    Network coding: from theory to media streaming

    Network coding has recently emerged as an alternative to traditional routing algorithms in communication systems. In network coding, the network nodes can combine the packets they receive before forwarding them to the neighbouring nodes. Intensive research efforts have demonstrated that such a processing in the network nodes can provide advantages in terms of throughput or robustness. These potentials, combined with the advent of ad hoc and wireless delivery architectures have triggered the interest of research community about the application of the network coding principles to streaming applications. This paper describes the potentials of network coding in emerging delivery architectures such as overlay or peer-to-peer networks. It overviews the principles of practical network coding algorithms and outlines the challenges posed by multimedia streaming applications. Finally, it provides a survey of the recent work on the application of network coding to media streaming applications, both in wireless or wired communication scenarios. Promising results have been demonstrated where network coding is able to bring benefits in media streaming applications. However, delay and complexity constraints are often posed as the main challenging issues that still prevent the wide-scale deployment of network coding algorithms in multimedia communication

    VECTORS: Video communication through opportunistic relays and scalable video coding

    Crowd-sourced video distribution is frequently of interest in the local vicinity. In this paper, we propose a novel design to transfer such content over opportunistic networks with adaptive quality encoding to achieve reasonable delay bounds. The video segments are transmitted between source and destination in a delay tolerant manner using the Nearby Connections Android library. This implementation can be applied to multiple domains, including farm monitoring, wildlife, and environmental tracking, disaster response scenarios, etc. In this work, we present the design of an opportunistic contact based system, and we discuss basic results for the trial runs within our institute.Comment: 13 pages, 6 figures, and under 3000 words for submission to the SoftwareX journa

    Advanced solutions for quality-oriented multimedia broadcasting

    Multimedia content is increasingly being delivered via different types of networks to viewers in a variety of locations and contexts using a variety of devices. The ubiquitous nature of multimedia services comes at a cost, however. The successful delivery of multimedia services will require overcoming numerous technological challenges many of which have a direct effect on the quality of the multimedia experience. For example, due to dynamically changing requirements and networking conditions, the delivery of multimedia content has traditionally adopted a best effort approach. However, this approach has often led to the end-user perceived quality of multimedia-based services being negatively affected. Yet the quality of multimedia content is a vital issue for the continued acceptance and proliferation of these services. Indeed, end-users are becoming increasingly quality-aware in their expectations of multimedia experience and demand an ever-widening spectrum of rich multimedia-based services. As a consequence, there is a continuous and extensive research effort, by both industry and academia, to find solutions for improving the quality of multimedia content delivered to the users; as well, international standards bodies, such as the International Telecommunication Union (ITU), are renewing their effort on the standardization of multimedia technologies. There are very different directions in which research has attempted to find solutions in order to improve the quality of the rich media content delivered over various network types. It is in this context that this special issue on broadcast multimedia quality of the IEEE Transactions on Broadcasting illustrates some of these avenues and presents some of the most significant research results obtained by various teams of researchers from many countries. This special issue provides an example, albeit inevitably limited, of the richness and breath of the current research on multimedia broadcasting services. The research i- - ssues addressed in this special issue include, among others, factors that influence user perceived quality, encoding-related quality assessment and control, transmission and coverage-based solutions and objective quality measurements

    Standardized toolchain and model development for video quality assessment: the mission of the joint effort group in VQEG

    International audienceSince 1997, the Video Quality Experts Group (VQEG) has been active in the field of subjective and objective video quality assessment. The group has validated competitive quality metrics throughout several projects. Each of these projects requires mandatory actions such as creating a testplan and obtaining databases consisting of degraded video sequences with corresponding subjective quality ratings. Recently, VQEG started a new open initiative, the Joint Effort Group (JEG), for encouraging joint collaboration on all mandatory actions needed to validate video quality metrics. Within the JEG, effort is made to advance the field of both subjective and objective video quality measurement by providing proper software tools and subjective databases to the community. One of the subprojects of the JEG is the joint development of a hybrid H.264/AVC objective quality metric. In this paper, we introduce the JEG and provide an overview of the different ongoing activities within this newly started group

They have created a communications landscape overwhelmed by surveillance, advertising, fake news, hate speech, conspiracy theories, and algorithmic politics. Commercial Internet platforms have harmed citizens, users, everyday life, and society. Democracy and digital democracy require Public Service Media. A democracy-enhancing Internet requires Public Service Media becoming Public Service Internet platforms – an Internet of the public, by the public, and for the public; an Internet that advances instead of threatens democracy and the public sphere. The Public Service Internet is based on Internet platforms operated by a variety of Public Service Media, taking the public service remit into the digital age. The Public Service Internet provides opportunities for public debate, participation, and the advancement of social cohesion. Accompanying the Manifesto are materials that informed its creation: Christian Fuchs’ report of the results of the Public Service Media/Internet Survey, the written version of Graham Murdock’s online talk on public service media today, and a summary of an ecomitee.com discussion of the Manifesto’s foundations.
