    Multicriteria Optimization Techniques for Understanding the Case Mix Landscape of a Hospital

    Various medical and surgical units operate in a typical hospital and to treat their patients these units compete for infrastructure like operating rooms (OR) and ward beds. How that competition is regulated affects the capacity and output of a hospital. This article considers the impact of treating different patient case mix (PCM) in a hospital. As each case mix has an economic consequence and a unique profile of hospital resource usage, this consideration is important. To better understand the case mix landscape and to identify those which are optimal from a capacity utilisation perspective, an improved multicriteria optimization (MCO) approach is proposed. As there are many patient types in a typical hospital, the task of generating an archive of non-dominated (i.e., Pareto optimal) case mix is computationally challenging. To generate a better archive, an improved parallelised epsilon constraint method (ECM) is introduced. Our parallel random corrective approach is significantly faster than prior methods and is not restricted to evaluating points on a structured uniform mesh. As such we can generate more solutions. The application of KD-Trees is another new contribution. We use them to perform proximity testing and to store the high dimensional Pareto frontier (PF). For generating, viewing, navigating, and querying an archive, the development of a suitable decision support tool (DST) is proposed and demonstrated.Comment: 38 pages, 17 figures, 11 table

    Design of Closed Loop Supply Chains

    Increased concern for the environment has lead to new techniques to design products and supply chains that are both economically and ecologically feasible. This paper deals with the product - and corresponding supply chain design for a refrigerator. Literature study shows that there are many models to support product design and logistics separately, but not in an integrated way. In our research we develop quantitative modelling to support an optimal design structure of a product, i.e. modularity, repairability, recyclability, as well as the optimal locations and goods flows allocation in the logistics system. Environmental impacts are measured by energy and waste. Economic costs are modelled as linear functions of volumes with a fixed set-up component for facilities. We apply this model using real life R&D data of a Japanese consumer electronics company. The model is run for different scenarios using different parameter settings such as centralised versus decentralised logistics, alternative product designs, varying return quality and quantity, and potential environmental legislation based on producer responsibility.supply chain management;reverse logistics;facility location;network design;product design

    A Comprehensive Survey on Climate Optimal Aircraft Trajectory Planning

    The strong growth rate of the aviation industry in recent years has created significant challenges in terms of environmental impact. Air traffic contributes to climate change through the emission of carbon dioxide (CO2) and other non-CO2 effects, and the associated climate impact is expected to soar further. The mitigation of CO2 contributions to the net climate impact can be achieved using novel propulsion, jet fuels, and continuous improvements of aircraft efficiency, whose solutions lack in immediacy. On the other hand, the climate impact associated with non- CO2 emissions, being responsible for two-thirds of aviation radiative forcing, varies highly with geographic location, altitude, and time of the emission. Consequently, these effects can be reduced by planning proper climate-aware trajectories. To investigate these possibilities, this paper presents a survey on operational strategies proposed in the literature to mitigate aviation"s climate impact. These approaches are classified based on their methodology, climate metrics, reliability, and applicability. Drawing upon this analysis, future lines of research on this topic are delineated.This research was carried out as a part of the project EU-project FlyATM4E.     Optimal pilot decisions and flight trajectories in air combat

    The thesis concerns the analysis and synthesis of pilot decision-making and the design of optimal flight trajectories. In the synthesis framework, the methodology of influence diagrams is applied for modeling and simulating the maneuvering decision process of the pilot in one-on-one air combat. The influence diagram representations describing the maneuvering decision in a one sided optimization setting and in a game setting are constructed. The synthesis of team decision-making in a multiplayer air combat is tackled by formulating a decision theoretical information prioritization approach based on a value function and interval analysis. It gives the team optimal sequence of tactical data that is transmitted between cooperating air units for improving the situation awareness of the friendly pilots in the best possible way. In the optimal trajectory planning framework, an approach towards the interactive automated solution of deterministic aircraft trajectory optimization problems is presented. It offers design principles for a trajectory optimization software that can be operated automatically by a nonexpert user. In addition, the representation of preferences and uncertainties in trajectory optimization is considered by developing a multistage influence diagram that describes a series of the maneuvering decisions in a one-on-one air combat setting. This influence diagram representation as well as the synthesis elaborations provide seminal ways to treat uncertainties in air combat modeling. The work on influence diagrams can also be seen as the extension of the methodology to dynamically evolving decision situations involving possibly multiple actors with conflicting objectives. From the practical point of view, all the synthesis models can be utilized in decision-making systems of air combat simulators.     Stochastic techniques for the design of robust and efficient emission trading mechanisms

    The assessment of greenhouse gases (GHGs) emitted to and removed from the atmosphere is highon both political and scientific agendas internationally. As increasing international concern and cooper- ation aim at policy-oriented solutions to the climate change problem, several issues have begun to arise regarding verification and compliance under both proposed and legislated schemes meant to reduce the human-induced global climate impact. The issues of concern are rooted in the level of confidence with which national emission assessments can be performed, as well as the management of uncertainty and its role in developing informed policy. The approaches to addressing uncertainty that was discussed at the 2nd International Workshop on Uncertainty in Greenhouse Gas Inventories 1 attempt to improve national inventories or to provide a basis for the standardization of inventory estimates to enable comparison of emissions and emission changes across countries. Some authors use detailed uncertainty analyses to enforce the current structure of the emissions trading system while others attempt to internalize high levels of uncertainty by tailoring the emissions trading market rules. In all approaches, uncertainty analysis is regarded as a key component of national GHG inventory analyses. This presentation will provide an overview of the topics that are discussed among scientists at the aforementioned workshop to support robust decision making. These range from achieving and report- ing GHG emission inventories at global, national and sub-national scales; to accounting for uncertainty of emissions and emission changes across these scales; to bottom-up versus top-down emission analy- ses; to detecting and analyzing emission changes vis-a-vis their underlying uncertainties; to reconciling short-term emission commitments and long-term concentration targets; to dealing with verification, com- pliance and emissions trading; to communicating, negotiating and effectively using uncertainty
