    From the ground up: Impacts of a pro-poor community-driven development project in Nigeria

    "The community-driven development (CDD) approach has become increasingly popular because of its potential to develop projects that are sustainable, are responsive to local priorities, empower local communities, and more effectively target poor and vulnerable groups. The purpose of this study is to assess the impacts of Fadama II, which is a CDD project and the largest agricultural project in Nigeria. This study used propensity score matching (PSM) to select 1728 comparable project beneficiaries and non-beneficiaries. The study also used double difference methods to compare the impact indicators. Our results show that Fadama II project succeeded in targeting the poor and women farmers in its productive asset acquisition component. Participation in the project also increased the income of beneficiaries by about 60 percent, which is well above the targeted increase of only 20 percent in the six year period of the project. Regarding rural infrastructure investments, we found that the Fadama II project had positive near-term impacts on beneficiaries' access to markets and transportation costs, although the study revealed surprising effects on beneficiaries' commercial behavior and statistically insignificant impacts on nonfarm activities. We also observed that Fadama II increased the demand for postharvest handling technologies but did not have a significant impact on the demand for financial management and market information. Fadama II reduced the demand for soil fertility management technologies. The decline likely reflects the project's focus on providing postproduction advisory services and suggests the need for the project to increase its support for soil fertility management and thus limit the potential for land degradation resulting from increased agricultural productivity. Overall, the Fadama II project has achieved its goal of increasing the incomes of the beneficiaries in the first year of its operation. The project has also succeeded in targeting the poor and vulnerable in its productive-asset component, even though that did not appear to increase significantly short-term household incomes among the poorest asset tercile. The unique feature that could have contributed to the significant impact of the project in a short time is its broad-based approach, which addresses the major constraints limiting the success of CDD projects that address only one or two constraints. This has implications on planning poverty reduction efforts in low-income countries. Given that the poor face numerous constraints, a CDD project that simultaneously addresses many constraints will likely build synergies that will lead to larger impacts than will a project that addresses only one or two constraints.     Report of the In Situ Resources Utilization Workshop

    The results of a workshop of 50 representatives from the public and private sector which investigated the potential joint development of the key technologies and mechanisms that will enable the permanent habitation of space are presented. The workshop is an initial step to develop a joint public/private assessment of new technology requirements of future space options, to share knowledge on required technologies that may exist in the private sector, and to investigate potential joint technology development opportunities. The majority of the material was produced in 5 working groups: (1) Construction, Assembly, Automation and Robotics; (2) Prospecting, Mining, and Surface Transportation; (3) Biosystems and Life Support; (4) Materials Processing; and (5) Innovative Ventures. In addition to the results of the working groups, preliminary technology development recommendations to assist in near-term development priority decisions are presented. Finally, steps are outlined for potential new future activities and relationships among the public, private, and academic sectors

    Ready To Roll: Southeastern Pennsylvania's Regional Electric Vehicle Action Plan

    On-road internal combustion engine (ICE) vehicles are responsible for nearly one-third of energy use and one-quarter of greenhouse gas (GHG) emissions in southeastern Pennsylvania.1 Electric vehicles (EVs), including plug-in hybrid electric vehicles (PHEVs) and all-electric vehicles (AEVs), present an opportunity to serve a significant portion of the region's mobility needs while simultaneously reducing energy use, petroleum dependence, fueling costs, and GHG emissions. As a national leader in EV readiness, the region can serve as an example for other efforts around the country."Ready to Roll! Southeastern Pennsylvania's Regional EV Action Plan (Ready to Roll!)" is a comprehensive, regionally coordinated approach to introducing EVs and electric vehicle supply equipment (EVSE) into the five counties of southeastern Pennsylvania (Bucks, Chester, Delaware, Montgomery, and Philadelphia). This plan is the product of a partnership between the Delaware Valley Regional Planning Commission (DVRPC), the City of Philadelphia, PECO Energy Company (PECO; the region's electricity provider), and Greater Philadelphia Clean Cities (GPCC). Additionally, ICF International provided assistance to DVRPC with the preparation of this plan. The plan incorporates feedback from key regional stakeholders, national best practices, and research to assess the southeastern Pennsylvania EV market, identify current market barriers, and develop strategies to facilitate vehicle and infrastructure deployment

    The concept of Automated Transit Networks (ATN) - in which fully automated vehicles on exclusive, grade-separated guideways provide on-demand, primarily non-stop, origin-to-destination service over an area network – has been around since the 1950s. However, only a few systems are in current operation around the world. ATN does not appear “on the radar” of urban planners, transit professionals, or policy makers when it comes to designing solutions for current transit problems in urban areas. This study explains ATN technology, setting it in the larger context of Automated Guideway Transit (AGT); looks at the current status of ATN suppliers, the status of the ATN industry, and the prospects of a U.S.-based ATN industry; summarizes and organizes proceedings from the seven Podcar City conferences that have been held since 2006; documents the U.S./Sweden Memorandum of Understanding on Sustainable Transport; discusses how ATN could expand the coverage of existing transit systems; explains the opportunities and challenges in planning and funding ATN systems and approaches for procuring ATN systems; and concludes with a summary of the existing challenges and opportunities for ATN technology. The study is intended to be an informative tool for planners, urban designers, and those involved in public policy, especially for urban transit, to provide a reference for history and background on ATN, and to use for policy development and research

    ENERGY RESILIENCE IMPACT OF SUPPLY CHAIN NETWORK DISRUPTION TO MILITARY MICROGRIDS

    The ability to provide uninterrupted power to military installations is paramount in executing a country's national defense strategy. Microgrid architectures increase installation energy resilience through redundant local generation sources and the capability for grid independence. However, deliberate attacks from near-peer competitors can disrupt the associated supply chain network, thereby affecting mission-critical loads. Utilizing an integrated discrete-time Markov chain and dynamic Bayesian network approach, we investigate disruption propagation throughout a supply chain network and quantify its mission impact on an islanded microgrid. We propose a novel methodology and an associated metric we term "energy resilience impact" to identify and address supply-chain disruption risks to energy security. The U.S. spends $218 billion a year -- 1.3% of GDP -- growing, processing, transporting, and disposing of food that is never eaten. The causes of food waste are diverse, ranging from crops that never get harvested, to food left on overfilled plates, to near-expired milk and stale bread. ReFED is a coalition of over 30 business, nonprofit, foundation, and government leaders committed to building a different future, where food waste prevention, recovery, and recycling are recognized as an untapped opportunity to create jobs, alleviate hunger, and protect the environment -- all while stimulating a new multi-billion dollar market opportunity.     Peer-to-peer and community-based markets: A comprehensive review

    The advent of more proactive consumers, the so-called "prosumers", with production and storage capabilities, is empowering the consumers and bringing new opportunities and challenges to the operation of power systems in a market environment. Recently, a novel proposal for the design and operation of electricity markets has emerged: these so-called peer-to-peer (P2P) electricity markets conceptually allow the prosumers to directly share their electrical energy and investment. Such P2P markets rely on a consumer-centric and bottom-up perspective by giving the opportunity to consumers to freely choose the way they are to source their electric energy. A community can also be formed by prosumers who want to collaborate, or in terms of operational energy management. This paper contributes with an overview of these new P2P markets that starts with the motivation, challenges, market designs moving to the potential future developments in this field, providing recommendations while considering a test-case
