    Asian Government Usage of Web 2.0 Social Media

    The rise of Web 2.0 social sites, such as Facebook, Twitter and YouTube has brought significant changes and opportunities for both online consumers and governments. These tools have changed the ways Internet users communicate with each other and their governments, and allow for greater social participation. The number of worldwide users is growing significantly and their expectations for more services are rising. However, this has not translated into Asian governments totally encompassing the implementation functions and services using these tools. This research investigates the level of government participation of 50 Asian governments of three social media sites. The results show that a minority of Asian governments (approximately 30 percent) are using Web 2.0 tools for communication and information dissemination. The study found that if social sites were utilised, most governments used them for a) information dissemination on official government channels, b) education and c) tourism. The implications are that governments are missing opportunities to better server their citizens and reach the growing number of Internet users. Instead of avoiding these new technologies, governments should develop an overall strategic plan for all agency levels to participate in social networks, and develop a coordinated effort to develop and implement the tools

    Research Trends & Emerging Technologies for Genealogists

    This study examines current research methods utilized by genealogists, and seeks to discover the impact of emerging tools and technologies on their information seeking needs and behaviors. When it became clear that there is a shortage of scholarly studies identifying the use of newer technologies (i.e. blogs, social media, and apps), an original survey for genealogists was created. Over four hundred genealogists were surveyed regarding their use of both traditional research methods (methods that have existed for many decades) and Internet/electronic resources, in order to demonstrate which new trends are emerging. The data from the survey might lessen the gap in current scholarly research. Technology is constantly changing, and the findings show which trends are currently being utilized the most by genealogists. The results indicate that genealogists are definitely using more technology to research their family trees. In fact, they adapt fairly quickly to new methods, relying heavily on technology and the Internet to conduct research and share information. Due to the ease of using technology, fewer and fewer genealogists rely on in-house visits to repositories to access original documents. The research concludes with a discussion on where the use of technology for genealogical research is headed, and what genealogists hope to accomplish by using new tools and technologies

    This paper deals with testing of applications based on the principles of cloud computing. It is aimed to describe options of testing business software in clouds (cloud testing). It identifies the needs for cloud testing tools including multi-layer testing; service level agreement (SLA) based testing, large scale simulation, and on-demand test environment. In a cloud-based model, ICT services are distributed and accessed over networks such as intranet or internet, which offer large data centers deliver on demand, resources as a service, eliminating the need for investments in specific hardware, software, or on data center infrastructure. Businesses can apply those new technologies in the contest of intellectual capital management to lower the cost and increase competitiveness and also earnings. Based on comparison of the testing tools and techniques, the paper further investigates future trend of cloud based testing tools research and development. It is also important to say that this comparison and classification of testing tools describes a new area and it has not yet been done

By the end of the decade, a new industry had emerged to create and market Internet filters....Yet filters were highly imprecise from the beginning.     Aided by new media and digital communication tools, youths have helped foster a democratic ethos throughout North Africa and the Middle East regions. The internet generation has a very firm grip on rights, civic liberties and democratic accountability and has well honed the art of single issue campaigns using new media. This paper argues that, for the most part, youth movements using new media platforms exhibit great adeptness at articulating a way forward for civic and political rights, and are on more shaky footing when it comes to economic rights, fair labour practices, and distributive justice.     E-Democracy and Knowledge. A Multicriteria Framework for the New Democratic Era

    This paper analyses a new framework for decision-making in e-democracies that exploits the power of Internet based public knowledge, which is called briefly e-cognocracy. This is not a procedure to improve technical aspects using the Internet (e.g. e-voting); it is rather a procedure to add a new quality to the democratic system by using the network. This proposed system of e-cognocracy would allow those who are interested to solve highly complex problems by participatory decision-making. Furthermore, we suggest the multicriteria framework for the modelling and resolution of such complex problems. Similarly, using the analytic hierarchy process (AHP) approach, we propose decisional (analytic and informatic) tools for searching the knowledge - relevant for the decision-making process.     The web has seen the explosion of social networking tools, which are empowering ordinary people to connect, collaborate and contribute in a global collaboration. These social software applications are now the hottest properties of the Internet users. This article explains the how Web 2.0 tools could be applied in academic libraries to convert them as A-Lib 2.0 or Academic Library 2.0. The paper further includes a few cases from different libraries which have already adopted these new services.     Passport: enabling accurate country-level router geolocation using inaccurate sources

    When does Internet traffic cross international borders? This question has major geopolitical, legal and social implications and is surprisingly difficult to answer. A critical stumbling block is a dearth of tools that accurately map routers traversed by Internet traffic to the countries in which they are located. This paper presents Passport: a new approach for efficient, accurate country-level router geolocation and a system that implements it. Passport provides location predictions with limited active measurements, using machine learning to combine information from IP geolocation databases, router hostnames, whois records, and ping measurements. We show that Passport substantially outperforms existing techniques, and identify cases where paths traverse countries with implications for security, privacy, and performance.First author draf
