This paper seeks to explore the issues of Internet governance from a development perspective. The WSIS process and the report of the UN Working group on Internet Governance provide an initial framework within which to develop the issues. These issues not only concern the equitable distribution of Internet resources and the ways in which a secure and reliable function of the Internet can be achieved, but also include issues of multi-lingualism and local content as well as the institutional setting of Internet governance mechanisms and participation. The paper observers that realising the contribution of the Internet to development goals requires a shift in policy focus away from supply side initiatives in the telecommunications sector to more co-ordinated approaches

In the eyes of Janus:the intellectual structure of HRM-performance debate and its future prospects

Purpose The purpose of this paper is to offer a perspective on the future of the human resource management (HRM)-performance debate and its prospects for interaction with practice by evaluating the debate's intellectual structure. Design/methodology/approach With co-citation analysis the paper examines the intellectual structure that informed the HRM-performance debate. The findings were presented to a group of academics, who have been influential in the development of the debate. In several rounds of a quasi-Delphi interaction they discussed the state of the art, future development of the debate, upcoming theoretical sources of inspiration and topics on which they (dis)agreed. Findings The dominant knowledge domain is built upon resource-based view, social exchange theory, human capital theory, institutional theory and critical perspective. It became well established in the mid 1990s, when the strategic HRM domain merged with the high performance work systems domain, thus forming the conceptual backbone of the debate. More recently the debate has been informed by review studies, meta-analyses and critical reflections on the current methodological paradigms, which is aligned with the debate's life cycle stage. Originality/value The paper highlights the theoretical foundations of the HRM-performance debate and gives valuable suggestions on how to take the field forward along with important implications for researchers and their relationship with the business community. Building Innovative Communities: Lessons from Japan's Science City Projects

Japan's Science City projects are examined in this paper to find the extent that they promote catalytic mechanisms within their communities. It is arguable that the concept of a Science City is little more than a theme for funneling public funds into infrastructural development in support of select high-technology industries. Is this the situation in Japan? Attention focuses on cumulative causation, resource sharing and the shifting mix of private sector initiative and public policy in the evolving cases of Tsukuba and Kansai Science Cities. Regional technopolis projects are also discussed. Great East Japan Earthquake, JR East Mitigation Successes, and Lessons for California High-Speed Rail, MTI Report 12-37

California and Japan both experience frequent seismic activity, which is often damaging to infrastructure. Seismologists have developed systems for detecting and analyzing earthquakes in real-time. JR East has developed systems to mitigate the damage to their facilities and personnel, including an early earthquake detection system, retrofitting of existing facilities for seismic safety, development of more seismically resistant designs for new facilities, and earthquake response training and exercises for staff members. These systems demonstrated their value in the Great East Japan Earthquake of 2011 and have been further developed based on that experience. Researchers in California are developing an earthquake early warning system for the state, and the private sector has seismic sensors in place. These technologies could contribute to the safety of the California High-Speed Rail Authority’s developing system, which could emulate the best practices demonstrated in Japan in the construction of the Los Angeles-to-San Jose segment
