    EU WATER POLICY: RESEARCH DEVELOPMENTS AND NEW MANAGEMENT TOOLS

    At the end of 2000, the European Commission published its Water Framework Directive (WFD) in the Official Journal of the European Communities (2000/60/EC). This new legislation provides for achieving the sustainable management of water resources through its 26 articles that focus primarily on the improvement and protection of the quality of European water resources. The WFD adopts an integrated approach, based upon general principles deriving mainly from four disciplinary approaches, Geography; Ecology; Economics and Sociology. The new challenges posed to the people responsible for the management of water resources across the European Union include the "marrying" of existing national policies with the stipulations of the WFD. Research can support this transition by identifying compatibility and conflicts between legislative instruments, and by encouraging trans-national cooperative relationships. A relevant role of research is also foreseen in providing criteria and tools for conflict resolution by representing the goals of sustainable management in an objective and transparent way. The elaboration required for making planning decisions are increasing in number and complexity, requiring tools that help to organise and communicate the data that should be used to describe the decision context in terms of sustainability, in a holistic way by including environmental, economic and social information. These problems are being addressed by the MULINO Project, a 3-year research program aiming at producing a Decision Support System that will assist water managers in responding to the evolution of policies and management methodologies. The development of the system, which will be prepared in a software format, is being steered by a group of people from European water authorities. This steering committee is contributing to the policy analysis component of the research and to the software design which aims to be applicable in five different national contexts.     Nitrogen as a threat to European water quality

    Anthropogenic increase of nitrogen in water poses direct threats to human health and aquatic ecosystems. High nitrogen concentrations in drinking water are dangerous for human health. In aquatic ecosystems the nitrogen enrichment contributes to eutrophication, which is responsible for toxic algal blooms, water anoxia, fish kills and habitat and biodiversity loss. Nitrogen concentrations in European rivers, lakes, aquifers and coastal waters are generally high in many regions. In addition, nitrogen is probably accumulating in groundwaters, reducing the future reliability of the resource. In Europe, nitrogen pressures on water are wide spread, resulting in elevated costs. About 40% of the European population would potentially be exposed to high nitrates values in drinking water if adequate treatment was not in place, and a large proportion of European aquatic ecosystems is eutrophicated or at risk of eutrophication. Even under favourable land use scenarios the nitrogen export to European waters and seas is likely to remain significant in the near future. The effects of climate change on nitrogen export to waters are still unsure. Policy tools are available within the European Union and under international conventions to mitigate against nitrogen pollution in water, but their full implementation has not yet been achieved throughout Europe. In many cases a delay in the water quality response to implementation of management measures have been observed, due to historical nitrogen accumulation in soils, sediments or aquifers or to inadequate design of the mitigation plans. The issue of pollution swapping between environmental compartments has appeared as an important element to be considered by both the scientific and policy prospective. To support the sustainable management of water resources, positive effects could be obtained implementing existing policy tools, improving the integration in sectoral policies and promoting the interactions between science and policy.JRC.DDG.H.5-Rural, water and ecosystem resource

    EUROPEAN POLICY CONCERNING THE PROTECTION OF THE QUALITY OF THE ENVIRONMENTAL FACTOR - WATER

    European Union environmental policy, as was established in the EC Treaty aims at ensuring environmental sustainability activities through its inclusion in EU sectoral policies, by developing measures to prevent by following the basic principles of sustainable development and by taking joint responsibilities. Environmental legislation is one of those tools that combine management of natural resources with the prevention and control of the pollution. These laws attempt to prevent, or at least limit the effects of environmental degradation caused by the phenomenon of pollution. Environmental legislation should primarily be flexible in the sense to allow the fulfillment of current and the future goals in order to stimulate sustainable development concept and to base on general criteria for the purposes of allowing the extension to complex environmental problems. The environmental legislation is due to focus on integrating the source - effect policy, that is to focus on regulations for issuing permits for pollution, but also the responsibility of companies and citizens.Despite the significant improvements that have occurred especially in reducing air and water pollution, European legislation should be developed further. It is true that there are still many points that require completion and perfection, but the path followed is the best.     Governance and Water Management: Progress and Tools in Mediterranean Countries

    This paper reviews the progress with respect to Integrated Water Resource Management (IWRM) in Mediterranean countries, as addressed within the activities of the Nostrum-Dss project, a Coordination Action funded by the 6th Framework Programme of the EC, with a particular emphasis on the current use of decision support tools (DSS). The IWRM paradigm is a comprehensive management framework, which integrates the different aspects of water resources – from the underlying ecological and physical aspects, to the socio-economic values and needs (horizontal integration); and calls for increasing decentralisation and privatisation of water services (vertical integration), and the devolution of planning authority, without however forgetting the need to ensure equitable access to water resources. Substantial progress has been made in the last decades in Nostrum-Dss Partner countries, although a disparity can still be seen between the Northern and Southern banks. New institutions have been established for implementing IWRM, existing institutions have been reformed, and decision making processes increasingly require public participation. Decentralisation of decision making, implementation and monitoring are also well underway, although improvements are still needed to ensure that the traditional power structures do not prevail. More efficient technologies and infrastructures are in place, especially for the production of high value goods or in agriculture. Finally, several DSS have been developed: yet, while operational/technical DSS instruments have been successfully employed, DSSs tools developed in a participatory way, or tackling more complex, political as well as environmental and economic problems are still de-linked from actual decision making processes. Laws and regulations for water management in most Mediterranean countries embrace and support the paradigms of IWRM – and EU framework directives have played an important role in fostering this shift from more traditional, vertical governance to new, horizontal governance based on soft laws. Yet, the implementation of such laws and regulations is often only partial – often because of the lack of a clear monitoring and enforcement strategy, but also because of governments’ financial and human resources constraints. Strong overlaps of roles and competences among different government institutions remain, hampering effective implementation of water management. The tendency to centralisation of decision making persists, and actors’ involvement is scanty. The shift towards the use of demand side policies as opposed to supply side policies is not yet completed: yet, supply side policies are very costly, as they are based on greater mobilisation of financial resources. Full cost recovery pricing is not practiced widely. This reluctance to introduce full cost recovery pricing in developing countries may be due to ethical and moral considerations, but in developed countries it is often associated with strong lobbying power of interest groups.     Is existing legislation fit-for-purpose to achieve Good Environmental Status in European seas?

    Recent additions to marine environmental legislation are usually designed to fill gaps in protection and management, build on existing practices or correct deficiencies in previous instruments. Article 13 of the European Marine Strategy Framework Directive (MSFD) requires Member States to develop a Programme of Measures (PoM) by 2015, to meet the objective of Good Environmental Status (GES) for their waters by 2020. This review explores key maritime-related policies with the aim to identify the opportunities and threats that they pose for the achievement of GES. It specifically examines how Member States have relied on and will integrate existing legislation and policies to implement their PoM and the potential opportunities and difficulties associated with this. Using case studies of three Member States, other external impediments to achieving GES are discussed including uses and users of the marine environment who are not governed by the MSFD, and gives recommendations for overcoming barriers

    Abstract This paper aims to open a discussion in the scientific point of view and policy making processes on sustainability of water policies. The social and environmental impact on the Agriculture sector in Southern European countries (Greece, Italy, Portugal and Spain) will be investigated to analyse the adoption of measures taken by decision makers on water policies. The community assets of farmers will have an important role on the implementation of different strategies concerning agriculture water management. The paper will focus on the role of farmer’s participation as central actors of implementation in water policy. Furthermore, the social and the environmental aspects will be addressed
