    The role and effectiveness of e-learning: key issues in an industrial context

    This paper identifies the current role and effectiveness of e-learning and its key issues in an industrial context. The first objective is to identify the role of e-learning, particularly in staff training and executive education, where e-learning (online, computer-based or videoconferencing learning) has made significant impacts and contributions to several organisations such as the Royal Bank of Scotland, Cisco and Cap Gemini Earnst Young. With e-learning, staff training and executive education provides more benefits and better efficiency than traditional means. The second objective of this research is to understand the effectiveness of e-learning. This can be classified into two key issues: (1) methods of e-learning implementations; and (2) factors influencing effective and ineffective e-learning implementations. One learning point from (1) is that centralized e-learning implementations may prevail for big organizations. How-ever, more organizations adopt decentralized e-learning implementations due to various reasons, which will be discussed in this paper. From the research results, a proposed way is to retain the decentralized way. The second learning point is about interactive learning (IL), the combination of both e-learning and face-to-face learning. IL has been making contributions to several organizations, including the increase in motivation, learning interests and also efficiency. The popular issues about IL are (a) how to minimize the disadvantages of IL and (b) the degree of interactivity for maximizing learning efficiency. One learning point from (2) is to analyze the factors influencing effective and ineffective implementations, which reflect the different focuses between industrialists and academics. In terms of effective e-learning implementations, factors identified by both groups can map to particular cases in industry. In contrast, factors causing ineffective implementations rely more on primary source data. In order to find out these factors and analyze the rationale behind, case studies and interviews were used as research methodology that matched the objective of the research

    Market fields structure & dynamics in industrial automation

    There is a research tradition in the economics of standards which addresses standards wars, antitrust concerns or positive externalities from standards. Recent research has also dealt with the process characteristics of standardisation, de facto standard-setting consortia and intellectual property concerns in the technology specification or implementation phase. Nonetheless, there are no studies which analyse capabilities, comparative industry dynamics or incentive structures sufficiently in the context of standard-setting. In my study, I address the characteristics of collaborative research and standard-setting as a new mode of deploying assets beyond motivations well-known from R&D consortia or market alliances. On the basis of a case study of a leading user organisation in the market for industrial automation technology, but also a descriptive network analysis of cross-community affiliations, I demonstrate that there must be a paradoxical relationship between cooperation and competition. More precisely, I explain how there can be a dual relationship between value creation and value capture respecting exploration and exploitation. My case study emphasises the dynamics between knowledge stocks (knowledge alignment, narrowing and deepening) produced by collaborative standard setting and innovation; it also sheds light on an evolutional relationship between the exploration of assets and use cases and each firm's exploitation activities in the market. I derive standard-setting capabilities from an empirical analysis of membership structures, policies and incumbent firm characteristics in selected, but leading, user organisations. The results are as follows: the market for industrial automation technology is characterised by collaboration on standards, high technology influences of other industries and network effects on standards. Further, system integrators play a decisive role in value creation in the customer-specific business case. Standard-setting activities appear to be loosely coupled to the products offered on the market. Core leaders in world standards in industrial automation own a variety of assets and they are affiliated to many standard-setting communities rather than exclusively committed to a few standards. Furthermore, their R&D ratios outperform those of peripheral members and experience in standard-setting processes can be assumed. Standard-setting communities specify common core concepts as the basis for the development of each member's proprietary products, complementary technologies and industrial services. From a knowledge-based perspective, the targeted disclosure of certain knowledge can be used to achieve high innovation returns through systemic products which add proprietary features to open standards. Finally, the interplay between exploitation and exploration respecting the deployment of standard-setting capabilities linked to cooperative, pre-competitive processes leads to an evolution in common technology owned and exploited by the standard-setting community as a particular kind of innovation ecosystem. --standard-setting,innovation,industry dynamics and context,industrial automation

    A gentle transition from Java programming to Web Services using XML-RPC

    Exposing students to leading edge vocational areas of relevance such as Web Services can be difficult. We show a lightweight approach by embedding a key component of Web Services within a Level 3 BSc module in Distributed Computing. We present a ready to use collection of lecture slides and student activities based on XML-RPC. In addition we show that this material addresses the central topics in the context of web services as identified by Draganova (2003)

    Pied Pipers and Followers: Interorganisational Alignment in a Health Information System Implementation

    In the public sector, projects are one of the main mechanisms of implementing strategies and that is evident in healthcare. Extant studies of health information systems (IS) implementations find that IS alignment enables organisations to meet their strategic objectives; conversely, misalignment can lead to unintended, and often adverse, results such as the abandonment of health IS projects. Studies attribute misalignments to strategic drift, which we find more likely in pluralistic settings given multiple parties, with potentially competing goals and interests, attempt to implement a shared strategy. This study contributes to extant literature by exploring IS alignment as a dynamic process in the context of a 20-year health IS implementation involving multiple organisations from government, public, and private sector. The question we aim to address for governments, developers, and implementers - how do we collectively move beyond the short-lived success of projects to achieve the envisioned strategic benefits of health IS

    Standard-Setting and Knowledge Dynamics in Innovation Clusters

    Extensive research has been conducted on how firms and regions take advantage of spatially concentrated assets, and also why history matters to regional specialisation patterns. In brief, it seems that innovation clusters as a distinctive regional entity in international business and the geography of innovation are of increasing importance in STI policy, innovation systems and competitiveness studies. Recently, more and more research has contributed to an evolutionary perspective on collaboration in clusters. Nonetheless, the field of cluster or regional innovation systems remains a multidisciplinary field where the state of the art is determined by the individual perspective (key concepts could, for example, be industrial districts, innovative clusters with reference to OECD, regional knowledge production, milieus & sticky knowledge, regional lock-ins & path dependencies, learning regions or sectoral innovation systems). According to our analysis, the research gap lies in both quantitative, comparative surveys and in-depth concepts of knowledge dynamics and cluster evolution. Therefore this paper emphasises the unchallenged in-depth characteristics of knowledge utilisation within a cluster's collaborative innovation activities. More precisely, it deals with knowledge dynamics in terms of matching different agentsÂŽ knowledge stocks via knowledge flows, common technology specification (standard-setting), and knowledge spillovers. The means of open innovation and system boundaries for spatially concentrated agents in terms of knowledge opportunities and the capabilities of each agent await clarification. Therefore, our study conceptualises the interplay between firm- and cluster-level activities and externalities for knowledge accumulation but also for the specification of technology. It remains particularly unclear how, why and by whom knowledge is aligned and ascribed to a specific sectoral innovation system. Empirically, this study contributes with several descriptive calculations of indices, e.g. knowledge stocks, GINI coefficients, Herfindahl indices, and Revealed Patent Advantage (RPA), which clearly underline a high spatial concentration of both mechanical engineering and biotechnology within a European NUTS2 sample for the last two decades. Conceptually, our paper matches the geography of innovation literature, innovation system theory, and new ideas related to the economics of standards. Therefore, it sheds light on the interplay between knowledge flows and externalities of cluster-specific populations and the agents' use of such knowledge, which is concentrated in space. We find that knowledge creation and standard-setting are cross-fertilising each other: although the spatial concentration of assets and high-skilled labour provides new opportunities to the firm, each firm's knowledge stocks need to be contextualised. The context in terms of 'use case' and 'knowledge biography' makes technologies (as represented in knowledge stocks) available for collaboration, but also clarifies relevance and ownership, in particular intellectual property concerns. Owing to this approach we propose a conceptualisation which contains both areas with inter- and intra-cluster focus. This proposal additionally concludes that spatial and technological proximity benefits standard-setting in high-tech and low-tech industries in very different ways. More precisely, the versatile tension between knowledge stocks, their evolution, and technical specification & implementation requires the conceptualisation and analysis of a non-linear process of standard-setting. Particularly, the use case of technologies is essential. Related to this approach, clusters strongly support the establishment of technology use cases in embryonic high-tech industries.     Enterprise resource planning systems implementation and upgrade (a Kenyan study)

    In recent years there has been an increase in using Enterprise Resource Planning (ERP) systems in large companies and government corporations mainly in developed countries. While there is wide adoption of ERP systems in Western economies, developing countries lag far behind. However, due to recent economic growth, developing countries such as Kenya are increasingly becoming major targets of ERP vendors. There is an urgent need for under- standing ERP implementation issues in developing countries, as ERP systems are still in their early stages in these countries. They face additional challenges related to economic, cultural and basic infrastructure issues. This research investigates the organisational and national context within which ERP is adopted and used in Kenya, and how the context and ERP influence each other. In general, this research is based on the need to study organisations in their societal contexts and information systems in their organisational settings. The research contributes to the controversial debate on the conflict between standardisation imposed by ERP systems and localisation of business practices. This study provides some key insights into the implementation and use of ERP systems in the public and the private sectors in Kenya. Case study findings suggest that the company sector plays an important role in ERP implementations in several key dimensions. ERP systems with in-built business practices express the tendency toward standardisation. In addition, the study investigates the challenges faced by organisations implementing ERP systems in Kenya and factors influencing ERP upgrade decisions. Findings of this research suggest that ERP implementation and upgrade is influenced by, but not necessarily bound by, existing contextual factors - national and organisational. Two models, namely, the Empirical ERP Implementation Model (EEIM) and the Upgrade Decision Model (UDM), are developed to represent ERP implementation and upgrade practices. The EEIM helps to identify why there will be particularly high variance in potential outcomes and further validates which organisational contexts and ERP implementation configurations create options during ERP implementation and usage. The UDM makes a novel contribution by showing how different forces interact to bring an aggregate of influences to a threshold level where an ERP system upgrade becomes necessary. The findings of this study also aid the management of organisations that are implementing ERP systems to gain a better understanding of the likely challenges they may face and to enable them to put in place appropriate measures to mitigate the risk of implementation failures. This study also proposes an IT strategy framework which can be used by organisations planning to implement ERP to align their business and IT strategy. Finally, the study provides practical guidelines to practitioners on ERP implementation and upgrade based on the experience of the case study organisations and the ERP consultants interviewed

    Improving Public Administration Performance through Electronic Government Applications

    Electronic Government applications have been the focus of hundreds of local and national government administrations all over the world during the past decade. The emphasis of most of these applications lies in their effort to improve the experience of the user in interacting with public administration services and to minimise waiting times in completing transactions public services and citizens. Early applications were relying mainly on the speed and simplicity of submitting a request by the user while most of the work beyond the web based interaction was carried out as in the era before the introduction of the web based applications. The benefits from such endeavours have been short lived as citizens are looking for real enhancements in they way public administration serves their needs and responds to their requests. The authors argue that for e-government applications to succeed changes would have to be effected in the way public administration organizes itself and how it utilizes information management systems to respond to user / citizen requirements including and addressing the goals of all stakeholders involved. Currently the number of successful applications to that end is quite low when compared to the projects implemented so far.     Enterprise resource planning business case considerations : an analysis of Small to Medium-Sized Enterprises in developing countries

    Small and Medium-Sized Enterprises (SMEs) are implementing Enterprise Resource Planning (ERP) systems because they promise significant benefits. However, the majority of ERP deployments rarely meet user expectations and often do not yield expected benefits. As a result, the failure rate of ERP implementations at SMEs is estimated to be between 40 and 60 percent. This high rate of failure, together with the resultant impact on SMEs and the consequences for national development is a cause for concern. In order to address this concern, this study aims to explore how SMEs develop their business cases, as well as how the benefits, risks and costs of ERP systems are realised in SMEs. Companies need a clear vision and convincing reasons when they adopt ERP systems. The study used the qualitative research method. Cases from South Africa and Zimbabwe were investigated in a cross-sectional study. Data was collected through semi-structured interviews and analysed using elements of thematic data analysis, grounded theory, and a general inductive approach to analysis. The Design Reality Gap Model formed a theoretical base and was used as lens for data collection and analysis

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
