    There is powerful evidence that attendance at school and academic performance are positively related and that those who are excluded and do not attend school regularly, whatever the reasons, are more likely to become involved in crime. Recently, much emphasis has been put on the role that parents can play in improving the attendance and behaviour of their children. The Anti-Social Behaviour Act 2003 introduced new powers for Local Education Authorities (LEAs) to apply for a parenting order to help address children's behaviour in school. This court order compels a parent to attend a parenting programme and to fulfil other requirements as determined necessary by the court for improving their child's behaviour

    The contribution of experts in care proceedings : evaluation of independent social work reports on care proceedings

    Several concerns surround the use of independent social work (ISW) assessments in care proceedings. Some result from the exclusion of this work from a review of legal aid for expert assessments in this field, a cap on ISW fees, and fears about a resulting reduction in the availability of ISWs. At the same time, submissions to the Family Justice Review (FJR) claimed that ISWs cause delay, simply duplicate existing local authority assessments, add nothing new and undermine confidence in social work assessments. It was also said that ISW reports result from parents utilising human rights claims to gain a second opinion of a local authority assessment – and to which courts too readily accede. ... But while strong views have been expressed about the use of independent social work assessments, there is little hard evidence. This evaluation, commissioned following submissions to the FJR, begins to address that lack. It is based on 65 cases concerning 121 children and 82 reports for courts in England and Wales. The sample was drawn from the records of three independent agencies providing ISWs

    Designing a physical activity parenting course : parental views on recruitment, content and delivery

    Background Many children do not engage in sufficient levels of physical activity (PA) and spend too much time screen-viewing (SV). High levels of SV (e.g. watching TV, playing video games and surfing the internet) and low levels of PA have been associated with adverse health outcomes. Parenting courses may hold promise as an intervention medium to change children’s PA and SV. The current study was formative work conducted to design a new parenting programme to increase children’s PA and reduce their SV. Specifically, we focussed on interest in a course, desired content and delivery style, barriers and facilitators to participation and opinions on control group provision. Methods In-depth telephone interviews were conducted with thirty two parents (29 female) of 6–8 year olds. Data were analysed thematically. An anonymous online survey was also completed by 750 parents of 6–8 year old children and descriptive statistics calculated. Results Interview participants were interested in a parenting course because they wanted general parenting advice and ideas to help their children be physically active. Parents indicated that they would benefit from knowing how to quantify their child’s PA and SV levels. Parents wanted practical ideas of alternatives to SV. Most parents would be unable to attend unless childcare was provided. Schools were perceived to be a trusted source of information about parenting courses and the optimal recruitment location. In terms of delivery style, the majority of parents stated they would prefer a group-based approach that provided opportunities for peer learning and support with professional input. Survey participants reported the timing of classes and the provision of childcare were essential factors that would affect participation. In terms of designing an intervention, the most preferred control group option was the opportunity to attend the same course at a later date. Conclusions Parents are interested in PA/SV parenting courses but the provision of child care is essential for attendance. Recruitment is likely to be facilitated via trusted sources. Parents want practical advice on how to overcome barriers and suggest advice is provided in a mutually supportive group experience with expert input

    Parenting interventions for male young offenders: a review of the evidence on what works

    Approximately one in four incarcerated male young offenders in the UK is an actual or expectant father. This paper reviews evidence on the effectiveness of parenting interventions for male young offenders. We conducted systematic searches across 20 databases and consulted experts. Twelve relevant evaluations were identified: 10 from the UK, of programmes for incarcerated young offenders, and two from the US, of programmes for young parolees. None used experimental methods or included a comparison group. They suggest that participants like the courses, find them useful, and the interventions may improve knowledge about, and attitudes to, parenting. Future interventions should incorporate elements of promising parenting interventions with young fathers in the community, for example, and/or with older incarcerated parents. Young offender fathers have specific developmental, rehabilitative, and contextual needs. Future evaluations should collect longer-term behavioural parent and child outcome data and should use comparison groups and, ideally, randomization

    In 2007, the Child and Family Research Centre, NUI Galway, was commissioned by the PMC to evaluate Globe: All Ireland Programme for Immigrant Parents. From 2007 - 2009 a number of interim evaluation reports were submitted to the PMC on the development phase of the project and its resources. In 2009, following the extension of the project, the objectives of the evaluation were revised. These objectives, which underpin this final evaluation report, are as follows:Examine and assess the pilot phase;Examine and assess the uptake and use of the Information Packs by parents and practitioners;Examine and assess the partnership working and development on a multi-sectoral and crossborder basis of the PMC, and more generally in meeting the needs of immigrant parents;Examine and assess the mainstreaming of learning and good practice; andExamine and assess the training/awareness raising and support of practitioners in delivering the programme
