    An Approach to Transform Public Administration into SOA-based Organizations

    Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration.     Optimisation of DSF and SOA based phase conjugators by incorporating noise-suppressing fibre gratings

    We compare the performance of dispersion-shifted-fibre (DSF) and semiconductor-optical-amplifier (SOA) based phase conjugators for a 10 Gb/s non-return-to-zero system with respect to conversion efficiency, noise figure and distortion. Fibre gratings are used for signal extraction and amplified spontaneous emission (ASE) suppression, allowing closer wavelength spacing and reducing the conjugation noise figure by up to 12 dB. Despite the higher SOA conversion efficiency, both conjugators give similar noise figures with ASE suppression. However, the DSF based conjugator has the advantage of distortion tolerance at higher input power. Introduction: Optical phase conjugation has attracted much recent research attention due to its potential application for group-velocity-dispersion and self-phase-modulation compensation in mid-point spectral inversion (MPSI) systems, and also for coherent wavelength conversion in optical switching and routing. The two most promising optical phase conjugation techniques are four-wave mixing (FWM) in either dispersion-shifted fibre (DSF), or semiconductor optical amplifiers (SOA). A DSF based conjugator requires phase matching close to its zero dispersion wavelength for efficient four-wave mixing. This restricts its wavelength flexibility compared to an SOA based conjugator which offers a much wider conversion bandwidth. Furthermore, the low FWM conversion efficiency in passive DSF seems to make the SOA a preferred phase conjugating medium. However, in a practical communication system, conjugation optical signal-to-noise ratio (SNR) is more important than conversion efficiency. The noise at the conjugate wavelength is usually dominated by the amplified spontaneous emission (ASE) noise from the pump and signal. The reduction of this noise has been demonstrated in an SOA based conjugator (i) by bandpass filtering of the pump and/or signal waves before mixing, and (ii) by the insertion of a notch filter at the conjugate wavelength before the conjugator. In this letter, SOA and DSF based conjugators are compared by investigating the conversion efficiency, noise and eye opening in a 10 Gb/s non-return-to-zero (NRZ) externally-modulated system, using an identical filtering network. We report for the first time the use of fibre gratings for efficient ASE noise filtering and conjugate signal extraction. The performance enhancement using these noise-suppressing gratings is also investigated

    SOA Governance – Road into Maturity

    There is a general consensus that SOA benefits could be reached but it is unclear how to achieve this. Research shows that the problems with SOA governance in practice are among the major reasons of SOA failures. Based on a literature review, this study first proposes a list of SOA aspects to be considered when implementing SOA governance. By adopting an interpretive research methodology based on interviews, this research paper makes two contributions: it addresses the practical matters that are major concerns for organisations to achieve a higher maturity level with their SOA, and it reveals the importance of the key SOA aspects in building strong governance and consequently reaching a higher maturity level. The expected result should deliver a theoretical contribution to SOA maturity in relation to SOA governance; it could provide organisations with new awareness in assessing their level of maturity and provide recommendations

    Discovery and composition of web services using artificial intelligence planning and web service modeling ontology

    In today’s Web environment, Web services are the preferred standards-based way to realize Service Oriented Architecture (SOA) computing. A problem that has become one of the recent critical issues is automated discovery and composition of Semantic Web services. A number of approaches have been presented to solve the problem. However, most of these approaches only consider discovery or composition of Web services but not both. In this study, an effective approach called AIMO, based on Artificial Intelligence (AI) planning, Web Service Modeling Ontology (WSMO), and Semantic Web has been proposed to tackle the problem. The main purpose of this study is to investigate and develop a novel approach for automated Web service discovery and composition. In this case, a comparative evaluation of state-of-the-art approaches for Web service composition approaches has been done and the strengths and weaknesses of those approaches have been discussed. Moreover a translator for interaction between WSMO and AI-planning based on Description Logics has been proposed. In addition, some parts of AIMO architecture have been tested on a practical case study, and the results based on the experimental validation demonstrate that AIMO provides an effective and applicable solution. AIMO continues to support loose coupling paradigm of SOA by separating the discovery from the composition of Web services

    Force, content and logic

    The Frege point to the effect that e.g. the clauses of conditionals are not asserted and therefore cannot be assertions is often taken to establish a dichotomy between the content of a speech act, which is propositional and belongs to logic and semantics, and its force, which belongs to pragmatics. Recently this dichotomy has been questioned by philosophers such as Peter Hanks and Francois Recanati, who propose act-theoretic accounts of propositions, argue that we can’t account for propositional unity independently of the forceful acts of speakers, and respond to the Frege point by appealing to a notion of force cancellation. I argue that the notion of force cancellation is faced with a dilemma and offer an alternative response to the Frege point, which extends the act-theoretic account to logical acts such as conditionalizing or disjoining. Such higher-level acts allow us to present forceful acts while suspending commitment to them. In connecting them, a subject rather commits to an affirmation function of such acts. In contrast, the Frege point confuses a lack of commitment to what is put forward with a lack of commitment or force in what is put forward
