    Hwyneeds: Methodology, Analysis and Evaluation: TR-433, March 2001

    The quadrennial need study was developed to assist in identifying county highway financial needs (construction, rehabilitation, maintenance, and administration) and in the distribution of the road use tax fund (RUTF) among the counties in the state. During the period since the need study was first conducted using HWYNEEDS software, between 1982 and 1998, there have been large fluctuations in the level of funds distributed to individual counties. A recent study performed by Jim Cable (HR-363, 1993), found that one of the major factors affecting the volatility in the level of fluctuations is the quality of the pavement condition data collected and the accuracy of these data. In 1998, the Center for Transportation Research and Education researchers (Maze and Smadi) completed a project to study the feasibility of using automated pavement condition data collected for the Iowa Pavement Management Program (IPMP) for the paved county roads to be used in the HWYNEEDS software (TR-418). The automated condition data are objective and also more current since they are collected in a two year cycle compared to the 10-year cycle used by HWYNEEDS right now. The study proved the use of the automated condition data in HWYNEEDS would be feasible and beneficial in educing fluctuations when applied to a pilot study area. In another recommendation from TR-418, the researchers recommended a full analysis and investigation of HWYNEEDS methodology and parameters (for more information on the project, please review the TR-418 project report). The study reported in this document builds on the previous study on using the automated condition data in HWYNEEDS and covers the analysis and investigation of the HWYNEEDS computer program methodology and parameters. The underlying hypothesis for this study is thatalong with the IPMP automated condition data, some changes need to be made to HWYNEEDS parameters to accommodate the use of the new data, which will stabilize the process of allocating resources and reduce fluctuations from one quadrennial need study to another. Another objective of this research is to investigate the gravel roads needs and study the feasibility of developing a more objective approach to determining needs on the counties gravel road network. This study identifies new procedures by which the HWYNEEDS computer program is used to conduct the quadrennial needs study on paved roads. Also, a new procedure will be developed to determine gravel roads needs outside of the HWYNEED program. Recommendations are identified for the new procedures and also in terms of making changes to the current quadrennial need study. Future research areas are also identified

    The highD Dataset: A Drone Dataset of Naturalistic Vehicle Trajectories on German Highways for Validation of Highly Automated Driving Systems

    Scenario-based testing for the safety validation of highly automated vehicles is a promising approach that is being examined in research and industry. This approach heavily relies on data from real-world scenarios to derive the necessary scenario information for testing. Measurement data should be collected at a reasonable effort, contain naturalistic behavior of road users and include all data relevant for a description of the identified scenarios in sufficient quality. However, the current measurement methods fail to meet at least one of the requirements. Thus, we propose a novel method to measure data from an aerial perspective for scenario-based validation fulfilling the mentioned requirements. Furthermore, we provide a large-scale naturalistic vehicle trajectory dataset from German highways called highD. We evaluate the data in terms of quantity, variety and contained scenarios. Our dataset consists of 16.5 hours of measurements from six locations with 110 000 vehicles, a total driven distance of 45 000 km and 5600 recorded complete lane changes.     New technologies are bringing Automated Freight Systems (AFS), which aim to reduce congestion, mitigate environmental impacts and enhance public safety, to fruition. The financing and deployment issues of AFS differ from other Intelligent Transport System applications. This chapter briefly introduces major concepts of AFS. The financing strategies for these concepts are discussed, in which the government subsidies play an important role through the use of public-private partnership. Economies of scale and externalities of the current and new systems are discussed.     An assessment of inductive coupling roadway powered vehicles

    The technical concept underlying the roadway powered vehicle system is the combination of an electrical power source embedded in the roadway and a vehicle-mounted power pickup that is inductively coupled to the roadway power source. The feasibility of such a system, implemented on a large scale was investigated. Factors considered included current and potential transportation modes and requirements, economics, energy, technology, social and institutional issues. These factors interrelate in highly complex ways, and a firm understanding of each of them does not yet exist. The study therefore was structured to manipulate known data in equally complex ways to produce a schema of options and useful questions that can form a basis for further, harder research. A dialectical inquiry technique was used in which two adversary teams, mediated by a third-party team, debated each factor and its interrelationship with the whole of the known information on the topic

    © AET 2018 and contributorsThe term “eMobility” and been brought into use partly to encourage use of electric vehicles but more especially to focus on the transformation from electric vehicles as products to electrified personal transport as a service. Under the wider umbrella of Mobility-as-a-Service (MaaS) this has accompanied the growth of car clubs in general. The Motion Hub project has taken this concept a step further to include not just the car journey but the end-to-end journey. The booking of multifaceted journeys is well established in the leisure and business travel industries, where flights, car hire and hotels are regularly booked with a single transaction on a website. To complete an end-to-end scenario Motion Hub provides integration of public transport with electric vehicle and electric bike use. Building on a previous InnovateUK funded project that reviewed the feasibility of an integrated journey management system, the Motion Hub project has brought together a Car Club, a University, and EV infrastructure company, a bicycle hire company with electric bicycle capabilities and a municipality to implement a scheme and test it on the ground. At the heart of the project has been the development of a website that integrates the public transport booking with the hire of electric vehicles or bicycles. Taking the implementation to a fully working system accessible to members of the public presents a number of significant challenges. This paper identifies those challenges, details the progress and success of the Motion Hub and sets out the lessons learnt about end-to-end travel. The project was fortunate to have as its municipal partner the Council of a sizeable South East England town, Southend-on-Sea. With a population of 174,800 residents with good road, rail and air links there is considerable traffic in and out of the town. The Council has already shown its commitment to sustainable transport. In the previous six years it had installed a number of electric vehicle charging points for use by the public and latterly had trialled car club activity. An early challenge in the project was the location of physical infrastructure in an already crowded municipal space in order to provide the local ‘spokes’ of the system. In addition to its existing charging points, Southend now has four locations where electric cars can be hired, five where electric bikes are available and the local resources to maintain these assets. Combining a number of web-based services and amalgamating their financial transactions is relatively straightforward. However, introducing the potential for public transport ticketing as well raises additional security, scale and financial constraints.     Experimental Validation of a Real-Time Optimal Controller for Coordination of CAVs in a Multi-Lane Roundabout

    Roundabouts in conjunction with other traffic scenarios, e.g., intersections, merging roadways, speed reduction zones, can induce congestion in a transportation network due to driver responses to various disturbances. Research efforts have shown that smoothing traffic flow and eliminating stop-and-go driving can both improve fuel efficiency of the vehicles and the throughput of a roundabout. In this paper, we validate an optimal control framework developed earlier in a multi-lane roundabout scenario using the University of Delaware's scaled smart city (UDSSC). We first provide conditions where the solution is optimal. Then, we demonstrate the feasibility of the solution using experiments at UDSSC, and show that the optimal solution completely eliminates stop-and-go driving while preserving safety.Comment: 6 Pages, 4 Figures, 1 tabl

    CO2 Highways for Europe: Modelling a Carbon Capture, Transport and Storage Infrastructure for Europe. CEPS Working Document No. 340/November 2010

    This paper presents a mixed integer, multi-period, cost-minimising model for a carbon capture, transport and storage (CCTS) network in Europe. The model incorporates endogenous decisions about carbon capture, pipeline and storage investments. The capture, flow and injection quantities are based on given costs, certificate prices, storage capacities and point source emissions. The results indicate that CCTS can theoretically contribute to the decarbonisation of Europe’s energy and industrial sectors. This requires a CO2 certificate price rising to €55 per tCO2 in 2050, and sufficient CO2 storage capacity available for both on- and offshore sites. Yet CCTS deployment is highest in CO2-intensive industries where emissions cannot be avoided by fuel switching or alternative production processes. In all scenarios, the importance of the industrial sector as a first-mover to induce the deployment of CCTS is highlighted. By contrast, a decrease in available storage capacity or a more moderate increase in CO2 prices will significantly reduce the role of CCTS as a CO2 mitigation technology, especially in the energy sector. Furthermore, continued public resistance to onshore CO2 storage can only be overcome by constructing expensive offshore storage. Under this restriction, reaching the same levels of CCTS penetration would require a doubling of CO2 certificate prices

    Various sensors were tested in terms of their ability to detect and discriminate among noxious aquatic macrophytes. A survey of researchers currently studying the problem and a brief summary of their work is included. Results indicated that the sensor types best suited to assessment of the aquatic environment are color, color infrared, and black-and-white infrared film, which furnish consistently high contrasts between aquatic plants and their surroundings
