Executive Authority to Reform Health: Options and Limitations

Presidential power has provoked increasingly vigorous debate since the turn of this century. In recent years, scholars and lawyers have been grappling with how Congress\u27s dictates may limit the President\u27s Commander-in-Chief power to detain enemy combatants at Guantanamo Bay, to fight wars abroad, and to conduct intelligence activities at home. But policymakers have not yet explored the many possibilities for invoking the President\u27s Take Care power to change health care policy. This paper explores the scope and limits of President Barack Obama\u27s ability to invoke his executive authority to reform health care. Specifically, it identifies ways the Obama Administration can use directives to: (1) expand Medicaid and SCHIP coverage through section 1115 waivers; (2) test quality initiatives through Medicare demonstration authority; (3) expand health information technology; (4) allow drug reimportation and experiment with contracting power under Medicare; (5) enhance patient protections and private coverage requirements; (6) lift coverage restrictions on Medicaid and SCHIP; and (7) build on the health insurance program for federal employees. Space Generic Open Avionics Architecture (SGOAA) reference model technical guide

This report presents a full description of the Space Generic Open Avionics Architecture (SGOAA). The SGOAA consists of a generic system architecture for the entities in spacecraft avionics, a generic processing architecture, and a six class model of interfaces in a hardware/software system. The purpose of the SGOAA is to provide an umbrella set of requirements for applying the generic architecture interface model to the design of specific avionics hardware/software systems. The SGOAA defines a generic set of system interface points to facilitate identification of critical interfaces and establishes the requirements for applying appropriate low level detailed implementation standards to those interface points. The generic core avionics system and processing architecture models provided herein are robustly tailorable to specific system applications and provide a platform upon which the interface model is to be applied

Network Virtual Machine (NetVM): A New Architecture for Efficient and Portable Packet Processing Applications

A challenge facing network device designers, besides increasing the speed of network gear, is improving its programmability in order to simplify the implementation of new applications (see for example, active networks, content networking, etc). This paper presents our work on designing and implementing a virtual network processor, called NetVM, which has an instruction set optimized for packet processing applications, i.e., for handling network traffic. Similarly to a Java Virtual Machine that virtualizes a CPU, a NetVM virtualizes a network processor. The NetVM is expected to provide a compatibility layer for networking tasks (e.g., packet filtering, packet counting, string matching) performed by various packet processing applications (firewalls, network monitors, intrusion detectors) so that they can be executed on any network device, ranging from expensive routers to small appliances (e.g. smart phones). Moreover, the NetVM will provide efficient mapping of the elementary functionalities used to realize the above mentioned networking tasks upon specific hardware functional units (e.g., ASICs, FPGAs, and network processing elements) included in special purpose hardware systems possibly deployed to implement network devices

Portability of pension, health, and other social benefits : facts, concepts, issues

Portability of social benefits across professions and countries is an increasing concern for individuals and policy makers. Lacking or incomplete transfers of acquired social rights are feared to negatively impact individual labor market decisions as well as capacity to address social risks with consequences for economic and social outcomes. The paper gives a fresh and provocative look on the international perspective of the topic that has so far been dominated by social policy lawyers working within the framework of bilateral agreements; the input by economists has been very limited. It offers an analytical framework for portability analysis that suggests separating the risk pooling, (implicit or actual) pre-funding and redistributive elements in the benefit designand explores the proposed alternative approach for pensions and health care benefits.
