    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Transformer-Based Multi-Task Learning for Crisis Actionability Extraction

    Social media has become a valuable information source for crisis informatics. While various methods were proposed to extract relevant information during a crisis, their adoption by field practitioners remains low. In recent fieldwork, actionable information was identified as the primary information need for crisis responders and a key component in bridging the significant gap in existing crisis management tools. In this paper, we proposed a Crisis Actionability Extraction System for filtering, classification, phrase extraction, severity estimation, localization, and aggregation of actionable information altogether. We examined the effectiveness of transformer-based LSTM-CRF architecture in Twitter-related sequence tagging tasks and simultaneously extracted actionable information such as situational details and crisis impact via Multi-Task Learning. We demonstrated the system’s practical value in a case study of a real-world crisis and showed its effectiveness in aiding crisis responders with making well-informed decisions, mitigating risks, and navigating the complexities of the crisis

    A review of the internet of floods : near real-time detection of a flood event and its impact

    Worldwide, flood events frequently have a dramatic impact on urban societies. Time is key during a flood event in order to evacuate vulnerable people at risk, minimize the socio-economic, ecologic and cultural impact of the event and restore a society from this hazard as quickly as possible. Therefore, detecting a flood in near real-time and assessing the risks relating to these flood events on the fly is of great importance. Therefore, there is a need to search for the optimal way to collect data in order to detect floods in real time. Internet of Things (IoT) is the ideal method to bring together data of sensing equipment or identifying tools with networking and processing capabilities, allow them to communicate with one another and with other devices and services over the Internet to accomplish the detection of floods in near real-time. The main objective of this paper is to report on the current state of research on the IoT in the domain of flood detection. Current trends in IoT are identified, and academic literature is examined. The integration of IoT would greatly enhance disaster management and, therefore, will be of greater importance into the future

    Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks. This study reviews current research on terrorist tactics against transportation assets, with an emphasis on vehicle ramming attacks. It evaluates some of the current attack strategies, and the possible mitigation or response tactics that may be effective in deterring attacks or saving lives in the event of an attack. It includes case studies that can be used as educational tools for understanding terrorist methodologies, as well as ordinary emergencies that might become a terrorist’s blueprint

    e-Sanctuary: open multi-physics framework for modelling wildfire urban evacuation

    The number of evacuees worldwide during wildfire keep rising, year after year. Fire evacuations at the wildland-urban interfaces (WUI) pose a serious challenge to fire and emergency services and are a global issue affecting thousands of communities around the world. But to date, there is a lack of comprehensive tools able to inform, train or aid the evacuation response and the decision making in case of wildfire. The present work describes a novel framework for modelling wildfire urban evacuations. The framework is based on multi-physics simulations that can quantify the evacuation performance. The work argues that an integrated approached requires considering and integrating all three important components of WUI evacuation, namely: fire spread, pedestrian movement, and traffic movement. The report includes a systematic review of each model component, and the key features needed for the integration into a comprehensive toolkit

    Risk analysis for flood event management

    PhD ThesisFlood risk management seeks to reduce flood consequences and probability by considering a wide range of options that include non-structural measures such as flood event management. Quantitative flood risk analysis has provided a powerful tool to support appraisal and investment in engineered flood defence. However, analysing the risks and benefits of non-structural measures have been limited making it difficult to compare the benefits of a wide range of options on a shared assessment platform. A major challenge to understand the performance of non-structural measures during a flood event is the complexity of analysing the human responses in the system that determines the successful operation of flood event management. Here presents a risk analysis approach that couples a multi-agent simulation of individual and organizational behaviour with a hydrodynamic model. The model integrates remotely sensed information on topography, buildings and road networks with empirical survey data and information on local flood event management strategies to fit characteristics of specific communities. The model has been tested in Towyn, North Wales, and subsequently used to analyse the effectiveness of flood event management procedures, including flood warning and evacuation procedures in terms of potential loss of life , economic damages and the identification of roads susceptible to congestion. The potential loss of life increases according to the magnitude of a storm surge (e.g. 11 for 1 in 100 years surges as opposed to 94 for 1 in 1000 surges). Providing 3 hours flood warning can reduce this by 67% if individuals take appropriate action. A global sensitivity analysis shows that hydrodynamic processes are only responsible for 50% of the variance in expected loss of life because actions taken by individuals and society can greatly influence the outcome.     This report summarizes current computer simulation capabilities and the availability of near-real-time data sources allowing for a novel approach of analyzing and determining optimized responses during disruptions of complex multi-agency transit system. The authors integrated a number of technologies and data sources to detect disruptive transit system performance issues, analyze the impact on overall system-wide performance, and statistically apply the likely traveler choices and responses. The analysis of unaffected transit resources and the provision of temporary resources are then analyzed and optimized to minimize overall impact of the initiating event

    A Review of the Procedures Associated with Devising Emergency Evacuation Plans

    The incidence of freak weather and geological events, such as earthquakes and volcanic eruptions, has increased over the past thirty years. Coupled with an increase in the populations located in the path of these natural disasters, the imminent danger posed by naturally occurring phenomena has also risen. Given the potential dangers, it is wise for policy administrators to ensure that appropriate emergency plans are in place that aim to minimize the negative consequences associated with these disasters. Effective emergency planning and management should successfully combine the skills and knowledge of law enforcement agencies, transport planners as well as the knowledge and skills of emergency planning professionals. In Australia, there has not been a thorough investigation of the emergency impacts on the transport infrastructure nor have emergency plans adequately integrated the transportation aspect. Which transport routes should evacuees and emergency vehicles use is a question that needs to be answered urgently to avoid situations: · Where evacuees are trapped in their vehicles, · When emergency personnel are unable to gain access to the people in need, and · When emergency vehicles are not able to get onto the road network due to traffic congestion. Thus in a case of a suburban bush fire (wild fire), a fire that may have been easily extinguished or controlled is left to engulf more bush land and increase in ferocity. This paper critically assesses the many emergency evacuation models developed and also describes the important information required to devise the models. It is clear, however, that more research needs to be undertaken that specifically investigates the effects of a mass evacuation on current transport networks
