    The role of Spatial Data Infrastructures in the Digital Government Transformation of Public Administrations

    Spatial Data Infrastructures (SDIs) play a pivotal role in Digital Government Transformation (DGT) of countries. They constitute one of the main building blocks for effective data sharing and their development in the past years has taught some important lessons to public authorities in terms of collaboration across sectors, centricity of users’ needs as well as usefulness of platforms and Application Programming Interfaces (APIs). However, the specific analysis of the role that SDIs play in Digital Government Transformation has not been the object of many studies so far. With practitioners and academics acknowledging more and more the links between these two concepts, there is a need to provide an initial picture of how SDIs have contributed to Digital Government Transformation until now and what could be their role in the future. The present study is a first attempt to examine this relation and develop a methodology for apprehending the role of SDIs in the Digital Transformation of the public sector. It first develops an analytical framework for examining different aspects that can provide an explanation of the relationship between SDIs and DGT and notably institutional aspects, technical aspects and impact aspects. It then tests this framework on twenty-nine countries (all European Member States plus Norway) in order to assess the validity of this instrument for the collection of data as well as for the wider understanding of this topic. From these analytical and data collection efforts, it emerged the strength of the relationship that SDIs and Digital Government Transformation entertain and the variety of ways in which countries have understood and cultivated it. The study also provides an attempt to link the OECD Recommendation on Digital Governments with the SDIs and Digital Transformation experience of the countries in scope. This also helped understanding that SDIs already significantly support Digital Government Transformation, even from the OECD perspective, and that this relationship will only be stronger in the future.JRC.B.6-Digital Econom

    The Development of eServices in an Enlarged EU: eGovernment and eHealth in Lithuania

    In 2005, IPTS launched a project which aimed to assess the developments in eGoverment, eHealth and eLearning in the 10 New Member States at national, and at cross-country level. At that time, the 10 New Member States were Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, and Slovakia. A report for each country was produced, describing its government and health systems and the role played by eGovernment and eHealth within these systems. Each report then analyzes, on the basis of desk research and expert interviews, the major achievements, shortcomings, drivers and barriers in the development of eGovernment and eHealth in one of the countries in question. This analysis provides the basis for the identification and discussion of national policy options to address the major challenges and to suggest R&D issues relevant to the needs of each country Âż in this case, Lithuania. In addition to national monographs, the project has delivered a synthesis report, which offers an integrated view of the developments of each application domain in the New Member States. Furthermore, a prospective report looking across and beyond the development of the eGoverment, eHealth and eLearning areas has been developed to summarize policy challenges and options for the development of eServices and the Information Society towards the goals of Lisbon and i2010.JRC.J.4-Information Societ

    Identifying patterns and recommendations of and for sustainable open data initiatives: a benchmarking-driven analysis of open government data initiatives among European countries

    Open government and open (government) data are seen as tools to create new opportunities, eliminate or at least reduce information inequalities and improve public services. More than a decade of these efforts has provided much experience, practices, and perspectives to learn how to better deal with them. This paper focuses on benchmarking of open data initiatives over the years and attempts to identify patterns observed among European countries that could lead to disparities in the development, growth, and sustainability of open data ecosystems. To do this, we studied benchmarks and indices published over the last years (57 editions of 8 artifacts) and conducted a comparative case study of eight European countries, identifying patterns among them considering different potentially relevant contexts such as e-government, open government data, open data indices and rankings, and others relevant for the country under consideration. Using a Delphi method, we reached a consensus within a panel of experts and validated a final list of 94 patterns, including their frequency of occurrence among studied countries and their effects on the respective countries.     Exploring Digital Government transformation in the EU

    This report presents the findings of the analysis of the state of the art conducted as part of the JRC research on “Exploring Digital Government Transformation in the EU: understanding public sector innovation in a data-driven society” (DIGIGOV), within the framework of the “European Location Interoperability Solutions for eGovernment (ELISE)" Action of the ISA2 Programme on Interoperability solutions for public administrations, businesses and citizens, coordinated by DIGIT. The results of the review of literature, based on almost 500 academic and grey literature sources, as well as the analysis of digital government policies in the EU Member States provide a synthetic overview of the main themes and topics of the digital government discourse. The report depicts the variety of existing conceptualisations and definitions of the digital government phenomenon, measured and expected effects of the application of more disruptive innovations and emerging technologies in government, as well as key drivers and barriers for transforming the public sector. Overall, the literature review shows that many sources appear overly optimistic with regard to the impact of digital government transformation, although the majority of them are based on normative views or expectations, rather than empirically tested insights. The authors therefore caution that digital government transformation should be researched empirically and with a due differentiation between evidence and hope. In this respect, the report paves the way to in-depth analysis of the effects that can be generated by digital innovation in public sector organisations. A digital transformation that implies the redesign of the tools and methods used in the machinery of government will require in fact a significant change in the institutional frameworks that regulate and help coordinate the governance systems in which such changing processes are implemented.JRC.B.6-Digital Econom
