    Glenn Ford lived on death row at Louisiana State Penitentiary for twenty-nine years, three months and five days. Typically, he was confined in his cell for at least twenty-three hours of a given day, seven days a week. Glenn was convicted of the armed robbery and murder of Isadore Rozeman. After prosecutors Martin Stroud and Carey Schimpf used six of their eight peremptory challenges to exclude African-Americans from the jury venire, Glenn was sentenced to death in 1984 by an allwhite jury. He was a devoted friend to many and, to the extent possible given his incarceration, a committed father and grandfather. Glenn Ford was released in March 2014 after the state conceded that he was wrongly convicted of armed robbery and murder.     Tracking Functional Recovery Following Concussion Using Cognitive-Motor Integration

    This research examines cognitivemotor integration (CMI) (thinking and moving) during eyehand coordination, a skill commonly required in sport. This study examines CMI in varsity athletes during their returntosport protocol following concussion. Participants were tested on two novel visuomotor transformation tasks using a computer touchsensitive tablet attached to a second external touchpad. Tasks consisted of a standard interaction condition, and a plane change and reversal condition, in which perception and action were decoupled, therefore requiring CMI. We observed that these athletes showed performance impairments at the time they were cleared to return to their sport based on current protocols. We found a lack of improvement compared to that of control athletes measured at the same time points. As well, some athletes showed deficits as late as three months following injury. These data suggest that more work needs to be done in order to better assess and understand the underlying effects of concussion

    My assignment is to survey the main questions swirling around monetary policy today. I emphasize three words in this sentence, each for a different reason. “Main” is because one person’s side issue is another’s main issue. So I had to be both selective and judgmental in compiling my list, else this paper would have been even longer than it is. “Policy” indicates that I have restricted myself to issues that are truly relevant to real-world policymakers, thus omitting many interesting but purely academic issues. “Today” means that I focus on current issues, thus passing over some illustrious past issues. All these omissions still leave a rather long list; so I will treat some issues quite briefly.

    The political economy of development aid as main source of foreign finance for poor African countries: loss of policy space and possible alternatives from East Asia

    This paper discusses the political economy of development aid flows to poor countries in Sub-Saharan Africa and the potential role of China to generate opportunities for a recovery of policy space in these countries. We argue that the loss of policy space in many poor SSA countries is associated with donor-recipient relations in aid flows over the past two decades. The influential role of Western donor agencies and the growing marginalisation of SSA countries from international capital flows have left scarce policy space to their governments for more innovative trade, agricultural and industrial policies. The recent New Aid Agenda and the concomitant Western aid harmonization through budget support are likely enhance donors’ influence on policy making and to exacerbate this process despite claims of greater ‘ownership’. Learning from East Asian success stories has been hampered by the unequal bargaining power of SSA governments vis-à-vis their ‘development partners’. More recently, China has started to become an increasingly important player for some SSA countries and Chinese FDI and aid flows are already s significant reality there. Typically these ‘new’ relations may be seen with suspicion by Western ‘development’ partners, but we argue that this (and the cooperation of other Asian governments in a South-South cooperation framework) may be a significant opportunity for some SSA countries to regain part of the policy space lost in the 1980s and 1990s

    Modeling Lane-based Traffic Flow In Emergency Situations In The Presence Of Multiple Heterogeneous Flows

    In recent years, natural, man-made and technological disasters have been increasing in magnitude and frequency of occurrence. Terrorist attacks have increased after the September 11, 2001. Some authorities suggest that global warming is partly the blame for the increase in frequency of natural disasters, such as the series of hurricanes in the early-2000\u27s. Furthermore, there has been noticeable growth in population within many metropolitan areas not only in the US but also worldwide. These and other facts motivate the need for better emergency evacuation route planning (EERP) approaches in order to minimize the loss of human lives and property. This research considers aspects of evacuation routing never before considered in research and, more importantly, in practice. Previous EERP models only either consider unidirectional evacuee flow from the source of a hazard to destinations of safety or unidirectional emergency first responder flow to the hazard source. However, in real-life emergency situations, these heterogeneous, incompatible flows occur simultaneously over a bi-directional capacitated lane-based travel network, especially in unanticipated emergencies. By incompatible, it is meant that the two different flows cannot occupy a given lane and merge or crossing point in the travel network at the same time. In addition, in large-scale evacuations, travel lane normal flow directions can be reversed dynamically to their contraflow directions depending upon the degree of the emergency. These characteristics provide the basis for this investigation. This research considers the multiple flow EERP problem where the network travel lanes can be reconfigured using contraflow lane reversals. The first flow is vehicular flow of evacuees from the source of a hazard to destinations of safety, and the second flow is the emergency first responders to the hazard source. After presenting a review of the work related to the multiple flow EERP problem, mathematical formulations are proposed for three variations of the EERP problem where the objective for each problem is to identify an evacuation plan (i.e., a flow schedule and network contraflow lane configuration) that minimizes network clearance time. Before the proposed formulations, the evacuation problem that considers only the flow of evacuees out of the network, which is viewed as a maximum flow problem, is formulated as an integer linear program. Then, the first proposed model formulation, which addresses the problem that considers the flow of evacuees under contraflow conditions, is presented. Next, the proposed formulation is expanded to consider the flow of evacuees and responders through the network but under normal flow conditions. Lastly, the two-flow problem of evacuees and responders under contraflow conditions is formulated. Using real-world population and travel network data, the EERP problems are each solved to optimality; however, the time required to solve the problems increases exponentially as the problem grows in size and complexity. Due to the intractable nature of the problems as the size of the network increases, a genetic-based heuristic solution procedure that generates evacuation network configurations of reasonable quality is proposed. The proposed heuristic solution approach generates evacuation plans in the order of minutes, which is desirable in emergency situations and needed to allow for immediate evacuation routing plan dissemination and implementation in the targeted areas

    Making negotiated land reform work : initial experience from Brazil, Colombia, and South Africa

    The author describes a new type of negotiated land reform that relies on voluntary land transfers negotiated between buyers and sellers, with the government's role restricted to establishing the necessary framework for negotiation and making a land purchase grant available to eligible beneficiaries. This approach has emerged-following the end of the Cold War and broad macroeconomic adjustment--as many countries face a second generation of reforms to address deep-rooted structural problems and provide a basis for sustainable economic growth and poverty reduction. The author describes initial experiences in Brazil, Colombia, and South Africa. It is too soon to know whether negotiated land reform can rise to the challenges administrative land reform failed to solve but the data so far suggests that: 1) Negotiated land reform can succeed only if measures are taken to make the market for land sales and rentals more fluid transparent. 2) Productive projects are likely to be the key to market-assisted land reform. The potential for project productivity establishes an upper bound on the price to be paid and a basis for financial intermediaries to evaluate the project.
