Attention Allocation Aid for Visual Search
This paper outlines the development and testing of a novel, feedback-enabled
attention allocation aid (AAAD), which uses real-time physiological data to
improve human performance in a realistic sequential visual search task. Indeed,
by optimizing over search duration, the aid improves efficiency, while
preserving decision accuracy, as the operator identifies and classifies targets
within simulated aerial imagery. Specifically, using experimental eye-tracking
data and measurements about target detectability across the human visual field,
we develop functional models of detection accuracy as a function of search
time, number of eye movements, scan path, and image clutter. These models are
then used by the AAAD in conjunction with real time eye position data to make
probabilistic estimations of attained search accuracy and to recommend that the
observer either move on to the next image or continue exploring the present
image. An experimental evaluation in a scenario motivated from human
supervisory control in surveillance missions confirms the benefits of the AAAD.Comment: To be presented at the ACM CHI conference in Denver, Colorado in May

Double elevation: Autonomous weapons and the search for an irreducible law of war
What should be the role of law in response to the spread of artificial intelligence in war? Fuelled by both public and private investment, military technology is accelerating towards increasingly autonomous weapons, as well as the merging of humans and machines. Contrary to much of the contemporary debate, this is not a paradigm change; it is the intensification of a central feature in the relationship between technology and war: Double elevation, above one's enemy and above oneself. Elevation above one's enemy aspires to spatial, moral, and civilizational distance. Elevation above oneself reflects a belief in rational improvement that sees humanity as the cause of inhumanity and de-humanization as our best chance for humanization. The distance of double elevation is served by the mechanization of judgement. To the extent that judgement is seen as reducible to algorithm, law becomes the handmaiden of mechanization. In response, neither a focus on questions of compatibility nor a call for a 'ban on killer robots' help in articulating a meaningful role for law. Instead, I argue that we should turn to a long-standing philosophical critique of artificial intelligence, which highlights not the threat of omniscience, but that of impoverished intelligence. Therefore, if there is to be a meaningful role for law in resisting double elevation, it should be law encompassing subjectivity, emotion and imagination, law irreducible to algorithm, a law of war that appreciates situated judgement in the wielding of violence for the collective

A survey of simulation techniques in commerce and defence
Despite the developments in Modelling and Simulation (M&S) tools and techniques over the past years, there has been a gap in the M&S research and practice in healthcare on developing a toolkit to assist the modellers and simulation practitioners with selecting an appropriate set of techniques. This study is a preliminary step towards this goal. This paper presents some results from a systematic literature survey on applications of M&S in the commerce and defence domains that could inspire some improvements in the healthcare. Interim results show that in the commercial sector Discrete-Event Simulation (DES) has been the most widely used technique with System Dynamics (SD) in second place. However in the defence sector, SD has gained relatively more attention. SD has been found quite useful for qualitative and soft factors analysis. From both the surveys it becomes clear that there is a growing trend towards using hybrid M&S approaches

We propose a multi-step evaluation schema designed to help procurement agencies and others to examine the ethical dimensions of autonomous systems to be applied in the security sector, including autonomous weapons systems
Optimal growth under military threat
National Defense is a public good that requires resources for its production and its availability affects the economic behavior of private agents. A major policy problem of the government is to find an optimal allocation of resources between private use and national defense. It is shown that, in a simple optimal growth framework, a government's solution may not be the one that satisfies the military authority's objective. Attention is drawn to the need of cooperation between these two bodies and to the importance of the transparency of military expenditures in reaching a compromise that satisfies the public
Alcohol, assault and licensed premises in inner-city areas
This report contains eight linked feasibility studies conducted in Cairns during 2010. These exploratory studies examine the complex challenges of compiling and sharing information about incidents of person-to-person violence in a late night entertainment precinct (LNEP). The challenges were methodological as well as logistical and ethical. The studies look at how information can be usefully shared, while preserving the confidentiality of those involved. They also examine how information can be compiled from routinely collected sources with little or no additional resources, and then shared by the agencies that are providing and using the information.Although the studies are linked, they are also stand-alone and so can be published in peer-reviewed literature. Some have already been published, or are ‘in press’ or have been submitted for review. Others require the NDLERF board’s permission to be published as they include data related more directly to policing, or they include information provided by police.The studies are incorporated into the document under section headings. In each section, they are introduced and then presented in their final draft form. The final published form of each paper, however, is likely to be different from the draft because of journal and reviewer requirements.
