Error resilient video transcoding for robust inter-network communications using GPRS
A novel fully comprehensive mobile video communications
system is proposed in this paper. This system exploits
the useful rate management features of the video transcoders and
combines them with error resilience for transmissions of coded
video streams over general packet radio service (GPRS) mobileaccess
networks. The error-resilient video transcoding operation
takes place at a centralized point, referred to as a video proxy,
which provides the necessary output transmission rates with the
required amount of robustness. With the use of this proposed
algorithm, error resilience can be added to an already compressed
video stream at an intermediate stage at the edge of two or more
different networks through two resilience schemes, namely the
adaptive intra refresh (AIR) and feedback control signaling (FCS)
methods. Both resilience tools impose an output rate increase
which can also be prevented with the proposed novel technique in
this paper. Thus, an error-resilient video transcoding scheme is
presented to give robust video outputs at near target transmission
rates that only require the same number of GPRS timeslots as
the nonresilient schemes. Moreover, an ultimate robustness is
also accomplished with the combination of the two resilience
algorithms at the video proxy. Extensive computer simulations
demonstrate the effectiveness of the proposed system

Service Platform for Converged Interactive Broadband Broadcast and Cellular Wireless
A converged broadcast and telecommunication
service platform is presented that is able to create, deliver, and
manage interactive, multimedia content and services for consumption
on three different terminal types. The motivations of
service providers for designing converged interactive multimedia
services, which are crafted for their individual requirements, are
investigated. The overall design of the system is presented with
particular emphasis placed on the operational features of each
of the sub-systems, the flows of media and metadata through the
sub-systems and the formats and protocols required for inter-communication
between them. The key features of tools required for
creating converged interactive multimedia content for a range of
different end-user terminal types are examined. Finally possible
enhancements to this system are discussed. This study is of particular
interest to those organizations currently conducting trials
and commercial launches of DVB-H services because it provides
them with an insight of the various additional functions required
in the service provisioning platforms to provide fully interactive
services to a range of different mobile terminal types
Transcoding of MPEG Bitstreams
This paper discusses the problem of transcoding as it may occur in, for instance, the following situation. Suppose a satellite transmits an MPEG-compressed video signal at say 9 Mbit/s. This signal must be relayed at a cable head end. However, since the cable capacity is only limited, the cable head end will want to relay this incoming signal at a lower bit-rate of, say, 5 Mbit/s. The problem is how to convert a compressed video signal of a given bit-rate into a compressed video signal of a lower bit-rate. The specific transcoding problem discussed in this paper is referred to as bit-rate conversion. Basically, a transcoder used for such a purpose will consist of a cascaded decoder and encoder. It is shown in the paper that the complexity of this combination can be significantly reduced. The paper also investigates the loss of picture quality that may be expected when a transcoder is in the transmission chain. The loss of quality as compared to that resulting in the case of transmission without a transcoder is studied by means of computations using simplified models of the transmission chains and by means of using computer simulations of the complete transmission chain. It will be shown that the presence of two quantizers, i.e. cascaded quantization, in the transmission chain is the main cause of extra losses, and it will be shown that the losses in terms of SNR will be some 0.5 Âż 1.0 dB greater than in the case of a transmission chain without a transcoder
Reflections on security options for the real-time transport protocol framework
The Real-time Transport Protocol (RTP) supports a range of video conferencing, telephony, and streaming video ap- plications, but offers few native security features. We discuss the problem of securing RTP, considering the range of applications. We outline why this makes RTP a difficult protocol to secure, and describe the approach we have recently proposed in the IETF to provide security for RTP applications. This approach treats RTP as a framework with a set of extensible security building blocks, and prescribes mandatory-to-implement security at the level of different application classes, rather than at the level of the media transport protocol
