JTEC panel report on machine translation in Japan
The goal of this report is to provide an overview of the state of the art of machine translation (MT) in Japan and to provide a comparison between Japanese and Western technology in this area. The term 'machine translation' as used here, includes both the science and technology required for automating the translation of text from one human language to another. Machine translation is viewed in Japan as an important strategic technology that is expected to play a key role in Japan's increasing participation in the world economy. MT is seen in Japan as important both for assimilating information into Japanese as well as for disseminating Japanese information throughout the world. Most of the MT systems now available in Japan are transfer-based systems. The majority of them exploit a case-frame representation of the source text as the basis of the transfer process. There is a gradual movement toward the use of deeper semantic representations, and some groups are beginning to look at interlingua-based systems

The politics of new technology
A recent article explains how one of the most militant workforces in the country, car workers at British Leyland's Longbridge plant, came to have its spirit of resistance broken. There are several reasons: the failure to mobilise members in response to the sacking of the union convenor late in 1979, the aggressive management tactics of Michael Edwardes, mass unemployment, the combativity of the Thatcher government. However, what the authors of this New Society piece single out as 'the real turning point' was the introduction of new technology which forced on the unions 'flexibility' by deskilling jobs, massively increasing output, and introducing an electronic information network called Machine Monitoring System that resulted in much greater surveillance of individual employees

The purpose of this thesis is to develop a concept for a wearable communications device. Proposed for the market of ten years into the future, this device will integrate today\u27s multiple communications devices and be capable of wireless global communications

Innovative Tokyo
This paper compares and contrasts Tokyo's innovation structure with the industrial districts model and the international hub model in the literature on urban and regional development. The Tokyo model embraces and yet transcends both industrial districts and international hub models. The paper details key elements making up the Tokyo model-organizational knowledge creation, integral and co-location systems of corporate R&D and new product development, test markets, industrial districts and clusters, participative consumer culture, continuous learning from abroad, local government policies, the national system of innovation, and the historical genesis of Tokyo in Japan's political economy. The paper finds that the Tokyo model of innovation will continue to evolve with the changing external environment, but fundamentally retains its main characteristics. Applying lean manufacturing initiatives to naval ship repair centers : implementation and lessons learned
Thesis (S.M.)--Massachusetts Institute of Technology, Dept. of Ocean Engineering, 2004.Includes bibliographical references (p. 58).The United States Navy is under pressure to reduce the cost of fleet maintenance in order to redirect funds for the construction of new ships and submarines. The Navy looks to private industry for process improvement ideas such as the Theory of Constraints, Six Sigma and Lean Manufacturing Principles. This thesis examines the Lean Manufacturing movement in the private sector of ship repair and how it eventually came to government owned ship repair operations. Recent National Ship Research Program (NSRP) initiatives provide shipyards a strategy of how to select areas of an operation for Lean improvements. The Norfolk Naval Shipyard method is a combination of the Theory of Constraints, Six Sigma and Lean Principles called Lean Sigma. The Lean Sigma methodology for planning, executing and sustaining lean improvement and how to measure success with various metrics is presented. Lean Sigma is implemented into the Electric Motor Rewind and Repair Center as a case study. Before and after assessments, lessons learned, and recommendations from the implementation case study are presented.(cont.) Details of the challenges and pitfalls encountered during the Lean Sigma implementation in the areas of culture, budget, management, metrics and cost benefit measurement, are described throughout the test case. JETC (Japanese Technology Evaluation Center) Panel Report on High Temperature Superconductivity in Japan
The Japanese regard success in R and D in high temperature superconductivity as an important national objective. The results of a detailed evaluation of the current state of Japanese high temperature superconductivity development are provided. The analysis was performed by a panel of technical experts drawn from U.S. industry and academia, and is based on reviews of the relevant literature and visits to Japanese government, academic and industrial laboratories. Detailed appraisals are presented on the following: Basic research; superconducting materials; large scale applications; processing of superconducting materials; superconducting electronics and thin films. In all cases, comparisons are made with the corresponding state-of-the-art in the United States
