    Major study areas treated in this volume are: 1) operations and control and 2) the telecommunication service system. The TDRS orbit selection, orbital deployment, ground station visibility, sequence of events from launch to final orbit position, and TDRS control center functions required for stationkeeping, repositioning, attitude control, and antenna pointing are briefly treated as part of the operations and control section. The last topic of this section concerns the operations required for efficiently providing the TDRSS user telecommunication services. The discussion treats functions of the GSFC control and data processing facility, ground station, and TDRS control center. The second major portion of this volume deals with the Telecommunication Service System (TSS) which consists of the ground station, TDRS communication equipment and the user transceiver. A summary of the requirements and objectives for the telecommunication services and a brief summary of the TSS capabilities is followed by communication system analysis, signal design, and equipment design. Finally, descriptions of the three TSS elements are presented

Based on these investigations, system block diagrams are given and system parameters are optimized for the noncoherent pulse and coherent pulse Doppler radar modulation types. Both cooperative (transponder) and passive radar operation are examined including the optimization of the corresponding transponder design for the cooperative mode of operation

    On-board processing satellite network architecture and control study

    The market for telecommunications services needs to be segmented into user classes having similar transmission requirements and hence similar network architectures. Use of the following transmission architecture was considered: satellite switched TDMA; TDMA up, TDM down; scanning (hopping) beam TDMA; FDMA up, TDM down; satellite switched MF/TDMA; and switching Hub earth stations with double hop transmission. A candidate network architecture will be selected that: comprises multiple access subnetworks optimized for each user; interconnects the subnetworks by means of a baseband processor; and optimizes the marriage of interconnection and access techniques. An overall network control architecture will be provided that will serve the needs of the baseband and satellite switched RF interconnected subnetworks. The results of the studies shall be used to identify elements of network architecture and control that require the greatest degree of technology development to realize an operational system. This will be specified in terms of: requirements of the enabling technology; difference from the current available technology; and estimate of the development requirements needed to achieve an operational system.     Mobile radio alternative systems study satellite/terrestrial (hybrid) systems concepts

    The use of satellites for mobile radio service in non-urban areas of the United States in the years from 1985 to 2000 was investigated. Several satellite concepts are considered: a system with single-beam coverage of the fifty United States and Puerto Rico, and multi-beam satellites with greater capacity. All of the needed functions and services identified in the market study are provided by the satellite systems, including nationwide radio access to vehicles without knowledge of vehicle location wideband data transmission from remote sites, two way exchange of short data and control messages between vehicles and dispatch or control centers, and automatic vehicle location (surveillance). The costs of providing the services are within acceptable limits, and the desired returns to the system investors are attractive. The criteria by which the Federal Communication judges the competing demands for public radio spectrum are reviewed with comments on how the criteria might apply to the consideration of land mobile satellites. Institutional arrangements for operating a mobile satellite system are based on the present institutional arrangements in which the services are offered to the end users through wireline and radio common carriers, with direct access by large private and government users
