Artificial Intelligence, International Competition, and the Balance of Power (May 2018)

World leaders, CEOs, and academics have suggested that a revolution in artificial intelligence is upon us. Are they right, and what will advances in artificial intelligence mean for international competition and the balance of power? This article evaluates how developments in artificial intelligence (AI) — advanced, narrow applications in particular — are poised to influence military power and international politics. It describes how AI more closely resembles “enabling” technologies such as the combustion engine or electricity than a specific weapon. AI’s still-emerging developments make it harder to assess than many technological changes, especially since many of the organizational decisions about the adoption and uses of new technology that generally shape the impact of that technology are in their infancy. The article then explores the possibility that key drivers of AI development in the private sector could cause the rapid diffusion of military applications of AI, limiting first-mover advantages for innovators. Alternatively, given uncertainty about the technological trajectory of AI, it is also possible that military uses of AI will be harder to develop based on private-sector AI technologies than many expect, generating more potential first-mover advantages for existing powers such as China and the United States, as well as larger consequences for relative power if a country fails to adapt. Socially-distributed cognition and cognitive architectures: towards an ACT-R-based cognitive social simulation capability

ACT-R is one of the most widely used cognitive architectures, and it has been used to model hundreds of phenomena described in the cognitive psychology literature. In spite of this, there are relatively few studies that have attempted to apply ACT-R to situations involving social interaction. This is an important omission since the social aspects of cognition have been a growing area of interest in the cognitive science community, and an understanding of the dynamics of collective cognition is of particular importance in many organizational settings. In order to support the computational modeling and simulation of socially-distributed cognitive processes, a simulation capability based on the ACT-R architecture is described. This capability features a number of extensions to the core ACT-R architecture that are intended to support social interaction and collaborative problem solving. The core features of a number of supporting applications and services are also described. These applications/services support the execution, monitoring and analysis of simulation experiments. Finally, a system designed to record human behavioral data in a collective problem-solving task is described. This system is being used to undertake a range of experiments with teams of human subjects, and it will ultimately support the development of high fidelity ACT-R cognitive models. Such models can be used in conjunction with the ACT-R simulation capability to test hypotheses concerning the interaction between cognitive, social and technological factors in tasks involving socially-distributed information processing

Artificial intelligence applications in space and SDI: A survey

The purpose of this paper is to survey existing and planned Artificial Intelligence (AI) applications to show that they are sufficiently advanced for 32 percent of all space applications and SDI (Space Defense Initiative) software to be AI-based software. To best define the needs that AI can fill in space and SDI programs, this paper enumerates primary areas of research and lists generic application areas. Current and planned NASA and military space projects in AI will be reviewed. This review will be largely in the selected area of expert systems. This report presents the results of a study aimed at developing a basis for applying artificial intelligence to the flight deck environment of commercial transport aircraft. In particular, the study was comprised of four tasks: (1) analysis of flight crew tasks, (2) survey of the state-of-the-art of relevant artificial intelligence areas, (3) identification of human factors issues relevant to intelligent cockpit aids, and (4) identification of artificial intelligence areas requiring further research
