    Evolution: Complexity, uncertainty and innovation

    Complexity science provides a general mathematical basis for evolutionary thinking. It makes us face the inherent, irreducible nature of uncertainty and the limits to knowledge and prediction. Complex, evolutionary systems work on the basis of on-going, continuous internal processes of exploration, experimentation and innovation at their underlying levels. This is acted upon by the level above, leading to a selection process on the lower levels and a probing of the stability of the level above. This could either be an organizational level above, or the potential market place. Models aimed at predicting system behaviour therefore consist of assumptions of constraints on the micro-level – and because of inertia or conformity may be approximately true for some unspecified time. However, systems without strong mechanisms of repression and conformity will evolve, innovate and change, creating new emergent structures, capabilities and characteristics. Systems with no individual freedom at their lower levels will have predictable behaviour in the short term – but will not survive in the long term. Creative, innovative, evolving systems, on the other hand, will more probably survive over longer times, but will not have predictable characteristics or behaviour. These minimal mechanisms are all that are required to explain (though not predict) the co-evolutionary processes occurring in markets, organizations, and indeed in emergent, evolutionary communities of practice.     Radial Basis Function neural networks (RBFNNs) represent an attractive alternative to other neural network models. One reason is that they form a unifying link between function approximation, regularization, noisy interpolation, classification and density estimation. It is also the case that training RBF neural networks is faster than training multi-layer perceptron networks. RBFNN learning is usually split into an unsupervised part, where center and widths of the Gaussian basis functions are set, and a linear supervised part for weight computation. This paper reviews various learning methods for determining centers, widths, and synaptic weights of RBFNN. In addition, we will point to some applications of RBFNN in various fields. In the end, we name software that can be used for implementing RBFNNs

In turn, this new awareness has allowed to enlarge our panorama for neurocognitive system behavior understanding, and to develop information conservation and regeneration systems in a numeric self-reflexive/reflective evolutive reference framework. Unfortunately, a logically closed model cannot cope with ontological uncertainty by itself; it needs a complementary logical aperture operational support extension. To achieve this goal, it is possible to use two coupled irreducible information management subsystems, based on the following ideal coupled irreducible asymptotic dichotomy: "Information Reliable Predictability" and "Information Reliable Unpredictability" subsystems. To behave realistically, overall system must guarantee both Logical Closure and Logical Aperture, both fed by environmental "noise" (better… from what human beings call "noise"). So, a natural operating point can emerge as a new Trans-disciplinary Reality Level, out of the Interaction of Two Complementary Irreducible Information Management Subsystems within their environment. In this way, it is possible to extend the traditional EPM approach in order to profit by both classic EPM intrinsic Self-Reflexive Functional Logical Closure and new numeric CICT Self-Reflective Functional Logical Aperture.
