    A importância de se proceder à análise dos principais desafios jurídicos que a economia colaborativa coloca – pelas implicações que as mudanças de paradigma dos modelos de negócios e dos sujeitos envolvidos suscitam − é indiscutível, correspondendo à necessidade de se fomentar a segurança jurídica destas práticas, potenciadoras de crescimento económico e bem-estar social. O Centro de Investigação em Justiça e Governação (JusGov) constituiu uma equipa multidisciplinar que, além de juristas, integra investigadores de outras áreas, como a economia e a gestão, dos vários grupos do JusGov – embora com especial participação dos investigadores que integram o grupo E-TEC (Estado, Empresa e Tecnologia) – e de outras prestigiadas instituições nacionais e internacionais, para desenvolver um projeto neste domínio, com o objetivo de identificar os problemas jurídicos que a economia colaborativa suscita e avaliar se já existem soluções para aqueles, refletindo igualmente sobre a conveniência de serem introduzidas alterações ou se será mesmo necessário criar nova regulamentação.     ENABLING EFFICIENT FLEET COMPOSITION SELECTION THROUGH THE DEVELOPMENT OF A RANK HEURISTIC FOR A BRANCH AND BOUND METHOD

    In the foreseeable future, autonomous mobile robots (AMRs) will become a key enabler for increasing productivity and flexibility in material handling in warehousing facilities, distribution centers and manufacturing systems. The objective of this research is to develop and validate parametric models of AMRs, develop ranking heuristic using a physics-based algorithm within the framework of the Branch and Bound method, integrate the ranking algorithm into a Fleet Composition Optimization (FCO) tool, and finally conduct simulations under various scenarios to verify the suitability and robustness of the developed tool in a factory equipped with AMRs. Kinematic-based equations are used for computing both energy and time consumption. Multivariate linear regression, a data-driven method, is used for designing the ranking heuristic. The results indicate that the unique physical structures and parameters of each robot are the main factors contributing to differences in energy and time consumption. improvement on reducing computation time was achieved by comparing heuristic-based search and non-heuristic-based search. This research is expected to significantly improve the current nested fleet composition optimization tool by reducing computation time without sacrificing optimality.     Évaluation de l'impact du changement climatique sur la défoliation de l'épinette noire par la tordeuse des bourgeons de l'épinette

    Les modèles écologiques actuels prévoient de profonds effets des changements climatiques sur les régimes de perturbations naturelles des forêts. La tordeuse des bourgeons de l'épinette (Choristoneura fumiferana) (TBE) est le principal insecte défoliateur dans l'est de l'Amérique du Nord. Les épidémies de TBE ont un impact majeur sur la structure et la fonction de la forêt boréale canadienne puisque la défoliation entraîne une diminution de la croissance des arbres, une augmentation de la mortalité et une baisse de la productivité forestière. Les épidémies de TBE sont devenues plus sévères au cours du dernier siècle à cause des changements climatiques; cependant, nous savons peu de choses sur la manière dont l'effet intégré du climat et du TBE modifie la croissance des espèces hôtes. Nous évaluons ici comment l’interaction entre le climat et la gravité de l'épidémie affecte la croissance de l'épinette noire (Picea mariana) pendant l'épidémie de TBE qui a eu lieu entre 1968-1988 et 2006-2017. Nous avons compilé des séries dendrochronologiques (2271 arbres), des données de sévérité de l'épidémie (estimée par la défoliation aérienne observée) et des données climatiques pour 164 sites au Québec, Canada. Nous avons utilisé un modèle linéaire à effets mixtes pour déterminer l'impact des paramètres climatiques, de la défoliation cumulative (des cinq années précédentes) et de leur effet couplé sur la croissance en surface terrière. À la gravité maximale de l'épidémie, la croissance en surface terrière de l'épinette noire a été réduite de 14 à 18 % sur les cinq années en raison de l'effet TBE. Cette croissance a été affectée par le climat : des températures minimales estivales précédentes plus élevées et un indice d'humidité climatique estival plus élevé ont réduit la croissance de 11 % et 4 % respectivement. En revanche, l'effet négatif de la défoliation a été atténué de 9% pour une température minimale plus élevée au printemps précédent et de 7% pour une température maximale plus élevée l'été précédent. Cette étude améliore notre compréhension des effets combinés de la TBE et du climat et aide à prévoir les dommages futurs causés par cet insecte dans les peuplements forestiers afin de soutenir la gestion durable des forêts. Nous recommandons également que les projections des écosystèmes dans la forêt boréale incluent plusieurs classes de défoliation de la TBE et plusieurs scénarios climatiques

    La tecnología Blockchain es considerada como uno de los paradigmas informáticos más importantes posterior al Internet; en función a sus características únicas que la hacen ideal para registrar, verificar y administrar información de diferentes transacciones. A pesar de esto, Blockchain se enfrenta a diferentes problemas de seguridad, siendo el ataque del 51% o ataque mayoritario uno de los más importantes. Este consiste en que uno o más mineros tomen el control de al menos el 51% del Hash extraído o del cómputo en una red; de modo que un minero puede manipular y modificar arbitrariamente la información registrada en esta tecnología. Este trabajo se enfocó en diseñar e implementar estrategias de detección y mitigación de ataques mayoritarios (51% de ataque) en un sistema distribuido Blockchain, a partir de la caracterización del comportamiento de los mineros. Para lograr esto, se analizó y evaluó el Hash Rate / Share de los mineros de Bitcoin y Crypto Ethereum, seguido del diseño e implementación de un protocolo de consenso para controlar el poder de cómputo de los mineros.     Implementing Health Impact Assessment as a Required Component of Government Policymaking: A Multi-Level Exploration of the Determinants of Healthy Public Policy

    It is widely understood that the public policies of ‘non-health’ government sectors have greater impacts on population health than those of the traditional healthcare realm. Health Impact Assessment (HIA) is a decision support tool that identifies and promotes the health benefits of policies while also mitigating their unintended negative consequences. Despite numerous calls to do so, the Ontario government has yet to implement HIA as a required component of policy development. This dissertation therefore sought to identify the contexts and factors that may both enable and impede HIA use at the sub-national (i.e., provincial, territorial, or state) government level. The three integrated articles of this dissertation provide insights into specific aspects of the policy process as they relate to HIA. Chapter one details a case study of purposive information-seeking among public servants within Ontario’s Ministry of Education (MOE). Situated within Ontario’s Ministry of Health (MOH), chapter two presents a case study of policy collaboration between health and ‘non-health’ ministries. Finally, chapter three details a framework analysis of the political factors supporting health impact tool use in two sub-national jurisdictions – namely, Québec and South Australia. MOE respondents (N=9) identified four components of policymaking ‘due diligence’, including evidence retrieval, consultation and collaboration, referencing, and risk analysis. As prospective HIA users, they also confirmed that information is not routinely sought to mitigate the potential negative health impacts of education-based policies. MOH respondents (N=8) identified the bureaucratic hierarchy as the brokering mechanism for inter-ministerial policy development. As prospective HIA stewards, they also confirmed that the ministry does not proactively flag the potential negative health impacts of non-health sector policies. Finally, ‘lessons learned’ from case articles specific to Québec (n=12) and South Australia (n=17) identified the political factors supporting tool use at different stages of the policy cycle, including agenda setting (‘policy elites’ and ‘political culture’), implementation (‘jurisdiction’), and sustained implementation (‘institutional power’). This work provides important insights into ‘real life’ policymaking. By highlighting existing facilitators of and barriers to HIA use, the findings offer a useful starting point from which proponents may tailor context-specific strategies to sustainably implement HIA at the sub-national government level

    Interval Type-2 Beta Fuzzy Near Sets Approach to Content-Based Image Retrieval

    In computer-based search systems, similarity plays a key role in replicating the human search process. Indeed, the human search process underlies many natural abilities such as image recovery, language comprehension, decision making, or pattern recognition. The search for images consists of establishing a correspondence between the available image and that sought by the user, by measuring the similarity between the images. Image search by content is generaly based on the similarity of the visual characteristics of the images. The distance function used to evaluate the similarity between images depends notonly on the criteria of the search but also on the representation of the characteristics of the image. This is the main idea of a content-based image retrieval (CBIR) system. In this article, first, we constructed type-2 beta fuzzy membership of descriptor vectors to help manage inaccuracy and uncertainty of characteristics extracted the feature of images. Subsequently, the retrieved images are ranked according to the novel similarity measure, noted type-2 fuzzy nearness measure (IT2FNM). By analogy to Type-2 Fuzzy Logic and motivated by near sets theory, we advanced a new fuzzy similarity measure (FSM) noted interval type-2 fuzzy nearness measure (IT-2 FNM). Then, we proposed three new IT-2 FSMs and we have provided mathematical justification to demonstrate that the proposed FSMs satisfy proximity properties (i.e. reflexivity, transitivity, symmetry, and overlapping).     Preferentialism and the conditionality of trade agreements. An application of the gravity model

    Modern economic growth is driven by international trade, and the preferential trade agreement constitutes the primary fit-for-purpose mechanism of choice for establishing, facilitating, and governing its flows. However, too little attention has been afforded to the differences in content and conditionality associated with different trade agreements. This has led to an under-considered mischaracterisation of the design-flow relationship. Similarly, while the relationship between trade facilitation and trade is clear, the way trade facilitation affects other areas of economic activity, with respect to preferential trade agreements, has received considerably less attention. Particularly, in light of an increasingly globalised and interdependent trading system, the interplay between trade facilitation and foreign direct investment is of particular importance. Accordingly, this thesis explores the bilateral trade and investment effects of specific conditionality sets, as established within Preferential Trade Agreements (PTAs). Chapter one utilises recent content condition-indexes for depth, flexibility, and constraints on flexibility, established by Dür et al. (2014) and Baccini et al. (2015), within a gravity framework to estimate the average treatment effect of trade agreement characteristics across bilateral trade relationships in the Association of Southeast Asian Nations (ASEAN) from 1948-2015. This chapter finds that the composition of a given ASEAN trade agreement’s characteristic set has significantly determined the concomitant bilateral trade flows. Conditions determining the classification of a trade agreements depth are positively associated with an increase to bilateral trade; hereby representing the furthered removal of trade barriers and frictions as facilitated by deeper trade agreements. Flexibility conditions, and constraint on flexibility conditions, are also identified as significant determiners for a given trade agreement’s treatment effect of subsequent bilateral trade flows. Given the political nature of their inclusion (i.e., the appropriate address to short term domestic discontent) this influence is negative as regards trade flows. These results highlight the longer implementation and time frame requirements for trade impediments to be removed in a market with higher domestic uncertainty. Chapter two explores the incorporation of non-trade issue (NTI) conditions in PTAs. Such conditions are increasing both at the intensive and extensive margins. There is a concern from developing nations that this growth of NTI inclusions serves as a way for high-income (HI) nations to dictate the trade agenda, such that developing nations are subject to ‘principled protectionism’. There is evidence that NTI provisions are partly driven by protectionist motives but the effect on trade flows remains largely undiscussed. Utilising the Gravity Model for trade, I test Lechner’s (2016) comprehensive NTI dataset for 202 bilateral country pairs across a 32-year timeframe and find that, on average, NTIs are associated with an increase to bilateral trade. Primarily this boost can be associated with the market access that a PTA utilising NTIs facilitates. In addition, these results are aligned theoretically with the discussions on market harmonisation, shared values, and the erosion of artificial production advantages. Instead of inhibiting trade through burdensome cost, NTIs are acting to support a more stable production and trading environment, motivated by enhanced market access. Employing a novel classification to capture the power supremacy associated with shaping NTIs, this chapter highlights that the positive impact of NTIs is largely driven by the relationship between HI nations and middle-to-low-income (MTLI) counterparts. Chapter Three employs the gravity model, theoretically augmented for foreign direct investment (FDI), to estimate the effects of trade facilitation conditions utilising indexes established by Neufeld (2014) and the bilateral FDI data curated by UNCTAD (2014). The resultant dataset covers 104 countries, covering a period of 12 years (2001–2012), containing 23,640 observations. The results highlight the bilateral-FDI enhancing effects of trade facilitation conditions in the ASEAN context, aligning itself with the theoretical branch of FDI-PTA literature that has outlined how the ratification of a trade agreement results in increased and positive economic prospect between partners (Medvedev, 2012) resulting from the interrelation between trade and investment as set within an improving regulatory environment. The results align with the expectation that an enhanced trade facilitation landscape (one in which such formalities, procedures, information, and expectations around trade facilitation are conditioned for) is expected to incentivise and attract FDI

    Mathematical models to evaluate the impact of increasing serotype coverage in pneumococcal conjugate vaccines

    Of over 100 serotypes of Streptococcus pneumoniae, only 7 were included in the first pneumo- coccal conjugate vaccine (PCV). While PCV reduced the disease incidence, in part because of a herd immunity effect, a replacement effect was observed whereby disease was increasingly caused by serotypes not included in the vaccine. Dynamic transmission models can account for these effects to describe post-vaccination scenarios, whereas economic evaluations can enable decision-makers to compare vaccines of increasing valency for implementation. This thesis has four aims. First, to explore the limitations and assumptions of published pneu- mococcal models and the implications for future vaccine formulation and policy. Second, to conduct a trend analysis assembling all the available evidence for serotype replacement in Europe, North America and Australia to characterise invasive pneumococcal disease (IPD) caused by vaccine-type (VT) and non-vaccine-types (NVT) serotypes. The motivation behind this is to assess the patterns of relative abundance in IPD cases pre- and post-vaccination, to examine country-level differences in relation to the vaccines employed over time since introduction, and to assess the growth of the replacement serotypes in comparison with the serotypes targeted by the vaccine. The third aim is to use a Bayesian framework to estimate serotype-specific invasiveness, i.e. the rate of invasive disease given carriage. This is useful for dynamic transmission modelling, as transmission is through carriage but a majority of serotype-specific pneumococcal data lies in active disease surveillance. This is also helpful to address whether serotype replacement reflects serotypes that are more invasive or whether serotypes in a specific location are equally more invasive than in other locations. Finally, the last aim of this thesis is to estimate the epidemiological and economic impact of increas- ing serotype coverage in PCVs using a dynamic transmission model. Together, the results highlight that though there are key parameter uncertainties that merit further exploration, divergence in serotype replacement and inconsistencies in invasiveness on a country-level may make a universal PCV suboptimal.Open Acces

    AI-based Conversational Agents for Customer Service – A Study of Customer Service Representative’ Perceptions Using TAM 2

    This study aimed to identify the various factors that may influence customer service representatives’ perceptions of artificial intelligence (AI)-based conversational agents (CAs) for customer service. By analyzing 180 publications, a conceptual research model is developed for identifying the factors that may influence customer service representatives’ perceptions of AI-based CAs for customer service. The underlying conceptual research model comprises ten factors. The study is grounded in the application of the Technology Acceptance Model 2 (TAM 2) approach. The research model is empirically evaluated with survey data from 128 participants. Our results show that the direct positive effect of subjective norm on customer service representatives’ perception of using AIbased CAs in customer service decreases with increasing experience. Moreover, our results reveal new insights regarding trust. The results of this study provide an overview of the predominant characteristics of the influencing factors of customer service representatives’ perceptions of AI-based CAs for customer service
