    Attributes and weights in health care priority setting: a systematic review of what counts and to what extent

    In most societies resources are insufficient to provide everyone with all the health care they want. In practice, this means that some people are given priority over others. On what basis should priority be given? In this paper we are interested in the general public's views on this question. We set out to synthesis what the literature has found as a whole regarding which attributes or factors the general public think should count in priority setting and what weight they should receive. A systematic review was undertaken (in August 2014) to address these questions based on empirical studies that elicited stated preferences from the general public. Sixty four studies, applying eight methods, spanning five continents met the inclusion criteria. Discrete Choice Experiment (DCE) and Person Trade-off (PTO) were the most popular standard methods for preference elicitation, but only 34% of all studies calculated distributional weights, mainly using PTO. While there is heterogeneity, results suggest the young are favoured over the old, the more severely ill are favoured over the less severely ill, and people with self-induced illness or high socioeconomic status tend to receive lower priority. In those studies that considered health gain, larger gain is universally preferred, but at a diminishing rate. Evidence from the small number of studies that explored preferences over different components of health gain suggests life extension is favoured over quality of life enhancement; however this may be reversed at the end of life. The majority of studies that investigated end of life care found weak/no support for providing a premium for such care. The review highlights considerable heterogeneity in both methods and results. Further methodological work is needed to achieve the goal of deriving robust distributional weights for use in health care priority setting.12 page(s

    Measuring Risk Aversion Model-Independently

    We propose a new method to elicit individuals' risk preferences. Similar to Holt and Laury (2002), we use a simple multiple price-list format. However, our method is based on a general notion of increasing risk, which allows classifying individuals as more or less risk-averse without assuming a specic utility framework. In a laboratory experiment we compare both methods. Each classies individuals almost identically as risk-averse, -neutral, or -seeking. However, classications of individuals as more or less risk-averse dier substantially. Moreover, our approach yields higher measures of risk aversion, and only with our method these measures are robust toward increasing stakes

    Many decisions are made in environments where outcomes are determined by the realization of multiple random events. A decision maker may be uncertain how these events are related. We identify and experimentally substantiate behavior that intuitively reflects a lack of confidence in their joint distribution. Our findings suggest a dimension of ambiguity which is different from that in the classical distinction between risk and "Knightian uncertainty"

    The Relationship Between Risk Attitudes and Heuristics in Search Tasks: A Laboratory Experiment

    Experimental studies of search behavior suggest that individuals stop searching earlier than predicted by the optimal, risk-neutral stopping rule. Such behavior could be generated by two different classes of decision rules: rules that are optimal conditional on utility functions departing from risk neutrality, or heuristics derived from limited cognitive processing capacities and satisfycing. To discriminate among these two possibilities, we conduct an experiment that consists of a standard search task as well as a lottery task designed to elicit utility functions. We find that search heuristics are not related to measures of risk aversion, but to measures of loss aversion

    Construction of time preference: an investigation of the role of elicitation method in experimental elicitation of time preference.

    The idea of preference reversal and construction of preference is not new to literature in decision making. Indeed, several theories have been developed to explain it. (Lichtenstein and Slovic, 2006). The present paper considers heuristics activated in different elicitation procedures applied in time preference research. I show that activation of these rules in correspondence with different elicitation methods leads to observation of a particular pattern most frequently reported in time preference literature: hyperbolic discounting. In particular, I analyze two most diffused elicitation procedures, matching task and two variations of choice task in multiple price list format (MPL). In a series of experiments I demonstrate that matching task is characterized by choice of focal amounts and anchoring to previously reported amount. At the same time, choice in MPL format largely depends on the structure of the list from which the choice is made. I study two widely used structures of MPL choice task format: (a) MPL with nominal structure (Green et al, 1997), where choice alternatives correspond to the same nominal amounts that are available at different time horizons; (b) MPL with interest rate structure (Coller and Williams, 1999), in which monetary alternatives at each time horizon in consideration are constructed as increases corresponding to a fixed interest rate. Although these two elicitation structures activate similar decision processes they lead to observation of qualitatively different results that are in large part defined by the underlying structure of the list of alternatives. I show that matching task and MPL with nominal structure lead to observation of hyperbolic evidence, that could be of different kinds depending on the structure of MPL table. At the same time, elicitation with MPL with interest rate structure leads to observation of rather stable time preference that can be well approximated by exponential discounting.decision making; time preference; elicitation procedures
