What’s going on in my city? Recommender systems and electronic participatory budgeting
In this paper, we present electronic participatory budgeting (ePB) as a novel application domain for recommender systems. On public data from the ePB platforms of three major US cities – Cambridge, Miami and New York City–, we evaluate various methods that exploit heterogeneous sources and models of user preferences to provide personalized recommendations of citizen proposals. We show that depending on characteristics of the cities and their participatory processes, particular methods are more effective than others for each city. This result, together with open issues identified in the paper, call for further research in the area
How Algorithmic Confounding in Recommendation Systems Increases Homogeneity and Decreases Utility
Recommendation systems are ubiquitous and impact many domains; they have the
potential to influence product consumption, individuals' perceptions of the
world, and life-altering decisions. These systems are often evaluated or
trained with data from users already exposed to algorithmic recommendations;
this creates a pernicious feedback loop. Using simulations, we demonstrate how
using data confounded in this way homogenizes user behavior without increasing
utility
Recommender systems fairness evaluation via generalized cross entropy
Fairness in recommender systems has been considered with respect
to sensitive attributes of users (e.g., gender, race) or items (e.g., revenue
in a multistakeholder setting). Regardless, the concept has been
commonly interpreted as some form of equality – i.e., the degree to
which the system is meeting the information needs of all its users in
an equal sense. In this paper, we argue that fairness in recommender
systems does not necessarily imply equality, but instead it should
consider a distribution of resources based on merits and needs.We
present a probabilistic framework based ongeneralized cross entropy
to evaluate fairness of recommender systems under this perspective,
wherewe showthat the proposed framework is flexible and explanatory
by allowing to incorporate domain knowledge (through an ideal
fair distribution) that can help to understand which item or user aspects
a recommendation algorithm is over- or under-representing.

Benchmarking news recommendations: the CLEF NewsREEL use case
The CLEF NewsREEL challenge is a campaign-style evaluation lab allowing participants to evaluate and optimize news recommender algorithms. The goal is to create an algorithm that is able to generate news items that users would click, respecting a strict time constraint. The lab challenges participants to compete in either a "living lab" (Task 1) or perform an evaluation that replays recorded streams (Task 2). In this report, we discuss the objectives and challenges of the NewsREEL lab, summarize last year's campaign and outline the main research challenges that can be addressed by participating in NewsREEL 2016
Beyond Personalization: Research Directions in Multistakeholder Recommendation
Recommender systems are personalized information access applications; they
are ubiquitous in today's online environment, and effective at finding items
that meet user needs and tastes. As the reach of recommender systems has
extended, it has become apparent that the single-minded focus on the user
common to academic research has obscured other important aspects of
recommendation outcomes. Properties such as fairness, balance, profitability,
and reciprocity are not captured by typical metrics for recommender system
evaluation. The concept of multistakeholder recommendation has emerged as a
unifying framework for describing and understanding recommendation settings
where the end user is not the sole focus. This article describes the origins of
multistakeholder recommendation, and the landscape of system designs. It
provides illustrative examples of current research, as well as outlining open
