    Results from the NASA Spacecraft Fault Management Workshop: Cost Drivers for Deep Space Missions

    Fault Management, the detection of and response to in-flight anomalies, is a critical aspect of deep-space missions. Fault management capabilities are commonly distributed across flight and ground subsystems, impacting hardware, software, and mission operations designs. The National Aeronautics and Space Administration (NASA) Discovery & New Frontiers (D&NF) Program Office at Marshall Space Flight Center (MSFC) recently studied cost overruns and schedule delays for five missions. The goal was to identify the underlying causes for the overruns and delays, and to develop practical mitigations to assist the D&NF projects in identifying potential risks and controlling the associated impacts to proposed mission costs and schedules. The study found that four out of the five missions studied had significant overruns due to underestimating the complexity and support requirements for fault management. As a result of this and other recent experiences, the NASA Science Mission Directorate (SMD) Planetary Science Division (PSD) commissioned a workshop to bring together invited participants across government, industry, and academia to assess the state of the art in fault management practice and research, identify current and potential issues, and make recommendations for addressing these issues. The workshop was held in New Orleans in April of 2008. The workshop concluded that fault management is not being limited by technology, but rather by a lack of emphasis and discipline in both the engineering and programmatic dimensions. Some of the areas cited in the findings include different, conflicting, and changing institutional goals and risk postures; unclear ownership of end-to-end fault management engineering; inadequate understanding of the impact of mission-level requirements on fault management complexity; and practices, processes, and tools that have not kept pace with the increasing complexity of mission requirements and spacecraft systems. This paper summarizes the findings and recommendations from that workshop, particularly as fault management development issues affect operations and the development of operations capabilities

    Lessons Learned for Planning and Estimating Operations Support Requirements

    Operations (phase E) costs are typically small compared to the spacecraft development and test costs. This, combined with the long lead time for realizing operations costs, can lead projects to focus on hardware development schedules and costs, de-emphasizing estimation of operations support requirements during proposal, early design, and replan cost exercises. The Discovery and New Frontiers (D&NF) programs comprise small, cost-capped missions supporting scientific exploration of the solar system. Even moderate yearly underestimates of the operations costs can present significant LCC impacts for deep space missions with long operational durations, and any LCC growth can directly impact the programs ability to fund new missions. The D&NF Program Office at Marshall Space Flight Center recently studied cost overruns for 7 D&NF missions related to phase C/D development of operational capabilities and phase E mission operations. The goal was to identify the underlying causes for the overruns and develop practical mitigations to assist the D&NF projects in identifying potential operations risks and controlling the associated impacts to operations development and execution costs. The study found that the drivers behind these overruns include overly optimistic assumptions regarding the savings resulting from the use of heritage technology, late development of operations requirements, inadequate planning for sustaining engineering and the special requirements of long duration missions (e.g., knowledge retention and hardware/software refresh), and delayed completion of ground system development work. This presentation summarizes the study and the results, providing a set of lessons NASA can use to improve early estimation and validation of operations costs

    Adapting aspect-oriented applications: a trial experience

    During a system’s life cycle, new requirements or changes in the existing ones imply modifying the system. Aspect-oriented software development is a new approach to the modularization of systems, yet it does not provide mechanisms to aid the evolution of software. The effort required to support the evolution greatly depends on the tool used for its construction. For this reason, the selection of a tool should also take into account its support for implementing evolving requirements. In this paper we present a comparison of two different tools, AspectJ and Alpheus, to support the construction and evolution of aspect-oriented applications. AspectJ is an aspect-oriented programming language based on Java. This paper updates the D&NF LCC study, looking at the operations (phase E) cost drivers in more detail and extending the study to include 2 additional missions and identifies areas for increased emphasis by project management in order to improve the fidelity of operations estimates

    An interprofessional, intercultural, immersive short-term study abroad program: public health and service systems in rome

    The purpose of this paper is to describe a short-term study abroad program that exposes engineering and nursing undergraduate students from the United States and Italy to an intercultural and interprofessional immersion experience. Faculty from Purdue University and Sapienza Università di Roma collaborated to design a technical program that demonstrates the complementary nature of engineering and public health in the service sector, with Rome as an integral component of the program. Specifically, the intersection of topics including systems, reliability, process flow, maintenance management, and public health are covered through online lectures, in-class activities and case study discussions, field experiences, and assessments. Herein, administrative issues such as student recruitment, selection, and preparation are elucidated. Additionally, the pedagogical approach used to ensure constructive alignment among the program goals, the intended learning outcomes, and the teaching and learning activities is described. Finally, examples of learning outcomes resulting from this alignment are provided

    SPECS: the kilometer-baseline far-IR interferometer in NASA's space science roadmap

    Ultimately, after the Single Aperture Far-IR (SAFIR) telescope, astrophysicists will need a far-IR observatory that provides angular resolution comparable to that of the Hubble Space Telescope. At such resolution galaxies at high redshift, protostars, and nascent planetary systems will be resolved, and theoretical models for galaxy, star, and planet formation and evolution can be subjected to important observational tests. This paper updates information provided in a 2000 SPIE paper on the scientific motivation and design concepts for interferometric missions SPIRIT (the Space Infrared Interferometric Telescope) and SPECS (the Submillimeter Probe of the Evolution of Cosmic Structure). SPECS is a kilometer baseline far-IR/submillimeter imaging and spectral interferometer that depends on formation flying, and SPIRIT is a highly-capable pathfinder interferometer on a boom with a maximum baseline in the 30 - 50 m range. We describe recent community planning activities, remind readers of the scientific rationale for space-based far-infrared imaging interferometry, present updated design concepts for the SPIRIT and SPECS missions, and describe the main issues currently under study. The engineering and technology requirements for SPIRIT and SPECS, additional design details, recent technology developments, and technology roadmaps are given in a companion paper in the Proceedings of the conference on New Frontiers in Stellar Interferometry

    Voronoi-Like grid systems for tall buildings

    In the context of innovative patterns for tall buildings, Voronoi tessellation is certainly worthy of interest. It is an irregular biomimetic pattern based on the Voronoi diagram, which derives from the direct observation of natural structures. The paper is mainly focused on the application of this nature-inspired typology to load-resisting systems for tall buildings, investigating the potential of non-regular grids on the global mechanical response of the structure. In particular, the study concentrates on the periodic and non-periodic Voronoi tessellation, describing the procedure for generating irregular patterns through parametric modeling and illustrates the homogenization-based approach proposed in the literature for dealing with unconventional patterns. To appreciate the consistency of preliminary design equations, numerical and analytical results are compared. Moreover, since the mechanical response of the building strongly depends on the parameters of the microstructure, the paper focuses on the influence of the grid arrangement on the global lateral stiffness, therefore on the displacement constraint, which is an essential requirement in the design of tall buildings. To this end, five case studies, accounting for different levels of irregularity and relative density, are generated and analyzed through static and modal analysis in the elastic field. In addition, the paper focuses on the mechanical response of a pattern with gradual rarefying density to evaluate its applicability to tall buildings. Displacement based optimizations are carried out to assess the adequate member cross sections that provide the maximum contribution in restraining deflection with the minimum material weight. The results obtained for all the models generated are compared and discussed to outline a final evaluation of the Voronoi structures. In addition to the wind loading scenario, the efficiency of the building model with varying density Voronoi pattern, is tested for seismic ground motion through a response spectrum analysis. The potential applications of Voronoi tessellation for tall buildings is demonstrated for both regions with high wind load conditions and areas of high seismicity
