Planning and Policymaking for Transit-Oriented Development, Transit, and Active Transport in California Cities

This report provides research findings from the first year of a two-year research project on patterns of local policymaking in California to support transit-oriented development (TOD), transit, and active transport. The project aims to assess motivations, perceived obstacles, and priorities for development near transit, in relation to patterns of local policy adoption, from the perspective of city planners in the state’s four largest regions: the San Francisco Bay, Los Angeles, San Diego, and Sacramento metropolitan areas. This first-stage report discusses research and policy context that informed the methodology, findings from the analysis of results from an online survey of city planning directors administered in the spring of 2019, and findings from two case studies of TOD policymaking in urban central cities, namely Los Angeles and Sacramento. A sampling methodology for conducting further case studies of TOD policymaking during the upcoming second phase of the project is also described, based on findings from the first year of the research.View the NCST Project Webpag

European Company Survey on Reconciliation of Work and Family Life

[Excerpt] Demographic change requires an increase in labour force participation. This applies partic- ularly to those groups which have had relatively low participation rates in the past and those with family obligations such as child rearing or care for the elderly. With many companies already reporting difficulties in recruiting or retaining qualified staff, policies which aim to reconcile work and family life more effectively have become more attractive. Implementing work-life balance policies may therefore be considered a significant factor in the enhance- ment of corporate competitiveness and national prosperity. Governments together with the social partners at the national, sectoral and company levels must tackle the challenge of ensuring the competitiveness of companies while granting women and men equal partici- pation in work and family life. The European Company Survey on the Reconciliation of Work and Family Life 2010 provides a detailed description and analysis of family-friendly policies implemented by the firms in six European countries – Germany (DE), the United Kingdom (UK), France (FR), Italy (IT), Sweden (SE) and Poland (PL). These six countries account for approximately 63% of the popu- lation and 68% of the GDP in the EU-27. In autumn 2009, senior executives and the heads of human resources departments in over 5,000 companies were interviewed about how important they consider the issue of family-friendliness and the policies they have offered in their firms. In addition, they reported on their main motives for, and the most significant obstacles to, the implementation of work-life balance measures. The European Company Survey also allows an assessment of the institutional basis, such as statutory provisions, collective and works agreements, on which the policies adopted are ultimately based. It should be borne in mind, however, that the results do not allow a thorough evaluation of specific governmental programmes. Finally, the survey focuses on the impact of the economic crisis on the willingness of companies in the six countries to implement or maintain family-friendly policies

Market-based Instruments for Environmental Policymaking in Latin America and the Caribbean: Lessons from Eleven Countries

This report is a summary of country studies in Latin America and the Caribbean, addressing the use of market-based instruments (MBIs) and command-and-control (CAC) measures for environmental management in the region. Even though MBIs can significantly add efficiency to existing CAC mechanisms, the scope of MBIs should match the countries institutional capacity to implement them. Gradual and flexible reforms are likely to succeed within the current regional context of continued institutional changes. A key function of MBIs is usually revenue collection, though it does not necessarily lead to successful environmental management. The study suggests that revenues should be channeled to local authorities for an effective MBI's implementation. The report also critiques the regular practice of international donor agencies in recommending the solutions suitable for developed countries, without considering the institutional conditions in developing countries. Further, the study explores both the successes and difficulties experienced in the region regarding regulations, macro-policies, and MBIs; the institutional frameworks of the countries under review; and, the issues considered in the design of MBIs, in order to promote a beneficial dialogue among them
