    Social Aspects of New Technologies - the CCTV and Biometric (Framing Privacy and Data Protection) in the Case of Poland

    The purpose of this paper is to review the institution responsible for the protection of personal data within the European Union and national example - Polish as a country representing the new Member States. The analysis of institutional system - providing legal security of communication and information institutions, companies and citizens against the dangers arising from the ongoing development of innovative new technologies in the European Union and Poland. This article is an attempt to analyze the possibility of using security systems and Biometry CTTV in Poland in terms of legislation. The results of the analysis indicate that, in terms of institutions Poland did not do badly in relation to the risks arising from the implementation of technology. The situation is not as good when it comes to the awareness of citizens and small businesses. This requires that facilitate greater access to free security software companies from data leakage or uncontrolled cyber-terrorist attacks. With regard to the use of security systems, CCTV and biometrics, Poland in legal terms is still early in the process of adapting to EU Directive. The continuous development of technology should force the legislature to establish clear standards and regulations for the application of CCTV technology and biometrics, as it is of great importance in ensuring the fundamental rights and freedoms of every citizen of the Polish Republic.Wyniki analizy wskazują, że pod względem instytucji Polska nie wypada źle w odniesieniu do zagrożeń wynikających z wdrożenia technologii. Sytuacja nie jest tak dobra, jeśli chodzi o świadomość obywateli i mniejszych firm. Wymaga to ułatwiania szerszego dostępu do darmowych programów zabezpieczających firmy przed wyciekiem danych lub niekontrolowanych cyber-ataków terrorystycznych. W odniesieniu do stosowania systemów zabezpieczeń CCTV oraz biometrii, Polska pod względem prawnym jest wciąż na początku procesu dostosowania do dyrektywy UE. Ciągły rozwój technologii powinien zmusić ustawodawcę do stworzenia jednoznacznych standardów i przepisów obowiązujących w zakresie stosowania technologii CCTV oraz biometrii, gdyż ma to ogromne znaczenie w zapewnieniu podstawowych praw i wolności każdego obywatela Rzeczypospolitej Polskiej

    Business and Information Technology Alignment (BITA) has been one of the main concerns of IT and Business executives and directors due to its importance to overall company performance, especially today in the age of digital transformation. For BITA has been developed several models which in general has focused in the implementation of alignment strategies for the internal operation of the organizations and in the measurement of this internal alignment, but, there is still a big gap in measurement models of the alignment with the external environment of the organizations. In this paper is presented the design and application of a maturity measurement model for BITA with the customers, where the customers are actors of the external environment of the companies.     A comparative analysis of executive information systems in organisations in South Africa and Spain

    Executive Information Systems (EIS) grew out of the information needs of executives and are designed to serve the needs of users in strategic planning and decision-making. EIS are high risk information technology (IT) implementation projects. With the emergence of global information technologies, existing paradigms are being altered which are spawning new considerations for IT implementation. Web-based technologies are causing a revisit to existing IT implementation models, including those for EIS. The authors compare two recent survey studies of EIS implementation in well-established organisations in South Africa and Spain. From a comparative analysis, the authors report six identified similarities and three differences in EIS in these countries

    Prospects for the internal state financial control development in the Russian Federation

    Purpose: The presented article is aimed at assessing the modern development of internal state financial control in the Russian Federation. The most important condition for the effective functioning of public finances is the transition to a qualitatively new level required for the dynamic development of the public administration sector, improving the social status of citizens, as well as the investment climate. This predetermines the objective need to rethink and identify fundamentally new approaches to the study of theoretical, methodological and practical problems of financial management. Design/Methodology/Approach: The article is a comprehensive review of the main changes in legislation governing internal state financial control that determines the nature of this concept, the methodology of internal state financial control is presented, problems are identified, substantiated and structured and directions for their solution are proposed in order to increase its development effectiveness. The study used methods of comparative analysis, systematization, classification, analogy and comparison. Findings: The authors identified, substantiated the problems and developed recommendations for improving internal state financial control, which can improve the quality of public and municipal finance management and facilitate the transfer of public administration to a level that meets the needs of modern reform of the Russian economy. Practical Implications: The results of the study can be introduced into the practice of organizing internal state financial control in the Russian Federation in order to improve the quality of public and municipal finance management. Originality/Value: The main contribution of this study is to develop recommendations for the development of internal state financial control, which will contribute to the effective management of public finances in the executive bodies of the Russian Federation.peer-reviewe

    A comparison between e-government practices in Taiwan and New Zealand.

    Few studies have focused on comparing the state of e-government in Western- and Non-Western settings, where the political, social, economic, and cultural environments can be markedly different. This paper compares the views of local authority policymakers in Taiwan and New Zealand, in order to judge the sophistication of their e-government initiatives via the formal and informal policies underpinning website development. Good level of agreement were observed between the Taiwanese and New Zealander respondents for the high levels of significance they attached to 3 key issues, which the authors argue are critical for successful e-government: Accessibility, Security and Privacy. Similarly, the policymakers agreed on a medium level of significance for the 7 key issues: E-procurement, Digital Divide, Private Sector, Taxation, Cultural Obstacles, IT Workforce, and Social Effects (and on a low level of significance for E-Tailing). It was concluded that government policymakers in both countries, in an era of commercial online social networking, are continuing to favour pushing(what they deem to be important) information to citizens, rather than creating collaborative service channels with citizens, contractors and suppliers or integrating separate service processes to satisfy all stakeholders. An attendant lack of commitment to promoting heightened (e-)democracy was also noted, especially in New Zealand
