    Separating Agent-Functioning and Inter-Agent Coordination by Activated Modules: The DECOMAS Architecture

    The embedding of self-organizing inter-agent processes in distributed software applications enables the decentralized coordination system elements, solely based on concerted, localized interactions. The separation and encapsulation of the activities that are conceptually related to the coordination, is a crucial concern for systematic development practices in order to prepare the reuse and systematic integration of coordination processes in software systems. Here, we discuss a programming model that is based on the externalization of processes prescriptions and their embedding in Multi-Agent Systems (MAS). One fundamental design concern for a corresponding execution middleware is the minimal-invasive augmentation of the activities that affect coordination. This design challenge is approached by the activation of agent modules. Modules are converted to software elements that reason about and modify their host agent. We discuss and formalize this extension within the context of a generic coordination architecture and exemplify the proposed programming model with the decentralized management of (web) service infrastructures

    Reforming the implementation of European structural funds: A next development step

    The authors assess the performance of the Structural Funds’ implementation system in six Member States of the European Union. Considering the strengths and weaknesses, they develop a reform model for the implementation of European structural policy after 1999. The strengths of the existing implementation system lie mainly in innovation effects triggered by the Structural Funds' model of policy implementation. Its main weaknesses, inter alia, are an interwoven structure of the decision-making processes, an insufficient time management and a lack of in-built improvement loops in the implementation process. To overcome these shortcomings, the authors propose a strategic management and decentralisation model. It demands a de-coupling of strategic programming on the one hand, and detailed programming and implementation on the other. Under this model, the Commission and the Member State would negotiate on the strategic issues. In the framework of the agreement, the Member State together with the monitoring committees would be responsible for the implementation of the programmes. Strengthened feedback loops would help to assure the attainment of the strategic objectives. -- Die Autoren untersuchen die Leistungsfähigkeit des Implementationssystems der Strukturfondsförderung in sechs Mitgliedstaaten der Europäischen Union. Vor dem Hintergrund der Stärken und Schwächen entwickeln sie ein Reformmodell zur Implementation der Strukturfonds in der nächsten Förderperiode nach der Reform 1999. Die Stärken des bestehenden Implementationssystems liegen vor allem in den prozeduralen Innovationen, die z.T. auf das Politikmodell der Strukturfonds und seine Kopplung an mitgliedstaatliche Verwaltungsprozesse zurückgeführt werden können. Die wichtigsten Schwächen sind u.a. die verflochtene Struktur der Entscheidungsprozesse, ein ungenügendes Zeitmanagement und fehlende inhärente Verbesserungsmechanismen des Implementationsprozesses. Um diese Schwächen zu überwinden, schlagen die Autoren ein strategisches Management- und Dezentralisierungsmodell vor. Sein Kern besteht in der Trennung von strategischer Programmierung einerseits und Detailprogrammierung und Implementation andererseits. Die Europäische Kommission und der jeweilige Mitgliedstaat handeln demnach die strategischen Teile der Programme aus. Im Rahmen dieser strategischen Vereinbarung ist dann der Mitgliedstaat für die Detailprogrammierung und Umsetzung der Programme verantwortlich, wobei er vom Begleitausschuß unterstützt wird. Verstärkte Feedbackinstrumente tragen dazu bei, die Einhaltung der strategischen Vorgaben zu sichern.

    Coauthorship and Thematic Networks in AAEP Annual Meetings

    We analyze the coauthorship production of the AAEP Annual Meeting since 1964. We use social network analysis for creating coauthorship networks and given that any paper must be tagged with two JEL codes, we use this information for also structuring a thematic network. Then we calculate network metrics and find main actors and clusters for coauthors and topics. We distinguish a gender gap in the sample. Thematic networks show a cluster of codes and the analysis of the cluster shows the preeminence of the tags related to trade, econometric, distribution/poverty and health and education topics.Comment: 30 pages, 12 Figures, 16 Table

    A Hybrid Simulation Methodology To Evaluate Network Centricdecision Making Under Extreme Events

    Currently the network centric operation and network centric warfare have generated a new area of research focused on determining how hierarchical organizations composed by human beings and machines make decisions over collaborative environments. One of the most stressful scenarios for these kinds of organizations is the so-called extreme events. This dissertation provides a hybrid simulation methodology based on classical simulation paradigms combined with social network analysis for evaluating and improving the organizational structures and procedures, mainly the incident command systems and plans for facing those extreme events. According to this, we provide a methodology for generating hypotheses and afterwards testing organizational procedures either in real training systems or simulation models with validated data. As long as the organization changes their dyadic relationships dynamically over time, we propose to capture the longitudinal digraph in time and analyze it by means of its adjacency matrix. Thus, by using an object oriented approach, three domains are proposed for better understanding the performance and the surrounding environment of an emergency management organization. System dynamics is used for modeling the critical infrastructure linked to the warning alerts of a given organization at federal, state and local levels. Discrete simulations based on the defined concept of community of state enables us to control the complete model. Discrete event simulation allows us to create entities that represent the data and resource flows within the organization. We propose that cognitive models might well be suited in our methodology. For instance, we show how the team performance decays in time, according to the Yerkes-Dodson curve, affecting the measures of performance of the whole organizational system. Accordingly we suggest that the hybrid model could be applied to other types of organizations, such as military peacekeeping operations and joint task forces. Along with providing insight about organizations, the methodology supports the analysis of the after action review (AAR), based on collection of data obtained from the command and control systems or the so-called training scenarios. Furthermore, a rich set of mathematical measures arises from the hybrid models such as triad census, dyad census, eigenvalues, utilization, feedback loops, etc., which provides a strong foundation for studying an emergency management organization. Future research will be necessary for analyzing real data and validating the proposed methodology

    From Events to Reactions: A Progress Report

    Syndicate is a new coordinated, concurrent programming language. It occupies a novel point on the spectrum between the shared-everything paradigm of threads and the shared-nothing approach of actors. Syndicate actors exchange messages and share common knowledge via a carefully controlled database that clearly scopes conversations. This approach clearly simplifies coordination of concurrent activities. Experience in programming with Syndicate, however, suggests a need to raise the level of linguistic abstraction. In addition to writing event handlers and managing event subscriptions directly, the language will have to support a reactive style of programming. This paper presents event-oriented Syndicate programming and then describes a preliminary design for augmenting it with new reactive programming constructs.Comment: In Proceedings PLACES 2016, arXiv:1606.0540
