E-Government evaluation factors: Citizenâs perspective
The e-government field is growing to a considerable size, both in its contents and position with respect to other research fields. The government to citizen segment of egovernment is taking the lead in terms of its importance and size. Like the evaluation of all other information systems initiatives, the evaluation of egovernments in both theory and practice has proved to be important but complex. The complexity of evaluation is mostly due to the multiple perspectives involved, the difficulties of quantifying benefits, and the social and technical context of use. The importance of e-government evaluation is due to the enormous investment of governments on delivering e-government services, and to the considerable pace of growing in the e-government field. However, despite the importance of the evaluation of e-government services, literature shows that e-government evaluation is still an immature area in terms of development and management. This work is part of a research effort that aims to develop a holistic evaluation framework for e-government systems. The main aim of this paper is to investigate the citizenâ perspective in evaluating e-government services, and present a set of evaluating factors that influence citizensâ utilization of e-government services. These evaluation factors can serve as part of an e-government evaluation framework. Moreover, the evaluation factors can also be used as means of providing valuable feedback for the planning of future egovernment initiatives

The rationale of e-health evaluation: The case of NHS Direct
An important area of research is that of the evaluation of e-health services. A holistic e-health evaluation framework should address the aspects that are hampering healthcare services from embracing the full potential of information and communication technologies towards successful e-health initiatives. Towards building a holistic evaluation framework for e-health services, this paper is intended to examine the rationale of e-health evaluation, as the paper argues that this aspect should be addressed first in the development of such a framework. NHS Direct which is one of the largest e-health services in the world has been chosen to discuss and validate a set of evaluation rationales and their applicability in practice
New perspectives on Web search engine research
PurposeâThe purpose of this chapter is to give an overview of the context of Web search and search engine-related research, as well as to introduce the reader to the sections and chapters of the book. Methodology/approachâWe review literature dealing with various aspects of search engines, with special emphasis on emerging areas of Web searching, search engine evaluation going beyond traditional methods, and new perspectives on Webs earching. FindingsâThe approaches to studying Web search engines are manifold. Given the importance of Web search engines for knowledge acquisition, research from different perspectives needs to be integrated into a more cohesive perspective. Researchlimitations/implicationsâThe chapter suggests a basis for research in the field and also introduces further research directions. Originality/valueofpaperâThe chapter gives a concise overview of the topics dealt with in the book and also shows directions for researchers interested in Web search engines
Softer perspectives on enhancing the patient experience using IS/IT
Purpose â This paper aims to argue that the implementation of the Choose and Book system has failed due to the inability of project sponsors to appreciate the complex and far-reaching softer implications of the implementation, especially in a complex organisation such as the NHS, which has multifarious stakeholders.
Design/methodology/approach â The authors use practice-oriented research to try and isolate key parameters. These parameters are compared with existing conventional thinking in a number of focused areas.
Findings â Like many previous NHS initiatives, the focus of this system is in its obvious link to patients. However we find that although this project has cultural, social and organisational implications, programme managers and champions of the Connecting for Health programme emphasised the technical domains to IS/IT adoption.
Research limitations/implications â This paper has been written in advance of a fully implemented Choose and Book system.
Practical implications â The paper requests that more attention be paid to the softer side of IS/IT delivery, implementation, introduction and adoption.
Originality/value â The paper shows that patient experience within the UK healthcare sector is still well below what is desired
A holistic multi-methodology for sustainable renovation
A review of the barriers for building renovation has revealed a lack of methodologies, which can promote sustainability objectives and assist various stakeholders during the design stage of building renovation/retrofitting projects. The purpose of this paper is to develop a Holistic Multi-methodology for Sustainable Renovation, which aims to deal with complexity of renovation projects. It provides a framework through which to involve the different stakeholders in the design process to improve group learning and group decision-making, and hence make the building renovation design process more robust and efficient. Therefore, the paper discusses the essence of multifaceted barriers in building renovation regarding cultural changes and technological/physical changes. The outcome is a proposal for a multi-methodology framework, which is developed by introducing, evaluating and mixing methods from Soft Systems Methodologies (SSM) with Multiple Criteria Decision Making (MCDM). The potential of applying the proposed methodology in renovation projects is demonstrated through a case study
Co-management: A Synthesis of the Lessons Learned from the DFID Fisheries Management Science Programme
For the last eleven years, the UK Department for International Development (DfID) have been funding research projects to support the sustainable management of fisheries resources (both inland and marine) in developing countries through the Fisheries Management Science Programme (FMSP). A number of these projects that have been commissioned in this time have examined fisheries co-management. While these projects have, for the most part, been implemented separately, the FMSP has provided an opportunity to synthesise and draw together some of the information generated by these projects. We feel that there is value in distilling some of the important lessons and describing some of the useful tools and examples and making these available through a single, accessible resource. The wealth of information generated means that it is impossible to cover everything in detail but it is hoped that this synthesis will at least provide an overview of the co-management process together with some useful information relating to implementing co-management in a developing country context and links to the more detailed re-sources available, in particular on information systems for co-managed fisheries, participatory fish stock assessment (ParFish) and adaptive learning that have, in particular, been drawn upon for this synthesis. This synthesis is aimed at anyone interested in fisheries management in a developing country context
A study of general practitioners' perspectives on electronic medical records systems in NHS Scotland
<b>Background</b> Primary care doctors in NHSScotland have been using electronic medical records within their practices routinely for many years. The Scottish Health Executive eHealth strategy (2008-2011) has recently brought radical changes to the primary care computing landscape in Scotland: an information system (GPASS) which was provided free-of-charge by NHSScotland to a majority of GP practices has now been replaced by systems provided by two approved commercial providers. The transition to new electronic medical records had to be completed nationally across all health-boards by March 2012. <p></p><b>
Methods</b> We carried out 25 in-depth semi-structured interviews with primary care doctors to elucidate GPs' perspectives on their practice information systems and collect more general information on management processes in the patient surgical pathway in NHSScotland. We undertook a thematic analysis of interviewees' responses, using Normalisation Process Theory as the underpinning conceptual framework. <p></p>
<b>Results</b> The majority of GPs' interviewed considered that electronic medical records are an integral and essential element of their work during the consultation, playing a key role in facilitating integrated and continuity of care for patients and making clinical information more accessible. However, GPs expressed a number of reservations about various system functionalities - for example: in relation to usability, system navigation and information visualisation.
<b>Conclusion </b>Our study highlights that while electronic information systems are perceived as having important benefits, there remains substantial scope to improve GPs' interaction and overall satisfaction with these systems. Iterative user-centred improvements combined with additional training in the use of technology would promote an increased understanding, familiarity and command of the range of functionalities of electronic medical records among primary care doctors

Forms and processes of information systems evolution
The way in which software evolves over time has been much studied and is now fairly well-understood. What has been less thoroughly studied are the processes by which information systems â containing software as one component, but also with significant human and organisational aspects â evolve. In many organisations, few information systems are built at all from scratch, but rather are modified from or built on top of existing ones or bolted together from third-party components. In practice, the old division between design, implementation and maintenance has largely disappeared. In this paper, I discuss the nature of IS evolution. I make a distinction between planned (intentional and strategic) evolution, for which we can formulate a clear process; and unplanned (emergent and externally-driven) evolution, where we can simply study the dynamics of the process and be ready for events
The Effects of the Quantification of Faculty Productivity: Perspectives from the Design Science Research Community
In recent years, efforts to assess faculty research productivity have focused more on the measurable quantification of academic outcomes. For benchmarking academic performance, researchers have developed different ranking and rating lists that define so-called high-quality research. While many scholars in IS consider lists such as the Senior Scholarâs basket (SSB) to provide good guidance, others who belong to less-mainstream groups in the IS discipline could perceive these lists as constraining. Thus, we analyzed the perceived impact of the SSB on information systems (IS) academics working in design science research (DSR) and, in particular, how it has affected their research behavior. We found the DSR community felt a strong normative influence from the SSB. We conducted a content analysis of the SSB and found evidence that some of its journals have come to accept DSR more. We note the emergence of papers in the SSB that outline the role of theory in DSR and describe DSR methodologies, which indicates that the DSR community has rallied to describe what to expect from a DSR manuscript to the broader IS community and to guide the DSR community on how to organize papers for publication in the SSB
