    Deriving Supply-side Variables to Extend Geodemographic Classification

    The traditional proprietary geodemographic information systems that are on the market today use well-established methodologies. Demographic indicators are selected as a proxy for affluence and are then often linked to customer databases to derive a measure of the level of consumption expected from the different area typologies. However, these systems ignore fundamental relationships in the retail market by focusing upon demand characteristics in a ‘vacuum’ and ignore the supply side and consumer-supplier interaction. This paper argues that there may be considerable advantages to including supply-side indicators within geodemographic systems. Whilst the term ‘supply’ in this context might imply the number of consumer services already in an area, equally important for understanding demand are variables such as the supply of jobs and houses. We suggest that profiling an area in terms of its labour market characteristics gives a better insight into the income chain while the supply of houses could be argued to be a crucial factor in household formation that in turn will impact upon demographic structure. Using the regional example of Yorkshire and Humberside in northern England, we indicate how a suite of supply-side variables relating to the labour market can be assembled and used alongside a suite of demand variables to generate a new area classification.     Housing the knowledge economy in China: An examination of housing provision in support of science parks

    Little attention is paid in the extant academic literature to the question of housing knowledge workers despite the potential mismatches between housing supply and demand. This paper provides an initial examination of housing the knowledge economy in China, focusing on three science parks (SPs): Zhongguancun (Z-Park, Beijing), Zhangjiang (Z-SHIP, Shanghai) and Optics Valley of China (OVC, Wuhan). It discusses to what extent, and how these three SPs have factored in the housing dimension in connection with the knowledge economy, paying particular attention to housing affordability, location (inside the SPs or outside in the wider city-region) and the mode of provision (market or state). Insights were drawn from documentary analysis and in-depth interviews in the three chosen case studies. Initial evaluation of policies geared towards housing supply in China suggests that the housing question needs to come to the fore in discussions of structural transformation towards the knowledge economy

    Deconstructing density: strategic dilemmas confronting the post-Apartheid city

    Public authorities in many countries around the world are seeking to raise urban densities. Residential densification is particularly important in South Africa because of the colonial and apartheid legacy of sprawling, fragmented, racially divided cities. The paper examines the case for densifying central Cape Town and provides a framework to help deconstruct the concept and explore the policy challenges faced. It focuses on the bold aim to treble the area’s population within 10 years, and identifies issues where further consideration and public debate are required for how this can be achieved in a way that is desirable, affordable and fair. A key message is the need to understand both the composition of demand for central city living and the challenges involved in supplying suitable housing and amenities at higher densities. The level of social inequality in the city poses greater complications than elsewhere

    Experiences of Various Forms of Commercial Partnerships in Indian Railways

    This paper brings out issues of governance between the Ministry of Railways and various service delivering commercial entities under the Ministry. Some of this is accentuated by both the ministerial and administrative powers vested in the same body, namely the Railway Board. We examine a set of eight case situations, wherein there has been an attempt to focus on a commercial approach. However, the extent of success/failure is varied. A study of these cases brings out the potential of improving railway infrastructure under a governance framework of (i) distancing the ministerial role from the commercial activity, (ii) increased private participation, (iii) improving transparency, contestability and competition, and (iv) appropriate regulations We describe salient features of each of the cases, with comments from the perspective of commercial viability. A concluding section brings out some of the key concepts which would be relevant for such commercial partnerships in the future. At a broader level, given the budgetary constraints, under exploited potential of the IRs assets and service possibilities, lack of commercially oriented professional and accountable management, such commercial partnerships have implicitly been accepted (by both the central government and the top management of IR) as the way forward.

    Parables: applied economics literature about the impact of genetically engineered crop varieties in developing economies

    "A vast literature has accumulated since crop varieties with transgenic resistance to insects and herbicide tolerance were released to farmers in 1996 and 1997. A comparatively minor segment of this literature consists of studies conducted by agricultural economists to measure the farm-level impact of transgenic crop varieties, the size and distribution of the economic benefits from adopting them, consumer attitudes toward GE products, and implications for international trade. This paper focuses only on the applied economics literature about the impact of transgenic crop varieties in non-industrialized agricultural systems, with an emphasis on methods. A number of studies have surveyed the findings for both industrialized and non-industrialized agriculture, at various points in time, but surveys of methods are less frequent and have typically examined only one overall question or approach. Clearly, the methods used in research influence the findings that are presented and what they mean. Understanding the methods therefore enhances understanding of the findings. Four categories of impact analysis are considered: farmers, consumers, industry and trade. In part due to methodological limitations and the relatively brief time frame of most analyses, results are promising, but the balance sheet is mixed. Thus, findings of current case studies should not be generalized to other locations, crops, and traits.     Building adaptive capacity to flood risk in Philippi, Cape Town, through infrastructure-led planning interventions

    There is a global trend of increase in urban population growth rates. Much of the population growth occurs in cities of developing countries, with high percentages of the populations living in informal settlements on the peripheries of cities. The often unplanned expansion of cities is increasingly exposing a large number of urban residents and economic assets to disaster risk. The City of Cape Town (CCT) is no exception to the rapid expansion of informal settlements. Heavy winter rainfall leads to flooding in Cape Town, with severe flooding impacts mainly manifesting in low income settlements. Flooding occurs due to the natural setting of Cape Town, and due to lack of adequate water-related infrastructure in some parts of the city. Although infrastructure interventions for flood risk reduction have had some success in reducing flood impacts in some parts of Cape Town, much of the local government response to flooding disasters has been reactive, short term and generally not designed to effectively support informal settlements. The township of Philippi is highly impacted by flooding events, which often compromise the township's safety and public health, and destroy livelihood assets, leaving adverse impacts on local livelihoods. This dissertation uses Philippi as a case study to assess and investigate how an infrastructure-led planning approach to flood risk can provide solutions and contribute to building better adaptive capacity to flooding, for a rapidly growing population exposed to flooding and lacking adequate water infrastructure services. Utilizing policy review, key informant interviews, Census data, geospatial data mapping and observation, this study identifies the major impediments to enhancement of flood resilience through infrastructure planning in Philippi. It explores the opportunities and potential that Philippi has to set precedent for flood-resilient developments in Cape Town. A Spatial Flood Resilience Framework is presented as a spatial planning tool providing an infrastructure-led planning approach to flood risk and guiding decision-making towards effectively making Philippi more floodresilient. The study highlights the need for risk-informed local plans to reduce disaster risk in Cape Town and identifies collaborative governance as a significant aspect of the planning and implementation processes for flood risk reduction, as it integrates different actors in working towards a common agenda. This study aims to identify and improve the role of urban planning in moving towards flood resilient neighbourhoods in Cape Town. The study highlights the role of planning in ensuring that development avoids or mitigates flood risk, and identifies flood resilience as a valuable aspect of the spatial quality of a city. Enhancing flood resilience is an essential premise for the facilitation of development in areas of disaster risk and a major step toward socio-spatial justice in the city. The research conducted for the study contributes to the Global South research base and provides a possible precedent for future spatial development plans regarding flood risk in cities of the Global South

    Adapting to informality: multistory housing driven by a co-productive process and the People’s Plans in Metro Manila, Philippines

    Faced with an ever-increasing demand for land in Metro Manila, as well as with the domination of standardised low-income housing models, the local civil society and the urban-poor sector embarked on the development of an alternative shelter approach in-city multistorey housing delivered through the People’s Plan. The article documents the emergence of the approach, interrogates its main assumptions and takes a closer look at the implementation process through two case studies, in Pasig and San Jose Del Monte. The article analyses the modality as an attempt to create a hybrid approach between formal and informal delivery systems within the built form conventionally associated with the imaginaries of the ‘formal’ city. The findings underscore the role of co-production in enabling the urban-poor sector to leverage their approach, while documenting the need to move beyond a formal–informal dichotomy in both theory and urban development practice
