    Shifting perspectives: holography and the emergence of technical communities

    Holography, the technology of three-dimensional imaging, has repeatedly been reconceptualised by new communities. Conceived in 1947 as a means of improving electron microscopy, holography was revitalized in the early 1960s by engineer-scientists at classified laboratories. The invention promoted the transformation of a would-be discipline (optical engineering) and spawned limited artist-scientist collaborations. However, a separate artisanal community promoted a distinct countercultural form of holography via a revolutionary technology: the sandbox optical table. Their tools, sponsorship, products, literature and engagement with wider culture differentiated the communities, which instituted a limited ‘technological trade’. The subject strikingly illustrates the co-evolution of new technology along with highly dissimilar user groups, neither of which fostered the secure establishment of a profession or discipline. The case generalises the concept of 'research-technologists' and 'peripheral science', and extends the ideas of Langdon Winner by demonstrating how the political dimensions of a technology can be important but evanescent in the growth of technical communities

    Using mixed methods to track the growth of the Web: tracing open government data initiatives

    In recent years, there have been a rising number of Open Government Data (OGD) initiatives; a political, social and technical movement armed with a common goal of publishing government data in open, re-usable formats in order to improve citizen-to-government transparency, efficiency, and democracy. As a sign of commitment, the Open Government Partnership was formed, comprising of a collection of countries striving to achieve OGD. Since its initial launch, the number of countries committed to adopting an Open Government Data agenda has grown to more than 50; including countries from South America to the Far East.Current approaches to understanding Web initiatives such as OGD are still being developed. Methodologies grounded in multidisciplinarity are still yet to be achieved; typically research follows a social or technological approach underpinned by quantitative or qualitative methods, and rarely combining the two into a single analytical framework. In this paper, a mixed methods approach will be introduced, which uses qualitative data underpinned by sociological theory to complement a quantitative analysis using computer science techniques. This method aims to provide an alternative approach to understanding the socio-technical activities of the Web. To demonstrate this, the activities of the UK Open Government Data initiative will be explored using a range of quantitative and qualitative data, examining the activities of the community, to provide a rich analysis of the formation and development of the UK OGD community

    Low-Cost Air Quality Monitoring Tools: From Research to Practice (A Workshop Summary).

    In May 2017, a two-day workshop was held in Los Angeles (California, U.S.A.) to gather practitioners who work with low-cost sensors used to make air quality measurements. The community of practice included individuals from academia, industry, non-profit groups, community-based organizations, and regulatory agencies. The group gathered to share knowledge developed from a variety of pilot projects in hopes of advancing the collective knowledge about how best to use low-cost air quality sensors. Panel discussion topics included: (1) best practices for deployment and calibration of low-cost sensor systems, (2) data standardization efforts and database design, (3) advances in sensor calibration, data management, and data analysis and visualization, and (4) lessons learned from research/community partnerships to encourage purposeful use of sensors and create change/action. Panel discussions summarized knowledge advances and project successes while also highlighting the questions, unresolved issues, and technological limitations that still remain within the low-cost air quality sensor arena

    Experimental effects and causal representations

    In experimental settings, scientists often “make” new things, in which case the aim is to intervene in order to produce experimental objects and processes—characterized as ‘effects’. In this discussion, I illuminate an important performative function in measurement and experimentation in general: intervention-based experimental production (IEP). I argue that even though the goal of IEP is the production of new effects, it can be informative for causal details in scientific representations. Specifically, IEP can be informative about causal relations in: regularities under study; ‘intervention systems’, which are measurement/experimental systems; and new technological systems

    The ecological system of innovation: A new architectural framework for a functional evidence-based platform for science and innovation policy

    Models on innovation, for the most part, do not include a comprehensive and end-to-end view. Most innovation policy attention seems to be focused on the capacity to innovate and on input factors such as R&D investment, scientific institutions, human resources and capital. Such inputs frequently serve as proxies for innovativeness and are correlated with intermediate outputs such as patent counts and outcomes such as GDP per capita. While this kind of analysis is generally indicative of innovative behaviour, it is less useful in terms of discriminating causality and what drives successful strategy or public policy interventions. This situation has led to the developing of new frameworks for the innovation system led by National Science and Technology Policy Centres across the globe. These new models of innovation are variously referred to as the National Innovation Ecosystem. There is, however, a fundamental question that needs to be answered: what elements should an innovation policy include, and how should such policies be implemented?     Assessing the Benefits of Public Research Within an Economic Framework: The Case of USDA's Agricultural Research Service

    Evaluation of publicly funded research can help provide accountability and prioritize programs. In addition, Federal intramural research planning generally involves an institutional assessment of the appropriate Federal role, if any, and whether the research should be left to others, such as universities or the private sector. Many methods of evaluation are available, peer review—used primarily for establishing scientific merit—being the most common. Economic analysis focuses on quantifying ultimate research outcomes, whether measured in goods with market prices or in nonmarket goods such as environmental quality or human health. However, standard economic techniques may not be amenable for evaluating some important public research priorities or for institutional assessments. This report reviews quantitative methods and applies qualitative economic reasoning and stakeholder interviewing methods to the evaluation of economic benefits of Federal intramural research using three case studies of research conducted by USDA’s Agricultural Research Service (ARS). Differences among the case studies highlight the need to select suitable assessment techniques from available methodologies, the limited scope for comparing assessment results across programs, and the inherent difficulty in quantifying benefits in some research areas.
