    Towards a B2B E-Commerce Evaluation Management Model to Assess Organizational Drivers in Hospitals

    Effective utilization of business-to-business (B2B) electronic commerce (e-commerce) in hospitals may lead to many benefits such as increased accessibility to healthcare providers, improved process efficiency, enhanced quality of healthcare services, increased responses to changes, decreased scheduling conflicts, and reduction in administrative costs. However, many hospitals have found that they have not yet fully reaped the expected benefits from their B2B e-commerce investments. Despite this, there has not been much discussion in the literature with respect to the relationship between the organizational drivers on B2B e-commerce benefits for hospitals. Hence, a mixed-method of case study and survey was conducted to examine the relationships between B2B e-commerce benefits, IT evaluation resources allocation, IT investment evaluation methodologies, IT maturity, and user information requirements determination process. A B2B e-commerce evaluation management model was developed to test these relationships. The results provided empirical evidence in support of our proposed model and revealed that hospitals’ IT evaluation resources allocation practices mediated the relationship of IT investment evaluation methodologies, IT maturity, and user information requirements determination process with B2B e-commerce benefits. The results also showed that the level of IT maturity had a significant impact on the adoption of IT investment evaluation methodologies

    Success factors for implementation of novel decentralized diagnostics: How publicly funded multidisciplinary innovation networks can disrupt German Healthcare

    Mobile diagnostics – or mobile health in general – is highly appealing, not only for clinicians, but also for patients. It implies empowerment, in particular of those who are really in need, such as inhabitants of less developed regions within the world who have limited access to healthcare. It also implies simplification: Easy data management – a continuous flow of information. Therefore, development of miniaturized and highly integrated diagnostic systems allowing near patient “instant” diagnostics gain a lot of momentum since more than a decade. However, system integration requires time and a significant amount of investment. In addition, there is strong competition on resources from other emergent technologies, such as next generation sequencing which made the collection of e.g. human genome data less expensive and much faster. A more severe challenge is that mobile diagnostics require a change in healthcare management, e.g. towards integrated practice units. This, in turn, requires implementation of adequate reimbursement, standards of interoperability, training of staff, quality control. In 2010, Germany’s Federal Ministry of Education and Research (BMBF) launched the grant initiative Mobile Diagnostic Systems (MD, 2011─2015) as part of its high-tech strategy. MD aimed at generating knowledge on how microsystem technologies fit into German healthcare environments. On the basis of interviews with multidisciplinary MD actors, this thesis evaluated retrospectively how the publicly funded innovation network managed to overcome pre-defined external barriers of diffusion, including technology, regulatory affairs and market access. Retrospectives reveal internal barriers involving knowledge and technology transfer, negatively influencing generation of innovation. In particular, financing still represents a high hurdle for biotech innovators in Germany: Larger firms look predominately for market-ready or in-market technologies rather than prototypes and venture capitalists are rare or extremely risk-averse. Another important finding was, that actors involved were highly focused on individual work packages. This risks of not seeing the whole environment embedding MD. Consequently, potential opportunities may be missed, e.g. synergies with relatively close (DIALOC) or more distant initiatives (Global Health Delivery Project-based discussion rounds). This could be partly due to the fact that publicly funded networking activities provide less freedom-to-operate because of pre-defined milestones. In addition, further development of actors with respect to role playing (e.g. boundary spanning or innovation selling) is often not included in such “innovation packages”, but can help to maneuver change. Internal barriers need to be addressed first before targeting the major remaining external hurdle: Reimbursement. Although the latter was covered within MD, standardization of technology evaluation is still an unmet need which strongly influences the willingness-to-implement novel mobile diagnostics. Thus, the value added is to be demonstrated to justify adequate reimbursement. Achieving this goal can be successful, when innovation networking finds its path towards a common vision, e.g. towards value-based integrated healthcare. Pathfinding and visioning can be facilitated by process promoter with excellent network management capabilities. In addition, such a promoter could help to further develop engagement, openness and commitment of collaborators. Therefore, transfer of MD activities to established “top” networks or clusters is recommended for securing valuable knowledge generated. In this environment, an important next step – globalization of MD for ensuring future return on investment – could be triggered as well. Since MD innovation was found to involve both product and service innovation, maneuvering change is particularly challenging for small and medium sized enterprises. These could benefit from engagement in innovation networking. Findings of this case study can help all direct and indirect actors in the field of MD innovation or in other high complex environments to reconsider pathfinding as well as role playing in networking

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    ERP implementation methodologies and frameworks: a literature review

    Enterprise Resource Planning (ERP) implementation is a complex and vibrant process, one that involves a combination of technological and organizational interactions. Often an ERP implementation project is the single largest IT project that an organization has ever launched and requires a mutual fit of system and organization. Also the concept of an ERP implementation supporting business processes across many different departments is not a generic, rigid and uniform concept and depends on variety of factors. As a result, the issues addressing the ERP implementation process have been one of the major concerns in industry. Therefore ERP implementation receives attention from practitioners and scholars and both, business as well as academic literature is abundant and not always very conclusive or coherent. However, research on ERP systems so far has been mainly focused on diffusion, use and impact issues. Less attention has been given to the methods used during the configuration and the implementation of ERP systems, even though they are commonly used in practice, they still remain largely unexplored and undocumented in Information Systems research. So, the academic relevance of this research is the contribution to the existing body of scientific knowledge. An annotated brief literature review is done in order to evaluate the current state of the existing academic literature. The purpose is to present a systematic overview of relevant ERP implementation methodologies and frameworks as a desire for achieving a better taxonomy of ERP implementation methodologies. This paper is useful to researchers who are interested in ERP implementation methodologies and frameworks. Results will serve as an input for a classification of the existing ERP implementation methodologies and frameworks.     STANDARDIZING THE GLOBAL ORDER-TO-DELIVERY PROCESS IN A PRODUCT GROUP: A CASE STUDY IN A GLOBAL MANUFACTURING COMPANY

    This research project was initiated by a product group operations manager of a global manufacturing company to bring transparency and harmonization in the global operations. There are 11 units in the product group, and in the past the units were managed locally. Two years ago the company introduced a new structure where the product group is globally managed and the units are only responsible for producing the end products. Some of the local processes have been transformed to global processes already, but the company is still facing a great deal of problems due to different procedures between the units. This research project aims to induce harmonization in the global operations through process documentation, standardization, and defining the commonly used strategies and models. The distribution of created materials was performed by establishing a web-based portal called handbook that included everything created during this project. At the end of the project the created standard procedures were compared to the current means to operate using a gap analysis. The research framework was created based on the information acquired from the existing research literature in relevant fields of studies. The empirical data for the research was acquired through discussion and e-mail conversations with the process masters in each function in each unit. Part of the empirical data was found through different internal databases. Three product group managers were also actively involved with this project and communicated a lot of empirical information and knowledge to the researcher regarding the global processes. The acquired results indicated that the case company could standardize its global operations through the created standard process models for the selected processes with relatively low perceived risks involved. On the other hand, harmonizing efforts might require plenty of resources, and the implementation might not be possible in the near future because of it.     Introduction. A New Field: Comparative Law and Regulation

    The contemporary regulatory process is global. Markets and the problems they generate—consumer privacy, chemicals safety, and many others—cross borders and so too do regulatory efforts to address those problems. The process, however, by which national and international jurisdictions decide common regulatory problems defies the traditional mold of hierarchical state law. There is no world government with the power to impose a single set of principles and procedures on the multiple jurisdictions, and therefore the global regulatory process is characterized as much by diversity and discord as it is by coordination and convergence.The new field of comparative law and regulation is devoted to understanding the global regulatory process. This introductory essay lays the groundwork for the volume and future research in the field by defining the object of study and by identifying three important avenues of theoretical inquiry. Comparative law and regulation covers the law of the regulatory function—legislative and administrative rulemaking, oversight, enforcement, and judicial review—in both domestic and international jurisdictions, and involving both public and private actors. Theoretically, the field tackles three critical features of the global regulatory process—jurisdictional variation, convergence (anddivergence) over time, and legal prescription based on comparison. Jurisdictional variation is best captured by classifications based on paradigms of public law and models of legitimate private involvement in public regulation. The question of whether and how convergence occurs should be studied using causal theories of legal transplants and diffusion. And legal prescription based on comparison, a favorite rhetorical device in the global regulatory process, should be evaluated based on a normatively explicit and empirically sensitive functional method of comparative law research. These conceptual and theoretical tools apply equally to domestic and international jurisdictions
