    Analysis of information systems for hydropower operations

    The operations of hydropower systems were analyzed with emphasis on water resource management, to determine how aerospace derived information system technologies can increase energy output. Better utilization of water resources was sought through improved reservoir inflow forecasting based on use of hydrometeorologic information systems with new or improved sensors, satellite data relay systems, and use of advanced scheduling techniques for water release. Specific mechanisms for increased energy output were determined, principally the use of more timely and accurate short term (0-7 days) inflow information to reduce spillage caused by unanticipated dynamic high inflow events. The hydrometeorologic models used in predicting inflows were examined to determine the sensitivity of inflow prediction accuracy to the many variables employed in the models, and the results used to establish information system requirements. Sensor and data handling system capabilities were reviewed and compared to the requirements, and an improved information system concept outlined

    A detailed programmatic and technical development plan for active microwave technology was examined in each of four user activities: (1) vegetation; (2) water resources and geologic applications, and (4) oceanographic applications. Major application areas were identified, and the impact of each application area in terms of social and economic gains were evaluated. The present state of knowledge of the applicability of active microwave remote sensing to each application area was summarized and its role relative to other remote sensing devices was examined. The analysis and data acquisition techniques needed to resolve the effects of interference factors were reviewed to establish an operational capability in each application area.     The absolute radiometric calibration of the advanced very high resolution radiometer

    The measurement conditions are described for an intensive field campaign at White Sands Missile Range for the calibration of the AVHRRs on NOAA-9, NOAA-10 and NOAA-11, LANDSAT-4 TM and SPOT. Three different methods for calibration of AVHRRs by reference to a ground surface site are reported, and results from these methods are compared. Significant degradations in NOAA-9 and NOAA-10 AVHRR responsivities occurred since prelaunch calibrations were completed. As of February 1988, degradations in NOAA-9 AVHRR responsivities were on the order of 37 percent in channel and 41 percent in channel 2, and for the NOAA-10 AVHRR these degradations were 42 and 59 percent in channels 1 and 2, respectively
