    Ethics of the scientist qua policy advisor: inductive risk, uncertainty, and catastrophe in climate economics

    This paper discusses ethical issues surrounding Integrated Assessment Models (IAMs) of the economic effects of climate change, and how climate economists acting as policy advisors ought to represent the uncertain possibility of catastrophe. Some climate economists, especially Martin Weitzman, have argued for a precautionary approach where avoiding catastrophe should structure climate economists’ welfare analysis. This paper details ethical arguments that justify this approach, showing how Weitzman’s “fat tail” probabilities of climate catastrophe pose ethical problems for widely used IAMs. The main claim is that economists who ignore or downplay catastrophic risks in their representations of uncertainty likely fall afoul of ethical constraints on scientists acting as policy advisors. Such scientists have duties to honestly articulate uncertainties and manage (some) inductive risks, or the risks of being wrong in different ways

    It is now commonly held that values play a role in scientific judgment, but many arguments for that conclusion are limited. First, many arguments do not show that values are, strictly speaking, indispensable. The role of values could in principle be filled by a random or arbitrary decision. Second, many arguments concern scientific theories and concepts which have obvious practical consequences, thus suggesting or at least leaving open the possibility that abstruse sciences without such a connection could be value-free. Third, many arguments concern the role values play in inferring from evidence, thus taking evidence as given. This paper argues that these limitations do not hold in general. There are values involved in every scientific judgment. They cannot even conceivably be replaced by a coin toss, they arise as much for exotic as for practical sciences, and they are at issue as much for observation as for explicit inference

    Scientists who engage with society perform better academically

    Most scientific institutions acknowledge the importance of opening the so-called 'ivory tower' of academic research through popularization, industrial collaboration or teaching. However, little is known about the actual openness of scientific institutions and how their proclaimed priorities translate into concrete measures. This paper gives an idea of some actual practices by studying three key points: the proportion of researchers who are active in wider dissemination, the academic productivity of these scientists, and the institutional recognition of their wider dissemination activities in terms of their careers. We analyze extensive data about the academic production, career recognition and teaching or public/industrial outreach of several thousand of scientists, from many disciplines, from France's Centre National de la Recherche Scientifique. We find that, contrary to what is often suggested, scientists active in wider dissemination are also more active academically. However, their dissemination activities have almost no impact (positive or negative) on their careers

    There has been an effort to incorporate defining of rights and duties of members of boat crew into more ancient resources maritime law of Croatian Adriatic. Without going further back to the past, such legal regulation can be seen as soon as in 1272 in Statute of Dubrovnik, but also in Austrian National advertisement on trade sailing from 1774. Those two legal monuments are good to compare, because one of them originates from the South and the other one, at the time of its creation, regulated the maritime economy in Croatian Primorje, which is in the Northern part of Croatian Adriatic. There are, of course, many centuries between them. In this work, the attention is directed towards the sailor\u27s apprentice, a member of crew with least rights and the most duties. Since there is a big lack of comparative research on rights and duties of crew members, in our historical science, it is possible that this text will encourage other scientists to deal with similar research regarding the other workers on our boats during history

    This paper chronicles the often-overlooked relationship between President Dwight D. Eisenhower and Dr. James R. Killian, Jr., the first-ever appointed Presidential Science Advisor. Emphasis is placed on the role of Dr. Killian and the President’s Science Advisory Committee (PSAC) in advocating curricular reform in the fields of science and mathematics, a reformation which became doubly important following the successful launch of the Soviet satellite Sputnik I in 1957. This essay examines the efforts of Eisenhower and Killian to keep pace with the Russian scientific advances by improving American education in the scientific and technical fields. It concludes with a discussion of the National Defense Education Act of 1958 and Killian’s efforts to see the piece of legislation enacted

    Why Does Dave Spend Ten Times More Time on Interaction with Industry than Paul? : Toward a Model of Social Capital Activation for Entrepreneurial Academics

    This paper focuses on academics that are looking for entrepreneurial ways to pursue their teaching, research and commercialization interests, in particular by actively engaging in university-industry interactions. The paper aims to improve our knowledge of why some academics exploit their social networks with industry more actively than others. We develop a conceptual model that aims to explain a mechanism behind social capital activation, and to identify factors that are likely to have the highest predictive power. We theorize on how academic’s motivation, perceived social influence and perceived ability unite into readiness to activate social capital, and under what circumstances this readiness is likely to result in actual behavior. Specifically, the objective of this paper is to further develop the model constructs and to operationalize them into a set of measurable items. For each of the readiness constructs, we present a set of composite variables, as well as corresponding observable variables. We conclude with implications of our analysis for theory and practice, and set directions for future research

    Finding a consensus between philosophy of applied and social sciences: A case of biology of human rights

    This paper is an attempt to provide an adequate theoretical framework to understand the biological basis of human rights. We argue that the skepticism about human rights is increasing especially among the most rational, innovative and productive community of intellectuals belonging to the applied sciences. By using examples of embryonic stem cell research, a clash between applied scientists and legal scientists cum human rights activists has been highlighted. After an extensive literature review, this paper concludes that the advances in applied sciences proven by empirical evidence should not be restricted by normative theories and philosophies of the social sciences. If we agree on these premises that Human Rights are biological, then biology can provide a framework of cooperation for social and applied scientists
