    Risk-Informed Interference Assessment for Shared Spectrum Bands: A Wi-Fi/LTE Coexistence Case Study

    Interference evaluation is crucial when deciding whether and how wireless technologies should operate. In this paper we demonstrate the benefit of risk-informed interference assessment to aid spectrum regulators in making decisions, and to readily convey engineering insight. Our contributions are: we apply, for the first time, risk assessment to a problem of inter-technology spectrum sharing, i.e. Wi-Fi/LTE in the 5 GHz unlicensed band, and we demonstrate that this method comprehensively quantifies the interference impact. We perform simulations with our newly publicly-available tool and we consider throughput degradation and fairness metrics to assess the risk for different network densities, numbers of channels, and deployment scenarios. Our results show that no regulatory intervention is needed to ensure harmonious technical Wi-Fi/LTE coexistence: for the typically large number of channels available in the 5 GHz band, the risk for Wi-Fi from LTE is negligible, rendering policy and engineering concerns largely moot. As an engineering insight, Wi-Fi coexists better with itself in dense, but better with LTE, in sparse deployments. Also, both main LTE-in-unlicensed variants coexist well with Wi-Fi in general. For LTE intra-technology inter-operator coexistence, both variants typically coexist well in the 5 GHz band, but for dense deployments, implementing listen-before-talk causes less interference

    Enforcement and Spectrum Sharing: Case Studies of Federal-Commercial Sharing

    To promote economic growth and unleash the potential of wireless broadband, there is a need to introduce more spectrally efficient technologies and spectrum management regimes. That led to an environment where commercial wireless broadband need to share spectrum with the federal and non-federal operations. Implementing sharing regimes on a non-opportunistic basis means that sharing agreements must be implemented. To have meaning, those agreements must be enforceable.\ud \ud With the significant exception of license-free wireless systems, commercial wireless services are based on exclusive use. With the policy change facilitating spectrum sharing, it becomes necessary to consider how sharing might take place in practice. Beyond the technical aspects of sharing, that must be resolved lie questions about how usage rights are appropriately determined and enforced. This paper is reasoning about enforcement in a particular spectrum bands (1695-1710 MHz and 3.5 GHz) that are currently being proposed for sharing between commercial services and incumbent spectrum users in the US. We examine three enforcement approaches, exclusion zones, protection zones and pure ex post and consider their implications in terms of cost elements, opportunity cost, and their adaptability

    Life cycle analysis of road construction and use

    Both the construction and use of roads have a range of environmental impacts; therefore, it is important to assess the sources of their burdens to adopt correct mitigation policies. Life cycle analysis (LCA) is a useful method to obtain demonstrable, accurate and non-misleading information for decision-making experts. The study presents a "cradle to gate with options" LCA of a provincial road during 60 year-service life. Input data derive from the bill of quantity of the project and their impacts have been evaluated according to the European standard EN 15804. The study considers the impacts of the construction and maintenance stages, lighting, and use of the vehicles on the built road. The results obtained from a SimaPro model highlight that the almost half of impacts took place during the construction stage rather than the use stage. Therefore, the adoption of environmentally friendly road planning procedures, the use of low-impact procedures in the production of materials, and the use of secondary raw materials could have the largest potential for reducing environmental impacts

    Optimal time sharing in underlay cognitive radio systems with RF energy harvesting

    Due to the fundamental tradeoffs, achieving spectrum efficiency and energy efficiency are two contending design challenges for the future wireless networks. However, applying radio-frequency (RF) energy harvesting (EH) in a cognitive radio system could potentially circumvent this tradeoff, resulting in a secondary system with limitless power supply and meaningful achievable information rates. This paper proposes an online solution for the optimal time allocation (time sharing) between the EH phase and the information transmission (IT) phase in an underlay cognitive radio system, which harvests the RF energy originating from the primary system. The proposed online solution maximizes the average achievable rate of the cognitive radio system, subject to the Δ\varepsilon-percentile protection criteria for the primary system.     It is becoming evident that preparation for life requires more than developing the ability to read and write, manipulate figures, and become technologically savvy. The provision of holistic education also entails developing other forms of literacies, amongst which is the ability to empower individuals to manage personal finances and understand corporate and public financial decisions and outcomes. In the absence of such a preparation, students emerge out of compulsory schooling vulnerable to scams and untrained to manage personal wealth and plan ahead. Given that little local research has so far been undertaken to investigate this area, this paper is an attempt to stimulate discussion on financial education in Malta. It takes a close look at the local educational system and investigates access and content in this area provided by compulsory schooling. This paper employs content analysis of local and international official documentation to bring to the fore the urgent need for local research on the requisites to enhance the provisions of financial literacy. Further research into the levels of school leavers’ financial literacy and the quality of financial education is deemed crucial by this study to shed further light on the subject. This study emphasizes the lack of research in this important area, notwithstanding the fact that financial education is of direct interest to policy-makers, educators, and the business community.peer-reviewe
