    Model of integrated management of public procurement oriented to public value: a proposal research

    One challenge of public organizations is the creation of public value through the adoption of information technology and communication. Technology should emerge as an endogenous and not as exogenous factor of organizational and thus leveraging the processes of change in public organizations.The public procurement is an instrument of public policy implementation that, within a legal context, intends to create value. Thus, this vision contrasts with the focus on economic efficiency of the new public management. The alignment between business strategies and public information systems underlying to the transversal management of the public contract process is relevant to: (i) improve the performance of organizations oriented to the preferences of citizens and (ii) support the technological investments associated to the solutions of e-procurement.Defines the design of a model of integrated management of public procurement oriented to the public value as the result of investigation of the doctoral program in technology and information systems. Enquanto design science, o interesse da investigação está na contribuição para a melhoria dos processos da própria actividade de design.     Requirements engineering is a main process in software engineering that focusing on development and managing the user requirements. One of the requirements engineering activities is requirements management. It plays an important role when it comes to the support of product development teams. Despite this, there is a lack of practice in requirements management activity in the software project development. Malaysian software markets are still facing several problems in requirements management practices such as requirements quality, requirements inadequately, and identification of requirements; with limited studies that address it. In this study, UUM IT as computer services provider in a local universities in Malaysia is design as case study, to represent as one organization in Malaysia software markets. This study aims to investigate the current situation for the requirement management in UUM IT, and assess the relationship CMMI level 2 with the requirements management practices in UUM IT. This study adopted mixed method through used questionnaire with the UUM IT team, as well as, interviews with managers of UUM IT for more reliability. The outcome of study showed that the UUM IT are used requirements management activities but there is a need for more attention and improve.     TrivPlat - A monitoring, management and evaluation tool for electronic public procurement

    Bad decisions in public procurement processes have two negative effects: price increase of public goods and services with an impact on public expenditure, and adversely effects on competition, with the negative result of loss of efficiency and social welfare. Electronic public procurement (EPP) has been considered an important tool for promoting competition, simplifying and ensuring transparency in decision-making processes, thus ensuring significant time and money gains. In Portugal, EPP replaced paper-based pre-contractual procedures for communication and processing based on information technologies and systems. Interested in this phenomenon, the authors of this paper structured the TrivPlat project, a tool of free access for monitoring, managing and evaluating electronic public procurement.     Designing E-Banking Cardless Transaction Services Framework for Banking Sectors in Ethiopia

    E-banking cardless technologies, enable to withdraw cash from ATM without virtual or any physical card. It increases enhanced utilization of ATM banking services and improve flexibility of services to customers. The purpose of this research was to develop cardless e-banking services. The study used design Science research methodology. The study uses requirement elicitation method to identify and analyze existing system challenges then to design E-banking cardless transaction services framework. Based on the proposed framework, the software was developed that allows customer to withdraw cash from ATM machine using their mobile phone. Based on the study result, card expiration, captured, dispute and forgotten were the main challenges to the exiting ATM based banking services. All of the respondents were used Mobile and ATM services. Domain experts were evaluated both the framework and the prototype, acceptable result was found from the evaluation. The integration of ATM and Mobile banking services and the ECTS framework development can enhance utilization of E-banking services

    Tag clouds algorithm with the inclusion of personality traits

    Tag clouds have emerged as the latest technique in information visualization using text analysis methods in a variety of situations to interpret unstructured data types. Literature review emphasizes that information visualization development techniques should include the personality traits of humans to provide effective and meaningful information. However, in the field of tag clouds, no published studies have investigated the role of personality traits to guide the design of tag cloud visualization. Furthermore, the algorithm to generate tag cloud visualization based on personality traits has not been explored. Therefore, the main objective of this study is to develop an algorithm that can adapt visual features of tag cloud layout styles based on personality traits of the user. This study focuses on two visual features associated with personality traits, which are colors and shapes. To achieve the aim of this study, Design Science methodology was used through three main phases: problem identification, design of solution, and evaluation. The algorithm was developed based on three theories of personality traits, namely Myers-Briggs Type Indicator (MBTI), Shape, and Multiple Intelligence (MI). The algorithm was then tested through a black box testing. In addition, a prototype was developed to evaluate the proposed algorithm. Then, user satisfaction was conducted in order to evaluate this prototype using Q-SAFI instruments. Notable findings suggest that users are highly satisfied with colors and shapes of tag cloud as well as the overall tag cloud layout styles. The main contribution of this research is the tag cloud layout styles algorithm, which combines the concept of personality traits and characteristics of colors and shapes. This algorithm is beneficial for decision making using information visualization in which personality traits of the user are heavily inclined. Moreover, the tag cloud user’s satisfaction instrument, Q-SAFI, provides measurements for evaluating tag cloud visualization

This information may be exchanged by individuals for "free" services, but there is currently no widely adopted means by which individuals can benefit financially from their personal information. To address this problem we consider a Primary Personal Information Market (PPIM) - a market on which individuals can be financially compensated in exchange for access to their personal information. We draw on Design Science and Market Engineering to justify design choices for a permissions-based Personal Information Transaction Object (PITO), a commodity which could be successfully traded on a Primary Personal Information Market

    Using Real Options in ERP-Systems for Improving Delivery Reliability

    Today’s machinery and equipment industry is a highly volatile market, giving rise to frequently instable and inapprehensiblebuyer-supplier-relationships and to turbulences with respect to reliability of deliveries. With this paper we propose a minimalinvasive approach how to overcome existing capability limitations in production planning, scheduling and procurement ofERP-systems by using real options as means for coordinating the divergent interest of buyers and suppliers. Following thedesign research paradigm, we first describe how real options can be integrated in a contemporary ERP-system. In asupplemental evaluation, the attitude toward using this approach is discussed. This final discussion provides insights whethercompanies in the machinery and equipment industry are willing to adopt our real options approach, or if they prefer the use ofother, not necessarily IT-enabled, means for handling the poor delivery reliability

    Formulating Methodology to Build a Trust Framework for Cloud Identity Management

    The vital element in outsourcing data to the cloud is trust and trustworthiness that information is protected, unaltered and available on demand. To facilitate service expectations efficient and effective infra-structures are required to host the functional processes. A security process is identity management that provides authorization for access rights based on verification checks. In this paper cloud security architecture is reviewed by focusing on the issue of trust and the role of identity management design. Methodology is built to produce cloud artefacts and then it is theoretically applied to produce an innovative solution to assess cloud identity providers (CIdP). A design solution lays out an information security architecture that enhances utility for CIdPs and gives better options for users to make trust decisions in the cloud. The contribution of the research is to provide a generic methodology that may be applied to evaluate other security artefacts for the cloud environment
