    An assessment of technology alternatives for telecommunications and information management for the space exploration initiative

    On the 20th anniversary of the Apollo 11 lunar landing, President Bush set forth ambitious goals for expanding human presence in the solar system. The Space Exploration Initiative (SEI) addresses these goals beginning with Space Station Freedom, followed by a permanent return to the Moon, and a manned mission to Mars. A well designed, adaptive Telecommunications, Navigation, and Information Management (TNIM) infrastructure is vital to the success of these missions. Utilizing initial projections of user requirements, a team under the direction of NASA's Office of Space Operations developed overall architectures and point designs to implement the TNIM functions for the Lunar and Mars mission scenarios. Based on these designs, an assessment of technology alternatives for the telecommunications and information management functions was performed. This technology assessment identifies technology developments necessary to meet the telecommunications and information management system requirements for SEI. Technology requirements, technology needs and alternatives, the present level of technology readiness in each area, and a schedule for development are presented

    Implementation and testing of a Neighborhood Office Center (NOC) and integration of the NOC with an administrative correspondence management information system

    The application of telecommunications and telecomputing was investigated as a means of reducing NASA's consumption of natural resources and the proliferation of paper copies of correspondence. The feasibility, operational advantages, and limitations of decentralized (remote) neighborhood offices (NOC) linked through an electronic network are demonstrated. These offices are joined to a management information system for correspondence tracking, and to an administrative office center service based on the use of magnetic medium word processing typewriters which handle the daily typing load. In connection with an augmented teleconference network, a uniform means is provided for creating, storing, and retrieving administrative documents, records, and data, while simultaneously permitting users of the system to track their status. Information will be transferred without using paper - merely through digital electronic communication and display, as a step toward the establishment of an agency-wide electronic mail system

    Near-real-time TOMS, telecommunications and meteorological support for the 1987 Airborne Antarctic Ozone Experiment

    The goal of the 1987 Airborne Antarctic Ozone Experiment was to improve the understanding of the mechanisms involved in the formation of the Antarctic ozone hole. Total ozone data taken by the Nimbus-7 Total Ozone Mapping Spectrometer (TOMS) played a central role in the successful outcome of the experiment. During the experiment, the near-real-time TOMS total ozone observations were supplied within hours of real time to the operations center in Punta Arenas, Chile. The final report summarizes the role which Research and Data Systems (RDS) Corporation played in the support of the experiment. The RDS provided telecommunications to support the science and operations efforts for the Airborne Antarctic Ozone Experiment, and supplied near real-time weather information to ensure flight and crew safety; designed and installed the telecommunications network to link NASA-GSFC, the United Kingdom Meteorological Office (UKMO), Palmer Station, the European Center for Medium-Range Weather Forecasts (ECMWF) to the operation at Punta Arenas; engineered and installed stations and other stand-alone systems to collect data from designated low-orbiting polar satellites and beacons; provided analyses of Nimbus-7 TOMS data and backup data products to Punta Arenas; and provided synoptic meteorological data analysis and reduction

    "Re-engineering Cyprus" : information technologies and transformation processes in the Republic of Cyprus

    By most Western Europeans Cyprus is probably perceived as a tourist resort rather than a technologically highly developed country. Interested German visitors are informed by the travel brochure published by the Republic of Cyprus' tourist office that "in the villages old customs and traditions still exist" (Zypern. 9000 Jahre Geschichte und Kultur 1997, 11). Pictures of places of antiquity, churches, monasteries, fortresses, archaic villages and of people engaged in agricultural work and crafts convey the image of a traditional Mediterranean society. However, the Republic of Cyprus is a rapidly modernising country. It has developed recently "from a poor agrarian into a high-income service economy" (Christodoulou 1995, 11) and "radical transformation processes" are observed (cf. ibid., 18). The forthcoming accession to the European Union additionally accelerates the pace of these transformation processes. Due to its position on the extreme rim of Europe in the Eastern Mediterranean region at the crossroads of three continents, the island is perceived both as marginal (cf. Pace 1999) and as a link between Europe and the Asian and African continents (cf. Kasoulides 1999). Cyprus is conceptualised for the future as a centre and intersection: as regional hub of the modern capital market, as communications and trade centre in the Eastern Mediterranean, as "telecommunications hub for the Eastern Mediterranean and Middle East region", as "international services centre". The Republic of Cyprus has a highly developed telecommunications infrastructure, which is the basic prerequisite for the conversion into such a centre and is one of the most important factors for the economic competitiveness of Cyprus. The global nature of communication platforms today, especially the Internet, is regarded as the key to the integration of Cyprus into the world economy. By implementing information technologies and promoting necessary expertise, economic progress and modernisation of the country as well as its global competitiveness is assumed to be guaranteed. Investments in the information technology infrastructure are regarded as essential for the development of Cyprus, fostering the implementation of the information society. This aim and the necessary implementation measures feature increasingly on the agendas of scientific and economic conferences and symposia in Cyprus

The preceding work is all performed for NASA's Office of Space Communications (OSC). TMOD also performs work funded by other NASA program offices through and with the cooperation of OSC. The first of these is the Orbital Debris Radar Program funded by the Office of Space Systems Development. It exists at Goldstone only and makes use of the planetary radar capability when the antennas are configured as science instruments making direct observations of the planets, their satellites, and asteroids of our solar system. The Office of Space Sciences funds the data reduction and science analyses of data obtained by the Goldstone Solar System Radar. The antennas at all three complexes are also configured for radio astronomy research and, as such, conduct experiments funded by the National Science Foundation in the U.S. and other agencies at the overseas complexes. These experiments are either in microwave spectroscopy or very long baseline interferometry. Finally, tasks funded under the JPL Director's Discretionary Fund and the Caltech President's Fund that involve TMOD are included. This and each succeeding issue of 'The Telecommunications and Data Acquisition Progress Report' will present material in some, but not necessarily all, of the aforementioned programs
