    Power Relationships in Information Systems Security Policy Formulation and Implementation

    This research argues that organizational power impacts the development and implementation of Information Systems (IS) Security policy. The study was conducted via an in depth case study at the IT department within a large financial organization in the United States. The theoretical foundation for the research was based was Clegg’s (2002) Circuits of Power. A conceptual framework was created utilizing Circuits of Power. This was used to study power relationships and how they might affect the formulation and implementation of IS Security policy in this organization. The case study demonstrated that power relationships have a clear impact on the IS security policy process. Though there is a strong security culture at the organization and a well defined set of processes, an improvement in the process and ensuing security culture is possible by accounting for the effect of power relationships

    This thesis argues that organizational power impacts the development and implementation of Information Systems (IS) Security policy. The motivation for this research stems from the continuing concern of ineffective security in organizations, leading to significant monetary losses. IS researchers have contended that ineffective IS Security policy is a precursor to ineffective IS Security (Loch et al. 1992; Whitman et al. 2001; David 2002; Solms and Solms 2004). Beyond this pragmatic aspect, there is a gap in the literature concerning power relationships and IS Security policy. This research intends to bridge the gap. The dissertation is a two phased study whereby the first phase seeks to understand the intricacies of IS Security policy formulation and implementation. In the first phase, a conceptual framework utilizes Katz\u27s (1970) semantic theory. The conceptual framework provides the theoretical foundation for a case study that takes place at an educational institution\u27s Information Technology (IT) Department. In the results, it is confirmed that a disconnect exists between IS Security policy formulation and implementation. Furthermore, a significant emergent finding indicates that power relationships have a direct impact on this observed disconnect. The second phase takes place as an in depth case study at the IT department within a large financial organization. The theoretical foundation for the second phase is based was Clegg\u27s (2002) Circuits of Power. A conceptual framework for this phase utilizes this theory. This framework guides the study of power relationships and how they might affect the formulation and implementation of IS Security policy in this organization. The case study demonstrates that power relationships have a clear impact on the formulation and implementation of IS security policy.     This report is a rigorous literature review on the political economy of education systems in conflict-affected contexts and is aimed at education advisers and agencies, development practitioners and Ministry of Education policy makers working in conflict-affected contexts. The report seeks to provide theoretically informed and policy relevant insights on the global, national and local governance of education systems in conflict-affected contexts garnered from a rigorous review of the academic and policy literature on the political economy of education in conflict-affected contexts.<p></p> The review was driven by three main questions: (1) What are the underpinning assumptions of the main bodies of political economy research in education and conflict? (2) What can the political economy of education literature since 1990 inform us about educational change and reform in conflict-affected contexts? (3) What are the strengths, weaknesses, blind spots and research gaps in the political economy of education literature exploring the governance of educational change and reform in conflict-affected contexts?<p></p> Chapter 1 outlines the rationale and aims of the review. Chapter 2, describes the theoretical and conceptual framework and presents the framing of the key issues under review, and Chapter 3 outlines the review methodology. Chapter 4 presents the main characteristics and an assessment of the quality of the studies selected for the in-depth review, and Chapter 5, discusses the review’s main findings. Chapter 6 presents the conclusions of the study, outlines a theory of change that emerges from the findings and draws out the policy insights and research gaps for future study

    Multi-level Governance and Security: The Security Sector Reform Process in the Central African Republic

    Analysing how the SSR process in CAR has been defined and then implemented, this article puts emphasis on the international interactions between institutional actors who may be geographically/territorially situated at different levels of the policy-making process in different places around the world, thus suggesting ways to grasp multi-actor and multi-sited governance. Therefore, it advocates an approach which consists of expanding the agenda of the traditional multi-level governance approach. The issue at stake here is to capture the interactive institutional dynamic at an international level, thus developing a methodological framework that is likely to seize both the topdown and the bottom-up dynamics of decision-making processes. The first objective is to capture the sets of actors and procedures which drive the process, and to map out the various levels of government at which decisions are made, either the more top-down, or the more bottom-up oriented ones, answering two sets of questions: How is security governance organised? Who decides, and on which matters? Secondly – and more fundamentally – is to capture the intermingling of domestic and international decision-making processes which increasingly overlap and interfere with each other in Southern countries.multilevel governance

    Where has all the psychology gone? A critical review of evidence-based psychological practice in correctional settings

    Evidence-Based Practice (EBP) represents the gold standard for effective clinical psychological practice. In this review, we examine ways in which EBP tenets are being neglected by correctional psychologists worldwide. We examine three key aspects of EBP currently being neglected: (a) individualized and flexible client focus, (b) the therapeutic alliance, and (c) psychological expertise. We also highlight two highly related issues responsible for correctional psychologists' neglect of EBP. The first relates to policy makers' and correctional psychologists' overreliance on the Risk–Need–Responsivity Model to guide correctional practice. We argue that the narrow focus and implementation of this model has resulted in a severe identity problem for correctional psychologists that has severely exacerbated the dual relationship problem. That is, the tension psychologists experience as a result of engaging in psychological practice while also obliging the risk and security policies of correctional systems. The second issue concerns psychologists' response to the dual relationship problem. In short, psychology, as a discipline appears to have acquiesced to the dual-relationship problem. In our view, this constitutes a ‘crisis’ for the discipline of correctional psychology. We offer several recommendations for injecting EBP back into correctional psychology for the individual, psychology as a discipline, and correctional policy makers

    The Barotse floodplain is an ecosystem characterized by a paradox of widespread poverty amidst high ecological and agricultural potential. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to address this paradox on the assumption that the rural poor have the potential to transform their lives using the aquatic resources in their environment. Understanding the conditions for natural resources use and management is critical for a program that seeks to transform the livelihoods of households dependent on natural resources. The purpose of this report is to identify and analyze key governance variables influencing the livelihood outcomes of AAS program interventions in the Barotse floodplain system
