    Determination of Deuteron Beam Polarizations at COSY

    The vector and tensor polarizations of a deuteron beam have been measured using elastic deuteron-carbon scattering at 75.6 MeV and deuteron-proton scattering at 270 MeV. After acceleration to 1170 MeV inside the COSY ring, the polarizations of the deuterons were checked by studying a variety of nuclear reactions using a cluster target at the ANKE magnet spectrometer placed at an internal target position of the storage ring. All these measurements were consistent with the absence of depolarization during acceleration and provide a number of secondary standards that can be used in subsequent experiments at the facility.Comment: 12 pages, 13 figure

    Measurement of the analyzing powers in pd elastic and pn quasi-elastic scattering at small angles

    The analyzing powers in proton-deuteron elastic and proton-neutron quasi-elastic scattering have been measured at small angles using a polarized proton beam at the COSY storage ring incident on an unpolarized deuterium target. The data were taken at 796MeV and five higher energies from 1600MeV to 2400MeV. The analyzing power in pd elastic scattering was studied by detecting the low energy recoil deuteron in telescopes placed symmetrically in the COSY plane to the left and right of the beam whereas for pn quasi-elastic scattering a low energy proton was registered in one of the telescopes in coincidence with a fast scattered proton measured in the ANKE magnetic spectrometer. Though the experiment explores new domains, the results are consistent with the limited published information.Comment: 10 pages with 8 figure

    Measurement of the Spin--Dependence of the pbar p Interaction at the AD-Ring

    An internal polarized hydrogen storage cell gas target is proposed for the AD--ring to determine for the first time the two total spin--dependent cross sections σ1\sigma_1 and σ2\sigma_2 at antiproton beam energies in the range from 50 to 200 MeV. The data will allow the definition of the optimum working parameters of a dedicated Antiproton Polarizer Ring (APR), which has recently been proposed by the PAX collaboration for the new Facility for Antiproton and Ion Research (FAIR) at GSI in Darmstadt, Germany. The availability of an intense beam of polarized antiprotons will provide access to a wealth of single-- and double--spin observables, thereby opening a new window to QCD transverse spin physics. The physics program proposed by the PAX collaboration includes a first measurement of the transversity distribution of the valence quarks in the proton, a test of the predicted opposite sign of the Sivers--function, related to the quark distribution inside a transversely polarized nucleon, in Drell--Yan (DY) as compared to semi--inclusive Deep Inelastic Scattering, and a first measurement of the moduli and the relative phase of the time--like electric and magnetic form factors GE,MG_{E,M} of the proton

    Architectural Design Quality in Local Authority Private Finance Initiative Projects

    Since the 1990s, when the Private Finance Initiative was developed as the primary method for delivering major public capital projects, there has been concern about the quality of many of the products. Initially, it was the architectural community that raised doubts, but it has subsequently been joined by user groups. As the contractual period is over 30 years, there are issues such as ongoing maintenance, facilities management and operational factors, that need to be balanced with design quality. This paper will report on a research project being carried out with a metropolitan local authority in England, which is replacing its entire sheltered housing stock in one Private Finance Initiative project. The principal aim of the local authority is that it should receive these buildings as assets, rather than liabilities at the end of the 30 year period. The research work to date has been based on two stages of a three stage selection of the preferred bidder from the original six consortia. The aims of this paper are to review the Private Finance Initiative management processes in relation to architectural design quality at each of the selection stages, including the generation and application of the design assessment criteria, and the role of user groups; and evaluate the outcomes against the objectives of maximising design quality within workable financial models. The methodology is that the researcher is based in the local authority project team, and has therefore been able to use participant observation techniques in the management processes, which include competitive dialogue and user consultation. The design assessment criteria were developed from the academic literature and refined at each selection stage. A comparative analysis of the design assessment criteria with intermediate and final designs, will assist in identifying the status of design quality in the selection of the preferred bidder

    Measuring the associations between collaborative working and project performance

    There is evidence that higher degrees of collaborative working can produce more successful project performance, but there is only limited research to systematically examine the specific associations between collaborative working and project performance. In particular, there is a lack of exploration of appropriate approaches to test these associations. In order to test these associations in an appropriate approach, the concepts of collaborative working and project performance in this research are transformed into a measurable form in terms of the philosophy of AHP (analytic hierarchy process). In the process of measurement design for collaborative working and project performance, a Likert Scale is adopted. After refining the final measures through unidimensionality and reliability testing, as a part of PhD study, this paper presents the results of the association exploration between collaborative working and project performance. The produced conclusion is strongly supporting that there is a strong positive linear relationship between collaborative working and project performance

    Measurement of the Spin-Dependence of the pbar-p Interaction at the AD-Ring

    We propose to use an internal polarized hydrogen storage cell gas target in the AD ring to determine for the first time the two total spin-dependent pbar-p cross sections sigma_1 and sigma_2 at antiproton beam energies in the range from 50 to 450 MeV. The data obtained are of interest by themselves for the general theory of pbar-p interactions since they will provide a first experimental constraint of the spin-spin dependence of the nucleon-antinucleon potential in the energy range of interest. In addition, measurements of the polarization buildup of stored antiprotons are required to define the optimum parameters of a future, dedicated Antiproton Polarizer Ring (APR), intended to feed a double-polarized asymmetric pbar-p collider with polarized antiprotons. Such a machine has recently been proposed by the PAX collaboration for the new Facility for Antiproton and Ion Research (FAIR) at GSI in Darmstadt, Germany. The availability of an intense stored beam of polarized antiprotons will provide access to a wealth of single- and double-spin observables, thereby opening a new window on QCD spin physics.Comment: 51 pages, 23 figures, proposal submitted to the SPS committee of CER
