into a central catalogue, so that people can search for data and find data
and understand their characteristics. The value of this is to individuals, to
commercial organizations, and to public bodies. For example, services that
provide better information to travellers will help to make their journey
less stressful and persuade them to make more use of public transport.
Transport operators need very diverse information to help them
plan developments to their services: demographic, geographical, economic etc.
And policy makers need a similar range of information to help them decide
how to divide their budget and afterwards to evaluate how valuable it has

Improved LANDSAT to give better view of earth resources
The launch data of LANDSAT 3 is announced. The improved capability of the spacecrafts' remote sensors (the return beam vidicon and the multispectral scanner) and application of LANDSAT data to the study of energy supplies, food production, and global large-scale environmental monitoring are discussed along with the piggyback amateur radio communication satellite-OSCAR-D, the plasma Interaction Experiment, and the data collection system onboard LANDSAT 3. An assessment of the utility of LANDSAT multispectral data is given based on the research results to data from studies of LANDSAT 1 and 2 data. Areas studied include agriculture, rangelands, forestry, water resources, environmental and marine resources, environmental and marine resources, cartography, land use, demography, and geological surveys and mineral/petroleum exploration
Flexible data input layer architecture (FDILA) for quick-response decision making tools in volatile manufacturing systems
This paper proposes the foundation for a flexible data input management system as a vital part of a generic solution for quick-response decision making. Lack of a comprehensive data input layer between data acquisition and processing systems has been realized and thought of. The proposed FDILA is applicable to a wide variety of volatile manufacturing environments. It provides a generic platform that enables systems designers to define any number of data entry points and types regardless of their make and specifications in a standard fashion. This is achieved by providing a variable definition layer immediately on top of the data acquisition layer and before data pre-processing layer. For proof of concept, National Instrumentsâ Labview data acquisition software is used to simulate a typical shop floor data acquisition system. The extracted data can then be fed into a data mining module that builds cost modeling functions involving the plantâs Key Performance Factors
Remote sensing research for agricultural applications
Materials and methods used to characterize selected soil properties and agricultural crops in San Joaquin County, California are described. Results show that: (1) the location and widths of TM bands are suitable for detecting differences in selected soil properties; (2) the number of TM spectral bands allows the quantification of soil spectral curve form and magnitude; and (3) the spatial and geometric quality of TM data allows for the discrimination and quantification of within field variability of soil properties. The design of the LANDSAT based multiple crop acreage estimation experiment for the Idaho Department of Water Resources is described including the use of U.C. Berkeley's Survey Modeling Planning Model. Progress made on Peditor software development on MIDAS, and cooperative computing using local and remote systems is reported as well as development of MIDAS microcomputer systems
Regional Data Archiving and Management for Northeast Illinois
This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor
and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the
regional transportation agencies, from both technical and business perspectives, about building such a comprehensive
transportation information system. Several implementation alternatives are identified and analyzed. This research is carried
out in three phases.
In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a
thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect
information on all data elements that they store, including the format, system, and granularity. Their perception of a data
archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the
database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and
examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We
estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the
hardware, software, labor, and resource requirements. We also identify possible revenue opportunities.
A few implementation options for the archive system are summarized in this report; namely:
1. System hosted by a partnering agency
2. System contracted to a university
3. System contracted to a national laboratory
4. System outsourced to a service provider

Earth Resources Laboratory research and technology
The accomplishments of the Earth Resources Laboratory's research and technology program are reported. Sensors and data systems, the AGRISTARS project, applied research and data analysis, joint research projects, test and evaluation studies, and space station support activities are addressed
