Early identification of important patents through network centrality
One of the most challenging problems in technological forecasting is to
identify as early as possible those technologies that have the potential to
lead to radical changes in our society. In this paper, we use the US patent
citation network (1926-2010) to test our ability to early identify a list of
historically significant patents through citation network analysis. We show
that in order to effectively uncover these patents shortly after they are
issued, we need to go beyond raw citation counts and take into account both the
citation network topology and temporal information. In particular, an
age-normalized measure of patent centrality, called rescaled PageRank, allows
us to identify the significant patents earlier than citation count and PageRank
score. In addition, we find that while high-impact patents tend to rely on
other high-impact patents in a similar way as scientific papers, the patents'
citation dynamics is significantly slower than that of papers, which makes the
early identification of significant patents more challenging than that of

The Impact of Patenting on New Product Introductions in the Pharmaceutical Industry
Since Comanor and Scherer (1969), researchers have been using patents as a proxy for new product development. In this paper, we reevaluate this relationship by using novel new data. We demonstrate that the relationship between patenting and new FDA-approved product introductions has diminished considerably since the 1950s, and in fact no longer holds. Moreover, we also find that the relationship between R&D expenditures and new product introductions is considerably smaller than previously reported. While measures of patenting remain important in predicting the arrival of product introductions, the most important predictor is the loss of exclusivity protection on a current product. Our evidence suggests that pharmaceutical firms are acting strategically with respect to new product introductions. The effect of public funding on research output: the New Zealand Marsden Fund
The Marsden Fund is the premiere funding mechanism for blue skies research in New Zealand. In 2014, $56 million was awarded to 101 research projects chosen from among 1222 applications from researchers at universities, Crown Research Institutes and independent research organizations. This funding mechanism is similar to those in other countries, such as the European Research Council.
This research measures the effect of funding receipt from the New Zealand Marsden Fund using a unique dataset of funded and unfunded proposals that includes the evaluation scores assigned to all proposals. This allows us to control statistically for potential bias driven by the Fundâs efforts to fund projects that are expected to be successful, and also to measure the efficacy of the selection process itself. We find that Marsden Funding does increase the scientific output of the funded researchers, but that there is no evidence that the final selection process is able to meaningfully predict the likely success of different proposals
The metric tide: report of the independent review of the role of metrics in research assessment and management
This report presents the findings and recommendations of the Independent Review of the Role of Metrics in Research Assessment and Management. The review was chaired by Professor James Wilsdon, supported by an independent and multidisciplinary group of experts in scientometrics, research funding, research policy, publishing, university management and administration.
This review has gone beyond earlier studies to take a deeper look at potential uses and limitations of research metrics and indicators. It has explored the use of metrics across different disciplines, and assessed their potential contribution to the development of research excellence and impact. It has analysed their role in processes of research assessment, including the next cycle of the Research Excellence Framework (REF). It has considered the changing ways in which universities are using quantitative indicators in their management systems, and the growing power of league tables and rankings. And it has considered the negative or unintended effects of metrics on various aspects of research culture.
The report starts by tracing the history of metrics in research management and assessment, in the UK and internationally. It looks at the applicability of metrics within different research cultures, compares the peer review system with metric-based alternatives, and considers what balance might be struck between the two. It charts the development of research management systems within institutions, and examines the effects of the growing use of quantitative indicators on different aspects of research culture, including performance management, equality, diversity, interdisciplinarity, and the âgamingâ of assessment systems. The review looks at how different funders are using quantitative indicators, and considers their potential role in research and innovation policy. Finally, it examines the role that metrics played in REF2014, and outlines scenarios for their contribution to future exercises
