was executed in a human-in-the-loop setting, within a high-fidelity integrated car simulator capable of handling both manual and autonomous driving. A population of 40 individuals was tested, with metrics for control takeover quantification given by: i) response times (considering inputs of steering, throttle, and braking); ii) vehicle drift from the lane centerline after takeover as well as overall (integral) drift over an S-turn curve compared to a baseline obtained in manual driving; and iii) accuracy metrics to quantify human factors associated with the simulation experiment. Independent variables considered for the study were the age of the driver, the speed at the time of disengagement, and the time at which the disengagement occurred (i.e., how long automation was engaged for). The study shows that changes in the vehicle speed significantly affect all the variables investigated, pointing to the importance of setting up thresholds for maximum operational speed of vehicles driven in autonomous mode when the human driver serves as back-up. The results shows that the establishment of an operational threshold could reduce the maximum drift and lead to better control during takeover, perhaps warranting a lower speed limit than conventional vehicles. With regards to the age variable, neither the response times analysis nor the drift analysis provide support for any claim to limit the age of drivers of semi-autonomous vehicles
