    Analysis of User Readiness Level of E-Government Using Stope Framework

    The Village Information Administration System (VIAS) is one of the many IT service implemented by the Bondowoso district. The successful implementation of an IT service like VIAS can be seen from the extent to which the level of readiness of the user adopts the service. To determine the extent to which the user readiness level can be performed a measurement using the relevant method. STOPE Framework is one of the method that can be used to measure the extent to which the IT service user readiness and can provide recommendations based on the result of the evaluation. Measurement of user readiness in this study using STOPE Framework and determination of a 4 point scale based readiness level issued by the Centre for International Development/CID (Harvard Cyber Law). Data analysis result show VIAS user readiness level is at level 4(completely ready). This indicates that the VIAS user is ready to use the Village Information Administration System based on approach using STOPE Framework

    Assessment of Ethiopian Health Facilities Readiness for Implementation of Telemedicine

    Ethiopiahas one of the lowest ratios of health professionals to population in the world. The few medical specialists who are available work mainly in the capital city and in a few regional cities. The use of telemedicine in public health facilities can mitigate the shortage of medical personnel. We conducted a survey of selected public health facilities located inAddis Ababa,Ethiopia. The study could be modified and extended to other countries in Sub-SaharanAfrica. In this study, we adapted Bakry’s e-government assessment model, STOPE (Strategy, Technology, Organizational, People, and Environment) to assess telemedicine readiness. Validity and reliability tests were conducted using the Smart PLS software package. The survey data was analyzed using SPSS version 16, and descriptive and analytical statistical reports were generated. The color-coded feature of the McConnell International analysis tool was used to display the results. All factors in STOPE indicated amber color, which implies the need for substantial improvements at the health facilities in order to adopt Telemedicine. The STOPE model results from this study show that the degree of readiness for telemedicine implementation varies from a weak rating for Technology readiness to strong rating for Organization readiness

    Determinants of Effective E-Procurement System: Empirical Evidence from Indonesian Local Governments

    This study investigates the effect of the strategy-technology-organization-people-environment (STOPE) variables on the effectiveness of e-procurement implementation in improving accountability, transparency, efficiency, and effectiveness of local governments in Indonesia. The population of this study is local government procurement services (or LPSE) in Indonesia. The sample, 96 LPSE, was selected using simple random sampling method. The data was collected through questionnaires distributed via email to 289 LPSE. The respondents were 33 managers and 63 information technology professionals of local government procurement services (33% response rate). Partial least squares (PLS) was used to analyze the data and test the hypotheses. The findings showed that strategies, objectives, integration between organizations and systems, and human resource assistance can improve the accountability, transparency, efficiency, and effectiveness of the government in implementing procurement activitie

    TOWARDS E-LEARNING IN BASIC SCHOOLS DURING COVID-19: INSIGHTS FROM GHANAIAN TEACHERS

    In the wake of the current closure of schools in Ghana, basic schools have been tasked to deliver teaching and learning using e-learning. This study seeks to explore the readiness of teachers in Ghanaian basic schools to undertake e-learning. Using an online questionnaire, data was collected from 108 teachers in both private and public basic schools in Ghana. A factor analysis was conducted to identify the challenges that influenced the ability of basic school teachers to teach using e-learning. The study findings indicated that a majority of the teacher participants preferred face-to-face teaching as compared to online teaching. The study recommends that basic schools adopt a blended approach to teaching where teachers can combine both face-to-face methods with e-learning methods. The study contributes to discussions on the transition from conventional teaching methods to E-learning methods in educational institutions across Ghana. Article visualizations

    An Open Reference Framework for Enterprise Information Security Risk Management Using the STOPE Scope and the Six-Sigma Process

    With the wide-spreading use of e-transactions in enterprises, information security risk management (ISRM) is becoming essential for establishing a safe environment for their activities. This paper is concerned with introducing a new and comprehensive ISRM framework that enables the effective establishment of the target safe environment. The framework has two structural dimensions; and two procedural dimensions. The structural dimensions include: ISRM scope , and ISRM assessment criteria ; while the procedural dimensions include: ISRM process , and ISRM assessment tools . The framework uses the comprehensive STOPE (Strategy, Technology, Organization, People, and Environment) view for the ISRM scope; while its assessment criteria is considered to be open to various standards. For the procedural dimensions, the framework uses the widely known six-sigma DAMIC (Define, Measure, Analyze, Improve, and Control) cycle for the ISRM process; and it considers the use of various assessment tools. It is hoped that the framework provides useful tools for future applications

    INVESTIGATING THE E-LEARNING READINESS OF GHANAIAN PARENTS DURING COVID-19

    In recent times, the Coronavirus (COVID-19) pandemic has led to unprecedented changes in the livelihood of mankind globally bringing most socio-economic activities to a standstill. The Education sector is not exempted. With the current closure of schools to contain the spread of the virus, this study sought to investigate the readiness of Ghanaian parents to support their children with e-learning while at home. Using a survey research method, parents of children in primary one to six responded to a questionnaire. Data collected from 113 parents were analyzed. The study used a factor analysis to analyze the factors influencing parental readiness. The findings indicated that parents with a high socio-economic status were more prepared to assist children with e-learning as compared to parents with low socio-economic status during COVID-19. It is being recommended that schools invest more resources in conducting e-learning training sessions for parents. The study contributes to ongoing discussions on COVID-19 and Education.  Article visualizations

    Technological safety of sustainable development of coal enterprises

    Purpose. Substantiation of conceptual base of searching the ways of threats prevention to sustainable development of coal enterprises in the presence of multidirectional vectors of economic pressure of the external environment. Methods. Methods of the structural and comparative analysis for an assessment of usage of the main definitions of a research, their essence and communication with other categories which define efficiency of development of the coal enterprise are used for the solution of the set tasks in the work; groups and classifications are used for systematization of types of economic security and stability of the enterprise, and also factors which cause them. Findings. The analysis of main definitions that reflecting essence of such scientific phenomena as “sustainable development” and “economic security” of the enterprise is conducted. Actuality and reasonability of scientific research conducting on formation of methodical base and tools of an assessment of a technological component of sustainable development safety of coal enterprises is substantiated. Originality. Research of opportunities of the comprehensive programs creation of adaptive management of the mining enterprise including a retrospective and perspective assessment of a pathway of its development. Practical implications. Introduction of adaptation activity at the coal enterprises in aspect of process of technological safety ensuring.Мета. Обґрунтування концептуальної бази пошуку шляхів запобігання загрозам сталого розвитку вугільних підприємств при наявності різноспрямованих векторів економічного тиску зовнішнього середовища. Методика. Для вирішення поставлених у роботі завдань використані методи структурно-порівняльного аналізу – для оцінки використання основних дефініцій дослідження, їх сутності та зв’язку з іншими категоріями, які визначають ефективність розвитку вугільного підприємства; групування й класифікації – для систематизації видів економічної безпеки і стійкості підприємства, а також факторів, які їх обумовлюють. Результати. Проведено аналіз основних визначень, що відображають сутність таких наукових феноменів, як “сталий розвиток” і “економічна безпека” підприємства. Обґрунтована актуальність та доцільність проведення наукових досліджень з формування методичної бази й інструментарію оцінки технологічної складової безпеки сталого розвитку вугільних підприємств. Наукова новизна. Дослідження можливостей створення комплексних програм адаптивного управління гірничим підприємством, що включають ретроспективну і перспективну оцінки траєкторії його розвитку. Практична значимість. Впровадження адаптаційної діяльності на вугільних підприємствах в аспекті процесу забезпечення технологічної безпеки.Цель. Обоснование концептуальной базы поиска путей предотвращения угроз устойчивому развитию угольных предприятий при наличии разнонаправленных векторов экономического давления внешней среды. Методика. Для решения поставленных в работе задач использованы методы структурно-сравнительного анализа – для оценки использования основных дефиниций исследования, их сущности и связи с другими категориями, которые определяют эффективность развития угольного предприятия; группировки и классификации – для систематизации видов экономической безопасности и устойчивости предприятия, а также факторов, которые их обусловливают. Результаты. Проведен анализ основных определений, отражающих сущность таких научных феноменов, как “устойчивое развитие” и “экономическая безопасность” предприятия. Обоснована актуальность и целесообразность проведения научных исследований по формированию методической базы и инструментария оценки технологической составляющей безопасности устойчивого развития угольных предприятий. Научная новизна. Исследование возможностей создания комплексных программ адаптивного управления горным предприятием, включающих ретроспективную и перспективную оценку траектории его развития. Практическая значимость.     On the Road to Telemedicine Maturity: A Systematic Review and Classification of Telemedicine Maturity Models

    Telemedicine, seen as a solution for growing healthcare problems, is still not reaching its full potential. Telemedicine pilots can result in high costs, without successfully increasing patients’ wellbeing as intended. Appropriate tools for scaling up telemedicine, like prescriptive maturity models, are needed. They can help people to assess the status quo and make progress with the scaling up process by presenting them with pre-defined improvement measures. Prior research has already led to the development of such tools, but an overview is still lacking as to which models fit which purpose and whether the measures presented are helpful and, if so, in what way. The aim of this research is to provide an overview and classification of existing prescriptive maturity models for telemedicine. A systematic literature review has been conducted and a classification scheme derived to assess the identified models. The resulting overview outlines a starting point for on-going research and presents a scheme for assessing existing models with regard to how fit they are for usage
