    Co-governance or meta-bureaucracy? Perspectives of local governance 'partnership' in England and Scotland

    This article assesses the nature of partnerships through the research site of local governance in England and Scotland, engaging a range of debates and literature around governance and meta-governance. The research used secondary data of local authority partnership working in England and Scotland as well as primary qualitative data from participant observation and interviews with senior officials of local authorities and partner organisations. There is little to suggest that English and Scottish practices are significantly at variance and the article advances an argument of meta-bureaucracy to describe partnerships' activities: that is to say, partnerships do not represent a growth of autonomous networks and governance arrangements but rather an extension of bureaucratic controls. State actors remain pre-eminent within increasingly formalised systems of 'partnership'

    Owner challenges on major projects: The case of UK government

    Many studies agree that owner organisations are important for successful project organising, but they tend to focus on particular aspects of project organising rather than providing a holistic analysis of owners as organisations. Our objective is to collect evidence of the full range of challenges public sector owners face in managing their major projects. After reviewing the literature on owner organisations, we carry out a case survey of 26 major projects to identify the principal challenges using a content analysis of UK National Audit Office Value for Money reports. Our original contribution is that the findings provide the first comprehensive picture of the full range of challenges of project organising faced by owner organisations. These findings push us theoretically to extend the scope of research in project organising to identify an extended core set of dynamic capabilities for project owner organisations to address these challenges

    A Model for Data Governance – Organising Accountabilities for Data Quality Management

    Enterprises need data quality management (DQM) that combines business-driven and technical perspectives to respond to strategic and operational challenges that demand high-quality corporate data. Hitherto, companies have assigned accountabilities for DQM mostly to IT departments. They have thereby ignored the organisational issues that are critical to the success of DQM. With data governance, however, companies implement corporate-wide accountabilities for DQM that encompass professionals from business and IT. This paper outlines a data governance model comprised of three components. Data quality roles, decision areas and responsibilities build a matrix, comparable to a RACI chart. The data governance model documents the data quality roles and their type of interaction with DQM activities. Companies can structure their company-specific data governance model based on these findings

    Cloud data governance in-light of the saudi vision 2030 for digital transformation

    Digital transformation in Saudi Arabia is one of the core elements to achieve the goals of Saudi Vision 2030. In this paper, we argue that data governance plays a vital role for the success of this vision. This role is further emphasized when considering the country's appetite for emerging technologies such as cloud computing solutions. A thorough survey of literature shows that data governance in general and for cloud computing, more specifically, is under researched. This paper puts the Kingdom of Saudi Arabia Vision 2030 for digital transformation under a test. Supported by an empirical study, this paper provides an early warning of a highly likely failure if data governance is not integrated in the vision as a driver for digital transformation. An empirical survey, using a self-administered questionnaire, is conducted to explore and evaluate the status of data governance in the Saudi Arabia. The results of the study reveal that despite the wide recognition of the importance of data governance, especially for cloud computing, there is a consensus that this area is really in its infancy and almost absent from the Saudi organizations. © 2017 IEEE
