    Safety‐oriented discrete event model for airport A‐SMGCS reliability assessment

    A detailed analysis of State of the Art Technologies and Procedures into Airport Advanced-Surface Movement Guidance and Control Systems has been provided in this thesis, together with the review ofStatistical Monte Carlo Analysis, Reliability Assessment and Petri Nets theories. This practical and theoretical background has lead the author to the conclusion that there is a lack of linkage in between these fields. At the same of time the rapid increasing of Air Traffic all over the world, has brought in evidence the urgent need of practical instruments able to identify and quantify the risks connected with Aircraft operations on the ground, since the Airport has shown to be the actual ‘bottle neck’ of the entire Air Transport System. Therefore, the only winning approach to such a critical matter has to be multi-disciplinary, sewing together apparently different subjects, coming from the most disparate areas of interest and trying to fulfil the gap. The result of this thesis work has come to a start towards the end, when a Timed Coloured Petri Net (TCPN) model of a ‘sample’ Airport A-SMGCS has been developed, that is capable of taking into account different orders of questions arisen during these recent years and tries to give them some good answers. The A-SMGCS Airport model is, in the end, a parametric tool relying on Discrete Event System theory, able to perform a Reliability Analysis of the system itself, that: • uses a Monte Carlo Analysis applied to a Timed Coloured Petri Net, whose purpose is to evaluate the Safety Level of Surface Movements along an Airport • lets the user to analyse the impact of Procedures and Reliability Indexes of Systems such as Surface Movement Radars, Automatic Dependent Surveillance-Broadcast, Airport Lighting Systems, Microwave Sensors, and so on… onto the Safety Level of Airport Aircraft Transport System • not only is a valid instrument in the Design Phase, but it is useful also into the Certifying Activities an in monitoring the Safety Level of the above mentioned System with respect to changes to Technologies and different Procedures.This TCPN model has been verified against qualitative engineering expectations by using simulation experiments and occupancy time schedules generated a priori. Simulation times are good, and since the model has been written into Simulink/Stateflow programming language, it can be compiled to run real-time in C language (Real-time workshop and Stateflow Coder), thus relying on portable code, able to run virtually on any platform, giving even better performances in terms of execution time. One of the most interesting applications of this work is the estimate, for an Airport, of the kind of A-SMGCS level of implementation needed (Technical/Economical convenience evaluation). As a matter of fact, starting from the Traffic Volume and choosing the kind of Ground Equipment to be installed, one can make predictions about the Safety Level of the System: if the value is compliant with the TLS required by ICAO, the A-SMGCS level of Implementation is sufficiently adequate. Nevertheless, even if the Level of Safety has been satisfied, some delays due to reduced or simplified performances (even if Safety is compliant) of some of the equipment (e.g. with reference to False Alarm Rates) can lead to previously unexpected economical consequences, thus requiring more accurate systems to be installed, in order to meet also Airport economical constraints. Work in progress includes the analysis of the effect of weather conditions and re-sequencing of a given schedule. The effect of re-sequencing a given schedule is not yet enough realistic since the model does not apply inter arrival and departure separations. However, the model might show some effect on different sequences based on runway occupancy times. A further developed model containing wake turbulence separation conditions would be more sensitive for this case. Hence, further work will be directed towards: • The development of On-Line Re-Scheduling based on the available actual runway/taxiway configuration and weather conditions. • The Engineering Safety Assessment of some small Italian Airport A-SMGCSs (Model validation with real data). • The application of Stochastic Differential Equations systems in order to evaluate the collision risk on the ground inside the Place alone on the Petri Net, in the event of a Short Term Conflict Alert (STCA), by adopting Reich Collision Risk Model. • Optimal Air Traffic Control Algorithms Synthesis (Adaptive look-ahead Optimization), by Dynamically Timed Coloured Petri Nets, together with the implementation of Error-Recovery Strategies and Diagnosis Functions

    Modelling airport surface safety: a framework for a holistic airport safety management

    Airports are complex systems involving the continuous interaction of human operators with the physical infrastructure, technology and procedures to ensure the safe and efficient conduct of flights. From an operational perspective, airport surface operations (i.e. runway and taxiway operations) require the interaction of five main stakeholders (i.e. crew or pilots, air traffic control, airport operator, ground handling and regulator) both to facilitate the ground movement of aircraft and vehicles, and to maintain the surface in a working condition. The complexity of these operations makes the runway and taxiway system vulnerable and presents a risk of failure with the consequent potential for the occurrence of accidents. Therefore, the development and implementation of an effective Safety Management System (SMS) are required to ensure the highest level of safety for surface operations. A SMS is a systematic approach to managing safety based on the four cornerstones of safety policy and objectives, risk management, assurance, and safety promotion. Although the International Civil Aviation Organisation (ICAO) provides the global legislative framework for SMS, the relevant regulations are still to be established at the national level with the consequence that practical guidance on the development and implementation of SMS is rare, and reliable tools to support SMS are lacking. The consequence of this is that the current approach to surface safety management is piecemeal and not integrated. Typically, a single accident and incident type is investigated from the perspective of an individual stakeholder with the consequence that resulting proposals for safety mitigation measures are biased and limited in terms of their impact. In addition, the industry is characterised by non-standardised data collection and investigation practices, insufficient or missing definitions, differing reporting levels, and a lack of a coherent and standardised structure for efficient coding and analysis of safety data. Since these shortcomings are a major barrier to the required holistic and integrated approach to safety management, this thesis addresses the four cornerstones of SMS and recommends major enhancements. In particular, a framework for a holistic airport surface safety management is proposed. The framework comprises the static airport architecture, a process model of surface operations, the determination of causal factors underlying failure modes of these operations, a macroscopic scenario tool and a functional relationship model. Safety data and other data sources feed the framework and a dedicated data pre-processing strategy ensures its validity. Unlike current airport surface safety management practices, the proposed framework assesses the safety of the operations of all relevant actors. Firstly, the airport architecture is modelled and the physical and functional variability of airports defined. Secondly, a process model of surface operations is developed, which captures the tasks of the stakeholders and their interactions with physical airport surface infrastructure. This model serves as a baseline model and guides the further development of the airport SMS. To manage the safety of surface operations, the causes of accidents and incidents must be identified and their impacts understood. To do so, a reference data set combining twelve databases from airlines, airport operators, Air Navigation Service Providers (ANSPs), ground handling companies and regulators is collected. Prior to its analysis, the data is assessed for its quality, and in particular, for its internal validity (i.e. precision), external validity (i.e. accuracy) and in terms of reporting levels. A novel external data validation framework is developed and each database is rated with a data quality index (DQI). In addition, recommendations for reporting systems and safety policies are given. Subsequently, the data is analysed for causal factors across stakeholders and the contribution of the individual actors are highlighted. For example, the analysis shows that the various stakeholders capture different occurrence types and underlying causal factors, often including information that is of potential use for another party. The analysis is complemented by interviews, observations and statistical analysis, and the results are summarised in a new taxonomy. This taxonomy is applicable to all relevant stakeholders and is recommended for operational safety risk management. After the airport surface operations have been modelled and the drivers to safety identified, the results are combined, resulting in a macroscopic scenario tool which supports the management of change (i.e. safety assurance), training and education, and safety communication (i.e. safety promotion) functions of the SMS. Finally, a structured framework to assess the functional relationship between airport surface accidents / incidents and their underlying causal factors is proposed and the system is quantified in terms of safety. Compared to the state-of-the-art safety assessments that are biased and limited in terms of their impact, the holistic approach to surface safety allows modelling the safety impact of each system component, their interactions and the entire airport surface system architecture. The framework for a holistic airport surface safety management developed in this thesis delivers a SMS standard for airports. The standard exceeds international requirements by standardizing the two SMS core functions (safety risk management and safety assurance) and integrating safety-relevant information across all relevant stakeholders. This allows a more effective use of safety information and provides an improved overview on, and prediction of, safety risks and ultimately improves the safety level of airports and their stakeholders.     The probability of detecting and tracking RADAR targets in clutter at low grazing angles

    Modern military acquisition and tracking RADARs are required to operate against aircraft and missiles specifically designed to have minimal radar cross section (RCS) and which fly at very low level to take maximum advantage of terrain screening. A model for predicting system performance is necessary for a range of terrain types in varying precipitation and seasonal cultural conditions. While the main degradation is from surface clutter and denial of sightline due to terrain and other local obstructions, several other factors such as multipath propagation, deliberate jamming and even operator performance contribute to the total model. The possibility that some radars may track obscured targets, however briefly, by using the diffraction path, is of particular interest. Although this report critically examines each of the contributory factors in order to select optimum values for inclusion in an overall computer prediction model; a new surface clutter model is specifically developed for sloped terrain using actual clutter measurements. The model is validated by comparison with an extensive survey of worldwide clutter results from both published and unpublished sources. Certain constraints have been necessary to restrict the study to a manageable size, while meeting the requirements of the sponsors. Attention is therefore focussed upon performance prediction for typical mobile tracking radar systems designed for operation against small RCS low level targets flying overland

    Advanced receivers for distributed cooperation in mobile ad hoc networks

    Mobile ad hoc networks (MANETs) are rapidly deployable wireless communications systems, operating with minimal coordination in order to avoid spectral efficiency losses caused by overhead. Cooperative transmission schemes are attractive for MANETs, but the distributed nature of such protocols comes with an increased level of interference, whose impact is further amplified by the need to push the limits of energy and spectral efficiency. Hence, the impact of interference has to be mitigated through with the use PHY layer signal processing algorithms with reasonable computational complexity. Recent advances in iterative digital receiver design techniques exploit approximate Bayesian inference and derivative message passing techniques to improve the capabilities of well-established turbo detectors. In particular, expectation propagation (EP) is a flexible technique which offers attractive complexity-performance trade-offs in situations where conventional belief propagation is limited by computational complexity. Moreover, thanks to emerging techniques in deep learning, such iterative structures are cast into deep detection networks, where learning the algorithmic hyper-parameters further improves receiver performance. In this thesis, EP-based finite-impulse response decision feedback equalizers are designed, and they achieve significant improvements, especially in high spectral efficiency applications, over more conventional turbo-equalization techniques, while having the advantage of being asymptotically predictable. A framework for designing frequency-domain EP-based receivers is proposed, in order to obtain detection architectures with low computational complexity. This framework is theoretically and numerically analysed with a focus on channel equalization, and then it is also extended to handle detection for time-varying channels and multiple-antenna systems. The design of multiple-user detectors and the impact of channel estimation are also explored to understand the capabilities and limits of this framework. Finally, a finite-length performance prediction method is presented for carrying out link abstraction for the EP-based frequency domain equalizer.
