    Unlocking the potential of public sector information with Semantic Web technology

    Governments often hold very rich data and whilst much of this information is published and available for re-use by others, it is often trapped by poor data structures, locked up in legacy data formats or in fragmented databases. One of the great benefits that Semantic Web (SW) technology offers is facilitating the large scale integration and sharing of distributed data sources. At the heart of information policy in the UK, the Office of Public Sector Information (OPSI) is the part of the UK government charged with enabling the greater re-use of public sector information. This paper describes the actions, findings, and lessons learnt from a pilot study, involving several parts of government and the public sector. The aim was to show to government how they can adopt SW technology for the dissemination, sharing and use of its data

    A framework for delivering personalized e-government services from a citizen-centric approach

    E-government is becoming more attentive towards providing intelligent personalized online services to citizens so that citizens can receive better services with less time and effort. This paper proposes a new conceptual framework for delivering personalized e-government services to citizens from a citizen-centric approach, called Pe-Gov service framework. This framework outlines the main components and their interconnections. Detailed explanations about these components are given and the special features of this framework are highlighted. The Pe-Gov framework has the potential to outperform the existing e-Gov service systems as illustrated by two real life examples. © 2010 ACM

    A Model For e-Government Digital Document

    The presence of a great amount of information is typical of bureaucratic processes, like the ones pertaining to public and private administrations. Such information is often recorded on paper or in different digital formats and its management is very expensive, both in terms of space used for storing documents and in terms of time spent in searching for the documents of interest. Furthermore, the manual management of these documents is absolutely not error-free. To efficiently access the information contained in very large document repositories, such as public administration archives, techniques for syntactic and semantic document management are required, so to ensure a large and intense process of document dematerialization, and eliminate, or at least reduce, the quantity of paper documents. In this work we present a novel RDF model of digital documents for improving the dematerialization effectiveness, that constitutes the starting point of an information system able to manage documental streams in the most efficient way. Such model takes into account the important need that is required in several E-Government applications which, depending on authorities or final users or time, provides different representations of the same multimedia contents

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    The field of e-government has always been a distinct area of standard testing for software research. To expound further, the e-government field presents a variety of principled elements, which makes the system more challenging and further encouraging than other electronic scenarios (e.g., e-business and e-commerce). To a certain extent, selecting an appropriate Web modelling technique (e.g., ontology) illustrates the critical role of establishing a successful e-government system. Ontology has been used in e-government to describe and define services provided to citizens. In addition, ontology technology is expected to play a pivotal role in enabling semantic web services.\ud While creating the ontology for e-government remains a significant task concerning its planning and implementation, there are still a few investigations to deal with the ontology technology’s effect on the government’s capability to deliver its due services. Because of the noticeable failure in large parts of e-government projects, the current study stands out as an attempt to improve their performance in terms of service delivery, appropriateness of applying modern technologies, and finally, a research-driven application. Factors for conducting academic research will lead to refining knowledge-building related to design procedures and setting up the ontological framework within the e-government domain. This research aims to verify whether the ontology technology can be described and considered a reference technology for providing e-government services over the Internet. Consequently, the research presents a practical method established on experimental research that moves nearer to the fact of the true function of ontological procedure in the field of e-government. In this study, the educational system in Singapore is used to represent the domain of e-government in which research questions are raised and addressed; also, general impressions can be tested and originated. The research methodology utilised in the research has the advantage of being consistent in the case study. Inside the case study, both quantitative and qualitative methods are applied to collect data and gain access to an answer to the research question
