    Cost Estimate Modeling of Transportation Management Plans for Highway Projects, Research Report 11-24

    Highway rehabilitation and reconstruction projects frequently cause road congestion and increase safety concerns while limiting access for road users. State Transportation Agencies (STAs) are challenged to find safer and more efficient ways to renew deteriorating roadways in urban areas. To better address the work zone issues, the Federal Highway Administration published updates to the Work Zone Safety and Mobility Rule. All state and local governments receiving federal aid funding were required to comply with the provisions of the rule no later than October 12, 2007. One of the rule’s major elements is to develop and implement Transportation Management Plans (TMPs). Using well-developed TMP strategies, work zone safety and mobility can be enhanced while road user costs can be minimized. The cost of a TMP for a road project is generally considered a high-cost item and, therefore, must be quantified. However, no tools or systematic modeling methods are available to assist agency engineers with TMP cost estimating. This research included reviewing TMP reports for recent Caltrans projects regarding state-of-the-art TMP practices and input from the district TMP traffic engineers. The researchers collected Caltrans highway project data regarding TMP cost estimating. Then, using Construction Analysis for Pavement Rehabilitation Strategies (CA4PRS) software, the researchers performed case studies. Based on the CA4PRS outcomes of the case studies, a TMP strategy selection and cost estimate (STELCE) model for Caltrans highway projects was proposed. To validate the proposed model, the research demonstrated an application for selecting TMP strategies and estimating TMP costs. Regarding the model’s limitation, the proposed TMP STELCE model was developed based on Caltrans TMP practices and strategies. Therefore, other STAs might require adjustments and modifications, reflecting their TMP processes, before adopting this model. Finally, the authors recommended that a more detailed step-by-step TMP strategy selection and cost estimate process be included in the TMP guidelines to improve the accuracy of TMP cost estimates

    Providing Dynamic TXOP for QoS Support of Video Transmission in IEEE 802.11e WLANs

    The IEEE 802.11e standard introduced by IEEE 802.11 Task Group E (TGe) enhances the Quality of Service (QoS) by means of HCF Controlled Channel Access (HCCA). The scheduler of HCCA allocates Transmission Opportunities (TXOPs) to QoS-enabled Station (QSTA) based on their TS Specifications (TSPECs) negotiated at the traffic setup time so that it is only efficient for Constant Bit Rate (CBR) applications. However, Variable Bit Rate (VBR) traffics are not efficiently supported as they exhibit nondeterministic profile during the time. In this paper, we present a dynamic TXOP assignment Scheduling Algorithm for supporting the video traffics transmission over IEEE 802.11e wireless networks. This algorithm uses a piggybacked information about the size of the subsequent video frames of the uplink traffic to assist the Hybrid Coordinator accurately assign the TXOP according to the fast changes in the VBR profile. The proposed scheduling algorithm has been evaluated using simulation with different variability level video streams. The simulation results show that the proposed algorithm reduces the delay experienced by VBR traffic streams comparable to HCCA scheduler due to the accurate assignment of the TXOP which preserve the channel time for transmission.Comment: arXiv admin note: substantial text overlap with arXiv:1602.0369

    LIBRA: An inexpensive geodetic network densification system

    A description is given of the Libra (Locations Interposed by Ranging Aircraft) system, by which geodesy and earth strain measurements can be performed rapidly and inexpensively to several hundred auxiliary points with respect to a few fundamental control points established by any other technique, such as radio interferometry or satellite ranging. This low-cost means of extending the accuracy of space age geodesy to local surveys provides speed and spatial resolution useful, for example, for earthquake hazards estimation. Libra may be combined with an existing system, Aries (Astronomical Radio Interferometric Earth Surveying) to provide a balanced system adequate to meet the geophysical needs, and applicable to conventional surveying. The basic hardware design was outlined and specifications were defined. Then need for network densification was described. The following activities required to implement the proposed Libra system are also described: hardware development, data reduction, tropospheric calibrations, schedule of development and estimated costs

    Net Effects of Gasoline Price Changes on Transit Ridership in U.S. Urban Areas, MTI Report 12-19

    Using panel data of transit ridership and gasoline prices for ten selected U.S. urbanized areas over the time period of 2002 to 2011, this study analyzes the effect of gasoline prices on ridership of the four main transit modes—bus, light rail, heavy rail, and commuter rail—as well as their aggregate ridership. Improving upon past studies on the subject, this study accounts for endogeneity between the supply of services and ridership, and controls for a comprehensive list of factors that may potentially influence transit ridership. This study also examines short- and long-term effects and non-constant effects at different gasoline prices. The analysis found varying effects, depending on transit modes and other conditions. Strong evidence was found for positive short-term effects only for bus and the aggregate: a 0.61-0.62 percent ridership increase in response to a 10 percent increase in current gasoline prices (elasticity of 0.061 to 0.062). The long-term effects of gasoline prices, on the other hand, was significant for all modes and indicated a total ridership increase ranging from 0.84 percent for bus to 1.16 for light rail, with commuter rail, heavy rail, and the aggregate transit in response to a 10 percent increase in gasoline prices. The effects at the higher gasoline price level of over 3pergallonwerefoundtobemoresubstantial,witharidershipincreaseof1.67percentforbus,2.05percentforcommuterrail,and1.80percentfortheaggregateforthesamelevelofgasolinepricechanges.Lightrailshowsevenahigherrateofincreaseof9.34percentforgasolinepricesover3 per gallon were found to be more substantial, with a ridership increase of 1.67 percent for bus, 2.05 percent for commuter rail, and 1.80 percent for the aggregate for the same level of gasoline price changes. Light rail shows even a higher rate of increase of 9.34 percent for gasoline prices over 4. In addition, a positive threshold boost effect at the 3markofgasolinepriceswasfoundforcommuterandheavyrails,resultinginasubstantiallyhigherrateofridershipincrease.Theresultsofthisstudysuggestthattransitagenciesshouldprepareforapotentialincreaseinridershipduringpeakperiodsthatcanbegeneratedbysubstantialgasolinepriceincreasesover3 mark of gasoline prices was found for commuter and heavy rails, resulting in a substantially higher rate of ridership increase. The results of this study suggest that transit agencies should prepare for a potential increase in ridership during peak periods that can be generated by substantial gasoline price increases over 3 per gallon for bus and commuter rail modes, and over $4 per gallon for light rail, in order to accommodate higher transit travel needs of the public through pricing strategies, general financing, capacity management, and operations planning of transit services

    Intel's XL Permit: A Framework for Evaluation

    The paper develops a framework to evaluate permits granted to firms under the Environmental Protection Agency's Project XL � with emphasis on the novel air permit granted to the Intel Corporation. We describe the permit, the process that created it, and the types of costs and benefits likely to arise from this type of "facility-specific" regulatory arrangement. Among other things, the paper describes the permit's impact on environmental quality, production costs, transaction costs, and Intel's strategic market position. The paper also considers how an estimate of the costs and benefits � both to Intel and society � might be estimated. While facility-specific regulation typically conjures images of production cost savings as processes are re-engineered and low-cost abatement strategies pursued, the Intel case highlights perhaps a more important source of benefit: flexibility in the form of streamlined permitting. Flexibility in this form allows for accelerated product introductions, with potentially significant benefits to the firm and possibly to society.
