Right Here Right Now (RHRN) pilot study: testing a method of near-real-time data collection on the social determinants of health
Background: Informing policy and practice with up-to-date evidence on the social determinants of health is an ongoing challenge. One limitation of traditional approaches is the time-lag between identification of a policy or practice need and availability of results. The Right Here Right Now (RHRN) study piloted a near-real-time data-collection process to investigate whether this gap could be bridged. Methods: A website was developed to facilitate the issue of questions, data capture and presentation of findings. Respondents were recruited using two distinct methods – a clustered random probability sample, and a quota sample from street stalls. Weekly four-part questions were issued by email, Short Messaging Service (SMS or text) or post. Quantitative data were descriptively summarised, qualitative data thematically analysed, and a summary report circulated two weeks after each question was issued. The pilot spanned 26 weeks. Results: It proved possible to recruit and retain a panel of respondents providing quantitative and qualitative data on a range of issues. The samples were subject to similar recruitment and response biases as more traditional data-collection approaches. Participants valued the potential to influence change, and stakeholders were enthusiastic about the findings generated, despite reservations about the lack of sample representativeness. Stakeholders acknowledged that decision-making processes are not flexible enough to respond to weekly evidence. Conclusion: RHRN produced a process for collecting near-real-time data for policy-relevant topics, although obtaining and maintaining representative samples was problematic. Adaptations were identified to inform a more sustainable model of near-real-time data collection and dissemination in the future
Staying in the science stream: patterns of participation in A-level science subjects in the UK.
This paper describes patterns of participation and attainment in A-level physics, chemistry and biology from 1961 to 2009. The A-level has long been seen as an important gateway qualification for higher level study, particularly in the sciences. This long term overview examines how recruitment to these three subjects has changed in the context of numerous policies and initiatives that seek to retain more young people in the sciences. The results show that recruitment to the pure sciences has stagnated, general trends have hardly varied and the track record of government policy in influencing change is not strong. There is no evidence for increasing achievement gaps between the sexes at A-level and even national policy requiring that all young people study science up to the age of 16 appears to have had little impact on recruitment at this leve

Education Workforce Initiative: Initial Research
The purpose of this initial research is to offer evidenced possibilities in the key areas of education workforce roles, recruitment, training, deployment and leadership, along with suggested areas for further research to inform innovation in the design and strengthening of the public sector education workforce. The examples described were identified through the process outlined in the methodology section of this report, whilst we recognise that separation of examples from their context is problematic – effective innovations are highly sensitive to context and uncritical transfer of initiatives is rarely successful.
The research aims to support the Education Workforce Initiative (EWI) in moving forward with engaging education leaders and other key actors in radical thinking around the design and strengthening of the education workforce to meet the demands of the 21st century. EWI policy recommendations will be drawn from a number of country level workforce reform activities and research activity associated with the production of an Education Workforce Report (EWR). This research has informed the key questions, approach and structure of the EWR as outlined in the Education Workforce Report Proposal.
Issues pertaining to teaching and learning in primary and secondary education are at the centre of the research reported here; the focus is on moving towards schools as safe places where all children/ young people are able to engage in meaningful activity. The majority of the evidence shared here relates to teachers and school leaders; evidence on learning support staff, district officials and the wider education workforce is scant. Many of the issues examined are also pertinent to the early childhood care and education sector but these are being examined in depth by the Early Childhood Workforce Initiative. Resourcing for the Education Workforce was out of scope of this initial research but the EC recognises, as outlined in the Learning Generation Report, that provision of additional finance is a critical factor in achieving a sustainable, strong and well-motivated education workforce, particularly but not exclusively, in low and middle income countries. The next stage of EWI work will consider the relative costs of current initiatives and modelling of the cost implications of proposed reforms.
EWI aims to complement the work on teacher policy design and teacher career frameworks (including salary structures) being undertaken by other bodies and institutions such as Education International, the International Task Force on Teachers for 2030 and the Teachers’ Alliance, most particularly by bringing a focus on school and district leadership, the role of Education Support Professionals (ESPs) and inter-agency working
SPEC Kit 356 Diversity and Inclusion
Today, diversity is defined beyond racial and ethnic groups and includes gender, sexual orientation, ability, language, religious belief, national origin, age, and ideas. The increase of published literature about cultural competencies, microaggressions, and assessment of diversity issues, as well as the inclusion of social justice movements in libraries, suggests diversity-related activities have increased and evolved over the last seven years. Over this time span, several libraries have obtained funding to support strategies to increase the number of minority librarians on their staff and support their advancement within the organization. There also appears to be an increase in the number of diversity or multicultural groups at the local, state, and national levels. However, these changes have not been consistently documented. Therefore, it is important to re-examine this topic to evaluate the impact of evolving endeavors, to see if more ARL libraries are involved, to see how diversity plans have changed over the years, and to document the current practices of research libraries. The main purpose of this survey was to identify diversity trends and changes in managing diversity issues in ARL libraries through exploring the components of diversity plans and initiatives since 2010, acknowledge library efforts since the 1990s, provide evidence of best practices and future trends, and identify current strategies that increase the number of minority librarians in research libraries and the types of programs that foster a diverse workplace and climate. The survey was conducted between May 1 and June 5, 2017. Sixty-eight of the 124 ARL member institutions responded to the survey for a 55% response rate. Interestingly, only 22 of the respondents to the 2010 SPEC survey participated in this survey, but this provides an opportunity to explore the diversity and inclusion efforts of a new set of institutions in addition to seeing what changes those 22 institutions have made since 2010.
The SPEC Survey on Diversity and Inclusion was designed by Toni Anaya, Instruction Coordinator, and Charlene Maxey-Harris, Research and Instructional Services Chair, at the University of Nebraska-Lincoln. These results are based on responses from 68 of the 124 ARL member libraries (55%) by the deadline of June 12, 2017. The survey’s introductory text and questions are reproduced below, followed by the response data and selected comments from the respondents.

The Rise of Mobile and the Diffusion of Technology-Facilitated Trafficking
In this report, researchers at the USC Annenberg Center on Communication Leadership & Policy (CCLP) reveal how those involved in human trafficking have been quick to adapt to the 21st-century global landscape. While the rapid diffusion of digital technologies such as mobile phones, social networking sites, and the Internet has provided significant benefits to society, new channels and opportunities for exploitation have also emerged. Increasingly, the business of human trafficking is taking place online and over mobile phones. But the same technologies that are being used for trafficking can become a powerful tool to combat trafficking. The precise role that digital technologies play in human trafficking still remains unclear, however, and a closer examination of the phenomenon is vital to identify and respond to new threats and opportunities.This investigation indicates that mobile devices and networks have risen in prominence and are now of central importance to the sex trafficking of minors in the United States. While online platforms such as online classifieds and social networking sites remain a potential venue for exploitation, this research suggests that technology facilitated trafficking is more diffuse and adaptive than initially thought. This report presents a review of current literature, trends, and policies; primary research based on mobile phone data collected from online classified sites; a series of firsthand interviews with law enforcement; and key recommendations to policymakers and stakeholders moving forward
Diversity As A Trade Secret
When we think of trade secrets, we often think of famous examples such as the Coca-Cola formula, Google’s algorithm, or McDonald’s special sauce used on the Big Mac. However, companies have increasingly made the novel argument that diversity data and strategies are protected trade secrets. This may sound like an unusual, even suspicious, legal argument. Many of the industries that dominate the economy in wealth, status, and power continue to struggle with a lack of diversity. Various stakeholders have mobilized to improve access and equity, but there is an information asymmetry that makes this pursuit daunting. When potential plaintiffs and other diversity advocates request workforce statistics and related employment information, many companies have responded with virulent attempts to maintain secrecy, including the use of trade secret protection.
In this Article, I use the technology industry as an example to examine the trending legal argument of treating diversity as a trade secret. I discuss how companies can use this tactic to hide gender and race disparities and interfere with the advancement of civil rights law and workplace equity. I argue that instead of permitting companies to hide information, we should treat diversity data and strategies as public resources. This type of open model will advance the goals of equal opportunity law by raising awareness of inequalities and opportunities, motivating employers to invest in effective practices, facilitating collaboration on diversity goals, fostering innovation, and increasing accountability for action and progress
The women in IT (WINIT) final report
The Women in IT (WINIT) project was funded by the European Social Fund (ESF) from March 2004 until April 2006 under
HE ESF Objective 3: Research into equal opportunities in the labour market. Specifically the project came under Policy Field
2, Measure 2: Gender discrimination in employment. The project was run in the Information Systems Institute of the
University of Salford. One of the Research Associates has an information systems (IS) background, the other has a
background in sociology. We begin this report with an overview of the current situation with regards women in the UK IT
sector.
Whilst gender is only recently being recognised as an issue within the mainstream IS academic community, thirty years of
female under-representation in the ICT field in more general terms has received more attention from academics, industry
and government agencies alike. Numerous research projects and centres (such as the UK Resource Centre for Women in
Science, Engineering and Technology) exist to tackle the under-representation of women in SET careers, although the
figures for women’s participation in the ICT sector remain disheartening, with current estimates standing at around 15%
(EOC 2004). Various innovative initiatives, such as e-Skills’ Computer Clubs for Girls, appear to have had little impact on
these low female participation rates. Additionally, these and other initiatives have been interpreted as a means to fill the
skills gap and ‘make up the numbers’ to boost the UK economy (French and Richardson 2005), resulting in ‘add more
women and stir’ solutions to the ‘problem’ of gender in relation to inclusion in IS and ICT (Henwood 1996).
Given that there have been decades of equal opportunity and related policies as well as many government initiatives
designed to address the gender imbalance in IT employment patterns, sex segregation in IT occupations and pay and
progression disparity in the IT sector (including the latest initiative- a one million pound DTI funded gender and SET project),
we could be forgiven for assuming that these initiatives have had a beneficial effect on the position and number of women
in the IT workforce, and that even if we have not yet achieved gender equity, we can surely argue that there are positive
moves in the right direction. Although we do not wish to make definitive claims about the success or failure of specific
initiatives, our research, backed up by recent major surveys, paints a picture that remains far from rosy. Indeed a recent
comparative survey of the IT workforce in Germany, Holland and the UK indicates that women are haemorrhaging out of
the UK IT workforce (Platman and Taylor 2004). From a high point of 100,892 women in the UK IT workforce in 1999,
Platman and Taylor (ibid., 8) report a drop to 53,759 by 2003. As the IT industry was moving into recession anyway, the
number of men in the industry has also declined, but by nothing like as much, so the figures for women are stark.
When it comes to number crunching who is employed in the UK IT sector and when trying to make historical comparisons,
the first obstacle is defining the sector itself. Studies vary quite substantially in the number of IT workers quoted suggesting
there is quite a bit of variation in what is taken to be an IT job. The IT industry has experienced considerable expansion over
the past twenty years. In spring 2003 in Britain, it was estimated that almost 900,000 people worked in ICT firms, and there
were over 1 million ICT workers, filling ICT roles in any sector (e-Skills UK, 2003). This growth has resulted in talk of a ‘skills
shortage’ requiring the ‘maximization’ of the workforce to its full potential: ‘You don’t just need pale, male, stale guys in
the boardroom but a diversity of views’ (Stone 2004).
In spring 2003 the Equal Opportunities Commission estimated there to be 151,000 women working in ICT occupations
compared with 834,000 men (clearly using a different, much wider job definition from that of Platman and Taylor (2004))
, whilst in the childcare sector, there were less than 10,000 men working in these occupations, compared with 297,000
women (EOC 2004). It is estimated that the overall proportion of women working in ICT occupations is 15% (EOC 2004).
In the UK, Office of National Statistics (ONS) statistics indicate that women accounted for 30% of IT operations technicians,
but a mere 15% of ICT Managers and only 11% of IT strategy and planning professionals (EOC 2004). Although women
are making inroads into technical and senior professions there remains a ‘feminisation’ of lower level jobs, with a female
majority in operator and clerical roles and a female minority in technical and managerial roles (APC 2004).
